Week 2 – Discussion Question
As the project manager at a consultancy company “the team might include current members of the
performing organisation and contractors hired for the project”. (Sanghera P, 2010) We would be
responsible for providing the project management team as well as safety, health, environmental and
quality functions for the project. Prerequisites are as follows:
To cause minimum disruption to traffic.
Commuter and worker safety.
Completion within six months.
The milestones are as follows:
Two weeks – temporary alternate route ready for commuters
Four weeks – final design, layout approval with structural analysis.
Twenty weeks – complete construction.
Twenty two weeks – cleanup construction infrastructure and finish painting
Twenty three weeks – open flyover for trail and get feedback
Twenty four weeks – signage complete
Human resources required:
Project team:
o Senior risk manager with extensive SHEQ (safety, health, environment and quality)
experience to ensure commuter and worker safety.
Two experienced site safety officers.
Two project supervisors to ensure quality standards are met.
o A Cost Engineer to control quantities, quality and cost
o Project scheduler to provide accurate time estimates and to ensure that program
does not fall behind.
o A Contract manager to manage contractor contracts.
o An administrative assistant / data / accounts clerk.
Representatives of the contractors below would also serve as members of the project team.
Structural engineering consultancy to design alternate route and do main design with
structural analysis.
Construction company with track record of similar work and sufficient resources to complete
work within six months.
Construction company to appoint a sub-contractors to do painting and as well as a Signage
Company with track record in constructing overhead highway signage.
Market research company to do commuter survey during trial period.
It would be best to put the above construction work out to public tender, with strict qualification
requirements in terms of prior work experience in construction of similar size and complexity. The
tender should go out for a single contractor that has the ability to appoint and manage sub-
contractors who perform some activities that make up the complete project. The contractor must
also be able to provide a turnkey service raise quotations and guaranteed undertakings for
companies to supply of concrete, scaffolding, forms and shuttering, painting and signage etc.
All sub-contractors and suppliers must be bound by interlinking contracts such as the NEC suite (new
Engineering Contract) to provide assurance that risk is borne and mitigated within a responsibility
chain. For example, the quarry providing stone should not renege on supply without suffering delay
damages equal to those of the main contractor.(NEC ECC / ECSC, 2006)
Of all the criteria influencing the decisions on human resources, verifiable prior experience on similar
construction work, with a sound competency track record of completing all scoped work on time,
within quality requirements and on budget, is the most important. Tender would be awarded to the
lowest priced qualified party.
