These labels are only applied to PRs that update GitHub action dependencies. Those usually don't affect the product, so I think it's okay to set these labels on those PRs.

I think it could be misleading. Though it really depends on what insights you want to derive from these labels. Happy to add that, I'd leave it up to you.
