Project Management Policy Purpose

This policy is intended to enable the consistent application of best practice project management to achieve safe, efficient and effective management of all projects undertaken by RailCorp.

Policy statement
RailCorp recognises project management as a key strategic delivery capability. All RailCorp projects shall use standard project management processes, have performance measured against defined outcome baselines, and will apply effective controls. Safety will not be compromised by efforts to achieve other project objectives. All capital projects will be aligned to corporate strategic objectives and utilise RailCorps approved project management system, RailCorp Project Management Methodology (RPMM), published by the Enterprise Portfolio Management Office. Projects will have a designated Project Sponsor who owns the project benefits and is responsible for ensuring the project outcomes deliver those benefits. The Sponsor is responsible and accountable for resolving organisational issues to support their Projects. Projects will be assigned to a Project Manager who will be responsible and accountable for the delivery of the stated project objectives and ensuring all project management and applicable RailCorp processes are consistently applied. All projects will have agreed Governance and reporting structures, a well defined project management plan, a schedule including critical milestones and clear identification of objectives and benefits. Projects will be monitored by independent reviewers at agreed intervals throughout the project life cycle, to ensure ongoing alignment with investment strategy.
