3374: Re-add OpenTitan's VFUNC_ELIM flag r=hudson-ayers a=jwnrt ### Pull Request Overview This PR re-adds the `VFUNC_ELIM=1` flag back to OpenTitan's makefile. The flag was deleted by #3359 presumably by mistake when fixing a conflict. ### Testing Strategy Ran `make test` with the flag set. ### Documentation Updated - [x] Updated the relevant files in `/docs`, or no updates are required. ### Formatting - [x] Ran `make prepush`. Bumps to the latest RTL SHA, this bump was tested by running all of the OpenTitan specific tests on Verilator. This is a continuation of #3321 that I have closed since there was no significant changes there.
The interrupt changes as per [1].
