While preparing an update to the performance documentation page, I noticed that the threadpool executor was not being created when
threading.max_workerswas set. Not sure what happened back in #2327 (perhaps a bad merge conflict resolution) but this should fix the issue. I improved the test to make sure this works end-to-end now.
