this is just a mechanism for preventing run of unnecessary tasks after Pipeflow has stopped.
its also useful to manage the number of lines that we are using because its crucial to handle number of threads based on number of requests or whatever input we have so it should not be const.
so I'm thinking of implementing a resize method for tf::Pipeline.
