Can you add some more information? Like where does it fail if you try as a standard user?

hmm, I may have a unique situation in that I put my Cygwin downloads folder at c:\cygwin64\downloads.
Then here's an example where it fails with non-Admin Cygwin:

$ apt-cyg install octave-statistics
Installing octave-statistics
mkdir: cannot create directory ‘/downloads/ftp%3a%2f%2fftp.gtlib.gatech.edu%2fpub%2fcygwin%2f/x86_64/release/octave-statistics’: Permission denied
/usr/bin/apt-cyg: line 322: cd: /downloads/ftp%3a%2f%2fftp.gtlib.gatech.edu%2fpub%2fcygwin%2f/x86_64/release/octave-statistics: No such file or directory
octave-statistics-1.2.3r12532-1.tar.xz: Permission denied
md5sum: standard input: no properly formatted MD5 checksum lines found
