The bundled sbt script is outdated, for example, it can not process java_version correctly.

$ ./sbt compile
./sbt: line 204: [[: .: syntax error: operand expected (error token is ".")
Unrecognized VM option 'MaxPermSize=384m'
Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.

This PR Bump SBT 1.10.7 and sync the sbt script from https://github.com/sbt/sbt/blob/v1.10.7/sbt
