‘A. BACKGROUND
‘The Uttarakhand State Government is constructing a 440 M. span Heavy Motor Vehicle
Suspension Bridge over river Bhagirathi (Tehri Dam Reservoir) of B-class loading in District

For completion of under construction bridge work and remaining work it has been decided to

of the existing structure, design, the remaining works, to undertake complete project management
and construction supervision, quality assurance post construction maintenance and technology
transfer to P.W.D.
B, OBJECTIVES
The objective of this consultancy contract is to assume full technical responsibility for this project
that has reached a stage of stagnation due to past discrepancies and shortfalls in such services,
The consultant is expected to take full management and engineering charge of the project in its
current state and bring it back on a fast track to a successful completion.
‘The selected consultant will take managerial and technical charge and will offer expert advice that
will determine the future course of the project. The detailed scope of services is described in the
subsequent section.
C. SCOPE OF SERVICES
PMEC will be required to perform the following scope of services. The first two scope items will be
conducted on a Lump-sum basis and remaining under a reimbursable basis-
LUMP-SUM SCOPE ITEMS.
1. Review existing project documents and develop value proposals:
a) Review and update bridge design criteria
b) Review existing permanent design plans and calculations
¢) Review existing technical specifications
4) Review existing project reports
©) Develop a feasible construction scheme
1) Offer value engineering options to save construction cost and/or duration®
2. Design:
a) Execute superstructure re-design and/or substructures retrofitting as per selected value
engineering option
b) Conduct detailed superstructure staging analysis, develop construction and geometry
control manual and design associated temporary works
©) Develop inspection and maintenance manual
4) Provide quantity and cost estimates
REIMBURSABLE SCOPE ITEMS
Project & Quality Management:
a) Set-up electronic document control system.
b) Report on project progress and advise on contractor payment release. Reporting to
occur on a regular basis as necessitated by the needs of the project.
©) Provide claim & risk management services
4) Provide in-plant inspections and quality assurance,
e) Provide on-site quality assurance of construction for general conformance with the
design plans,
f) Manage and facilitate project meetings between owner and contractor and other
relevant parties
4. Construction Phase Services:
a) Conduct shop drawings review.
b) Address contractor's queries and provide solutions to site issues.
©) Address in-plant and field non-conformances.
) Provide on-site construction support to contractor during superstructure erection.
©) Reviewing Contractors Safety Plan during Construction including method statements,
‘transportation, handling and lifting plans.
) Billing management, measurement of works at site, quality accreditation certificate.
5. Post Construction Services:
a) Provide training for inspectors & maintenance crew.
b) Establish electronic database of project documents and information.
©) Evaluate post-construction structural deficiencies.
4) Develop remedial solutions.
©) Provide on-site support.
Staffing Inputs
‘The consulting services will be required to provide the following Experts for all three parts
viz. Part-I, If & part-lIl (all Tasks 1 to 5) of the job. The main consideration in the
formation of the PMEC team is that each specialist should have a good knowledge of
current international best practices and trends in the bridge construction sector, and
through this knowledge the individual inputs of each specialization will both compliment
