Suggestion

We're talking about landing parserOptions.EXPERIMENTAL_useProjectService -> parserOptions.project(Service) as stable in v7 v8. So I think it should be ready for us to use in our own repo!

Note that in CI right now we both lint with it on and with it off. We'll want to keep doing that for the foreseeable future.

Marking as blocked on #9119, as it'll be a lot simpler to not work on these two in parallel.
