This PR use fixed value of tensorflow == 1.12.0 in setup.py,
as from the tests of #56, tensorflow == 1.13.0 will not work
without additional implementation changes.

/cc @terrytangyuan. I think we may also need to update the version strings on R side. Because of the recent change in tf.data the tensorflow-io will only work with 1.12.0 (not 1.13.9) Don't know which file in R-package to change though.
