SEAGS/AGSSEA E-Journal

The March 2012 issue of the E-Journal is a special issue on Unsaturated Soil Mechanics and Engineering. The Guest
Editors are The Guest Editors of this Issue are Prof. Charles W. W. Ng at the Department of Civil and Environmental
Engineering in the Hong Kong University of Science and Technology and Dr. Apiniti Jotisankasa at the Department of
Civil Engineering, Kasestsart University Bangkok. Both Editors are internationally well known for their research and
professional activities in Unsaturated Soil Mechanics and Engineering.

We are fortunate to have eight excellent contributions by authors who have spent a life time with unsaturated soil
mechanics and engineering from: W. Mairaing, A. Jotisankasa and S. Soralump; J.D. Nelson, K.C. Chao, D.D. Overton
and R.W. Schaut; Charles W. W. Ng and A. K. Leung; A.J. Puppala, T. Wejrungsikul, V. Puljan and T. Manosuthikij; H.
Rahardjo, A. Satyanaga, E. C. Leong; J.R. Standing; D.G. Toll1, J. Mendes1, P.N. Hughes, S. Glendinning and D.
Gallipoli; and D.J. Williams. Among other topics it deals with the development of unsaturated soil mechanics as a
discipline; unsaturated expansive soils and foundation problems; unsaturated soil slopes and stabilization measures;
some mining applications of unsaturated soil mechanics and finally the most important area of climate change and
the role of unsaturated soil mechanics in engineering applications. The materials contained in this issue of the
journal would be of great value to engineers as well as researchers dealing with engineering activities in unsaturated
soils.

THAILAND

World Tunnel Congress 2012 (WTC2012) and 38th General Assembly of ITA-AITES - 18 – 23 May 2012

Thailand Underground and Tunnelling Group (TUTG) of the Engineering Institute of Thailand under His Majesty the
King’s Patronage and International Tunnelling and Underground Space Association (ITA-AITES) is organizing the
World Tunnel Congress 2012 (WTC2012) and 38th General Assembly of ITA-AITES in Bangkok, Thailand from 18 – 23
May 2012. The theme is “Tunnelling and Underground Space for a Global Society”.

WTC2012 Bangkok will highlight the fact that underground space utilization is important not only for particular
nations or groups or businesses, but also for the entire global society. WTC2012 Bangkok is intended to be a wakeup
call for the decision makers in the region to realize the benefits of using underground space and importance of
developing the global tunneling and underground construction society.

Retirement International Symposium for Professor Dennes Bergado on “Sustainable Geosynthetics and Green
Technology for Climate Change” – 21 & 22 June 2012

The Retirement Symposium of Prof. Dennes T. Bergado, has been rescheduled to 21st and 22nd June 2012. It will be
held at the Centara Grand Hotel at Central Plaza Ladprao, Bangkok, Thailand. This International Symposium is
hosted by the Asian Center for Soil Improvement and Geosynthetics (ACSIG) in the Geotechnical and Earth Resources
Engineering Program (GTE) under the School of Engineering and Technology (SET) at the Asian Institute of
Technology (AIT), the Southeast Asian Geotechnical Society (SEAGS), the International Geosynthetics Society-
Thailand Chapter (IGS-Thailand), and Suranaree University of Technology (SUT), under the auspices of the
International Geosynthetics Society (IGS).

Prof. Bergado an AIT Alumnus joined AIT as an Assistant Professor in 1982; he thus have made significant
contributions to AIT for nearly three decades; he was also associate with the Southeast Asian Geotechnical Society as
Editor of the Journal and also Secretary General. Prof. Bergado supervised the research work of numerous Doctoral
students and was also over one hundred or more Masters Students. He was involved in many major projects
including the Suwarnabhumi International Airport. Author of over 250 publications, Prof. Bergado’s research is in
Ground Improvement works.

Due to difficulties engendered by the current flood calamity in Bangkok, it was decided to postpone the dates of the
Symposium to June 20 and 21, 2012. Moving the venue to Pattaya Resort was considered, however there are
flooded roads and homes in most parts of Bangkok. Although the flood waters will be drained out in three to four
week’s time, a full recovery will take up to 6 months. It is not appropriate to hold the Symposium and celebrate the
retirement of Professor Dennes Bergado at this time of sadness and loss of lives and property. The Thai people are
used to annual floods but not the present overwhelming volume of water being called “The 50 Year Flood”.
Consequently, most factories, homes and universities are flooded in outer Bangkok.

Thus, it was considered prudent at this time to postpone the Symposium to June 20 and 21, 2012. The Symposium
organizers have expressed apologies and regrets for those who have already booked their air tickets and
accommodations. For those who have paid their registrations and exhibition fees in advance, they will keep proper
records so that those payments will be credited for the event in June 2012. The symposium organizers will do their

Fifth Asian Regional Conference on Geosynthetics - 13 – 16 December 2012

The International Geosynthetics Society—Thailand Chapter (IGS‐Thailand), under the auspices of International
Geosynthetics Society (IGS) is organizing the Fifth Asian Regional Conference on Geosynthetics or Geosynthetics Asia
2012 (GA2012) from 13 to 16 December 2012 at Grand Centara Convention Hotel, Bangkok, Thailand. GA2012 will be
hosted by the Asian Center for Soil Improvement and Geosynthetics (ACSIG) in the Geotechnical and Earth Resources
Engineering (GTE) Program under the School of Engineering and Technology (SET) at the Asian Institute of
Technology (AIT). The theme of this Conference is “Geosynthetics for Sustainable Adaptation to Climate Change”.
The effect of climate change including global warming is not only limited in causing landslide disasters but also in
increasing the frequency of occurrence of a variety of natural disasters. The intergovernmental panel on climate
change (IPCC) reported that residences of many more millions of people are projected to be flooded every year
through the 2080s because of rising sea level. Among at risk are lowlying and densely populated areas. Moreover,
recent news items have identified that insurance companies are blaming bad weather slashing down their profit
forecasts by millions of dollars. Consequently, the insurance companies have been forced to raise the insurance
premium to recoup their losses.

The objective of GA2012 is to bring together geosynthetics researchers, consultants, owners, manufacturers,
distributors, project regulators, contractors, and academics in order to share their knowledge, update information,
create advance technologies, and discuss recent developments. Keynote and theme lectures will be presented by
world famous authorities in geosynthetics. Invited lectures will be delivered by IGS Chapters and IGS Council
Members. Technical visits to major geotechnical/geosynthetics projects will be organized. For more information,

MALAYSIA

Malaysia adopted EC7 for geotechnical design and the Malaysia National Annex to EC7(MS EN 1997-1:2011) has
been published by SIRIM. A special drafting committee headed by Ir. Dr. Ting Wen Hui with Prof. Brian Simpson as
its advisor, Ir. Yee Yew Weng as Chairman of the IEM Working Group on Geotechnical Design and Chief drafter Ir. Tan
Yang Kheng. IEM bulletin Jurutera No. 10 October 2011 published a special issue on the geotechnical practice in
using EC7 and EC8. The drafting committee has now started work on part 2 of the Malaysia National Annex to EC7
with Ir. Dr. Ooi Teik Aun as Chief drafter and Ir. Dr. Chan Swee Huat as his assistant.

GETD (Geotechnical Engineering Technical Division) of the IEM (The Institution of Engineers Malaysia) is a corporate
member of SEAGS (the Southeast Asian Geotechnical Society) which is a member society of the ISSMGE (the
International Society of Soil Mechanics and Geotechnical Engineering). GETD has over 700 members and is one of
the most active technical divisions of IEM. GETD has organized road shows on the Malaysia National Annex to EC7 in
Petaling Jaya, Penang, Kuching and Johor Baru.

GETD also organized numerous evening talks and seminars.

SINGAPORE

18SEAGC – 1AGSSEAC in Singapore

The 18th Southeast Asian Geotechnical Conference (18SEAGC) and the Inaugural Association of Geotechnical
Societies in Southeast Asia Conference (1AGSSEAC) will be held in Singapore from 29 – 31 May 2013. The theme of
the conference is “Challenges in Sustainable Geotechnical Infrastructures”. It is organized by the Geotechnical
Society of Singapore (GeoSS) under the auspices of SEAGS and AGSSEA. The organizing chairman is Prof. C F Leung.

There will be a Young Geotechnical Engineers’ session. It will be held one day prior to the main conference in mid-
2013 at the National University of Singapore. The participants of the Young Geotechnical Engineers’ sessions will be
invited to attend special sessions of the conference. Tentative dates are as follow:

 Call for abstracts – March 2012


 Submission of abstracts – July 2012
 Acceptance of abstracts – October 2012
 Submission of full paper – December 2012
 Acceptance of full paper – Jan 2013

Details of dates and venue of the conference will be announced shortly by the organizing committee.

CHINESE TAIPEI CTGS

Chinese Taipei (Taiwan) Geotechnical Society (CTGS) President Prof. San-Shyan Lin reports that:-

1. Prof. Askar Zhussupbekov, ISSMGE VP of Asia, is visiting Chinese Taipei Geotechnical Society (CTGS) during Feb
23~March 16, 2012. Prof. Zhussupbeko will deliver lectures at CTGS, some major universities and consulting firms
in Taiwan. Special thanks to Prof. Der-Wen Chang at Tamkang University for helping to arrange this event.
Academic/industrial collaborations and cooperation between Taiwan and Kazakhstan will be developed through
the visiting of Prof. Askar Zhussupbekov.

2. Prof. Idriss of University of California at Davis will deliver a lecture regarding soil liquefaction at National Center
for Research on Earthquake Engineering in Taiwan on May 9 2012.

3. 2012 Taiwan-Japan joint workshop on natural hazards will be held in National Cheng Kung University in Tainan,
Taiwan at the end of October.

VIETNAM

A. During the last two years, VSSMGE was working together with other Organizations, Institutes and Companies to

1. Foundation of High Rise Buildings and underground structures (October 2010).

ISSMGE PRESIDENT’S REPORT

Distinguished Colleagues, Dear Friends,

This is my twenty ninth progress report after 880 days as your President. Note that previous reports are on the
ISSMGE web site (http://www.issmge.org/) under “From the President” if you need them. In this report, I would like
to talk to you about our upcoming webinar and mostly about ISSMGE Awards.

Webinar: our last webinar on Geotechnical Risk was again a great success. In fact, we reached our limit of 100
computers connected worldwide when some 180 were trying to join. Many thanks to Zenon Medina-Cetina (USA)
and Marco Uzielli (Italy) for a great job not to forget the background support of K.K. Phoon (Singapore) and his
Technical Committee team. Note that you can get on line and access the recording of past webinars if you have
missed one. The next webinar is also very exciting and free. The topic is “Short and Long Term Leakage Through
Composite Liners” and the speaker is Kerry Rowe (Canada). The date is set for Thursday 26April2012. If you need

Awards: About one year ago it became obvious to me that the number of ISSMGE Awards per member was much
too low compared to most professional societies. So we created AWAC, the Awards Committee. Francois Schlosser
(France) is the chair of the new ISSMGE Awards Committee (AWAC). I charged Francois and AWAC to create new
awards so we could recognize properly all those who go the extra mile, sorry, the extra kilometer in their
contributions to our profession. He, Esve Jacobs (South Africa), Bill Marcuson (USA), and other committee members
have worked diligently over the last year. They created 5 new Awards which brings us to 10 Awards with the existing
ones. I will briefly discuss each one of them but you can find the details including deadlines, nomination package,

and who can make the nomination on the newly created Awards page on the ISSMGE web site at
http://www.issmge.org/web/page.aspx?refid=767.
Terzaghi Oration Award: this is an existing award and the most prestigious of all for technical contributions. The
Terzaghi Orator is selected by the President after input from the Member Societies and the Board. The Oration is
presented at the quadrennial conference. I seek your input on this award. I need a cover letter and a CV for anyone
you wish to nominate. I plan to make a decision in June 2012.
Kevin Nash Gold Medal: this is an existing award which is more oriented towards service contributions to ISSMGE. It
is decided by a committee made of all Past Presidents and chaired by the Immediate Past President (Pedro Seco e
Pinto in this case). Past Presidents are not eligible.
Young Geotechnical Engineer Award (3): this is an existing award; there are 3 of those awards for young members.
Young is defined here as less than 36 year old on 31December 2013. This award is for an outstanding paper to be
published in the proceedings of the upcoming quadrennial conference in Paris in 2013. The nomination must come
from a member society
Outstanding Technical Committee Award: this is a new award to recognize an outstanding technical committee of
ISSMGE. The nomination must come from a member society and it would make sense to me that it come from the
member society of the chair of the TC.
Outstanding Geotechnical Project Award: this is a new award to recognize an outstanding project worldwide. This
project should exemplify the ingenuity of geotechnical engineers and the value they bring to mankind. It is the kind
of project that we would wish to propose to the television Discovery channel for example to highlight our
achievements and enhance the image of our profession. Again, the nomination must come from a member society.
Outstanding Innovator Award: this is a new award to recognize a geotechnical engineer or team of geotechnical
engineers for their creativity and innovation in solving difficult geotechnical problems and for their impact on our
geotechnical life. Again, the nomination must come from a member society.
Outstanding Member Society Award: this is a new award to recognize an outstanding member society and to
reward young and smaller Member Societies who are active. Self nomination is requested in this case.
Outstanding Paper in the International Journal of Geo-Engineering Case Histories Award: this is a new award to
recognize the best paper in this ISSMGE Journal. The Editorial Board of the IJGCH will select the paper.

All awards are to be submitted to the Secretary General by the deadline who will relay them to the Awards
Committee for consideration. The ISSMGE Board will receive the recommendations from the Awards Committee and
make the final decision. Please take time to nominate your most valuable colleagues. All awards will be presented
at the 18th International Conference for Soil Mechanics and Geotechnical Engineering in Paris, France, 2-
5September2013 (www.paris2013-icsmge.org/).

Second International Conference on Performance-Based Design in Earthquake Geotechnical Engineering

Description: Following the footsteps of the most successful first PBD conference held in Tokyo in 2009 and the
5th International Conference in Geotechnical Earthquake Engineering held in 2010 in Santiago,

Chile, the Taormina PBD 2012 conference will offer an ideal forum to present and discuss the most
recent advances and progresses in Geotechnical Earthquake Engineering and in particular in the
Performance Based Design of structures. The Conference is organised around several state of the
art and keynote lectures given by distinguished international experts and over 150 peer review
papers in different topics. Special sessions are devoted to the mega Tohuku 2011 earthquake in
Japan, the two devastating earthquakes in New Zealand (2011) and the Abruzzo 2009 earthquake.
Besides the more technical topics, the conference will also give us the opportunity to discuss new
trends in Earthquake Geotechnical Engineering and Performance Based Design related to global
sustainability and life cycle analysis.

Description: We are pleased to announce the 4th Central Asian Geotechnical Symposium to be held in
Samarkand, Uzbekistan from September 21-23, 2012.
The 4th Central Asian Geotechnical Symposium intends to discuss and exchange ideas on general
characteristics of soils in the region, geotechnical problems as well as conservation of heritage and
historical sites.
Samarkand is the second-largest city in Uzbekistan and the capital of Samarqand Province. The city
is most noted for its central position on the Silk Road between China and the West, and for being an
Islamic center for scholarly study. In the 14th century it became the capital of the empire of Timur
and is the site of his mausoleum. The Bibi-Khanym Mosque remains one of the city's most notable
landmarks. The Registan was the ancient center of the city.
In 2001, UNESCO added the city to its World Heritage List as Samarkand - Crossroads of Cultures.

Third African Young Geotechnical Engineering Conference (3AyGEC’12)


Date: 16 - 18 November 2012
Location: Engineering Auth'y Guest House , Cairo, Egypt
Description: Participation in the 3AyGEC is restricted to those working in the geotechnical and geological
engineering fields aged 35 years or younger, as of the 15th November 2012.
There are no preferences for themes of the conference. Sessions will be scheduled according to the
themes of the papers submitted.
The program includes plenary lectures that will be presented by experts, including board members
of the ISSMGE. Posters sessions are also scheduled. The Egyptian Geotechnical Society will offer
awards to the best paper presentations. A technical tour is also scheduled.
Abstracts should not be more than 250 words, written in 12 points Times character. Papers should
be between 2 and 4 pages in length. A camera-ready version of the paper should be submitted.
Papers are preferred to have a single author who will attend 3AyGEC as a delegate; any
acknowledgement of supervisors, for example, should be included at the end of the paper. Paper
format will be specified later.

4th International Seminar on Forensic Geotechnical Engineering

Technical Committee (TC) on Forensic Geotechnical Engineering (FGE) in 2005. During the first four
years it was designated as TC40 and is now designated as TC302. This committee has already
conducted three international seminars on FGE and is now organizing the fourth seminar during
January 10-12, 2013 at Indian Institute of Science, Bengaloru (formerly known as Bangalore), India.

2nd International Symposium on Geotechnical Engineering for the Preservation of Monuments and Historic Sites

18th International Conference for Soil Mechanics and Geotechnical Engineering - 2 – 5 September 2013 Paris

The French Society for Soil Mechanics and Geotechnical Engineering (CFMS) will be hosting the 18th International
Conference for Soil Mechanics and Geotechnical Engineering in Paris, France from September 2-5, 2013. The
proposed theme of the Conference is “Challenges and Innovations in Geotechnics”.

France has a long history in the art of building, in civil engineering and in architecture: many dikes and canals, dams,
harbours and airports, roads and motorways, railways, underground works, fortifications, retaining structures,
special foundations and earth structures have been built since the 18th century. These constructions, that often
appeared to be spectacular, could be achieved thanks to engineering progress and innovation. French engineers and
researchers have made fundamental contributions in the field of soil mechanics and geotechnical engineering.
Recent large construction works performed by French companies demonstrate the continuing creativity of
geotechnical engineers and researchers in optimising materials and construction processes and in developing
innovative techniques: the Millau viaduct, high speed railway (TGV) lines, new underground lines in Paris, Lyon,
Marseille, new harbour in Le Havre, etc. All major French companies are also very active worldwide.

Since the 1970s, the awareness of the need to preserve natural resources, to fight against climate change, to reduce
CO2 emissions, to integrate social concerns and ecological safety in economic development models has become
widespread. These challenges, as well as the constant need of new constructions and infrastructures, should guide
the strategies and innovations. What should be the contribution of geotechnical engineers in order to encourage
economic and social progress without jeopardising the equilibrium of the planet? This fundamental question could
be the centre of our discussions.

The Conference will be held in the Paris International Conference Centre located at Porte Maillot, very near the Arc
de Triomphe, the Avenue des Champs Elysées and the historical centre of Paris. CFMS will do its best to organize this
conference and to offer to the delegates and accompanying persons an exciting and pleasant stay in Paris.
The Conference will be held under the auspices and support of the French Ministry for Ecology, Sustainable
Development, Transports and Housing and the Ministry for Higher Education and Research.

Submission of abstracts must reach the SEAGS Secretariat by 15th March 2012.
