Adds the first version of MNIInfant

Adds the first version of MNIPediatricAsym.

The first official release of TemplateFlow, featuring:

• Nine standard templates: MNI152Lin, MNI152NLin2009cAsym, MNI152NLin6Sym, MNI152NLin6Asym, NKI, OASIS30ANTs, PNC, fsLR, and fsaverage.
• Corresponding brain masks, and some tissue segmentations that are useful in several processing pipelines.
• Atlases: Harvard-Oxford and Schaefer 2018 in their original MNI152NLin6Asym space and also mapped into MNI152NLin2009cAsym.
