This extension has an implementation, has had support from other browsers (https://chromestatus.com/feature/5680189201711104), and has shipped since Chrome 117.

It defines internal slots that hold the status of header extensions.

Moving it to the main spec would ease the task of describing the way header extensions are treated at offer/answer time, which is currently somewhat informal (see #3056 )
