Current Projects
Semarang Waste to Energy Project
• Semarang City faces an increasing problem managing the
solid waste generated every day
• Semarang City is looking to invite the private sector to
participate in operating and maintaining a solid waste landfill
under a Public-Private Participation (PPP) scheme.
• To help attract private investors KIAT is working with
Government on preparation of a comprehensive Pre-
Feasibility Study to help assess next steps to an Outline
Business Case (OBC) stage.
Current Projects
Road Asset Management Systems & Data Collection
• KIAT is working with the Ministry of Public Works in their
management of Indonesia’s 47,000km national road network
• Support focusses on improved planning, road asset management
systems and data collection, including:
• Advice on software systems and protocols for asset management
• Support to update and improve the central database of network information
• Training on validation of data from network monitoring
• Strategic planning and budgeting of road network maintenance needs
Upcoming Projects
Palembang City Sanitation Project (PCSP)
• Working with Palembang City to construct a
wastewater treatment plant and pumping station
• Prequalification for firms to undertake the construction
under International Competitive Bidding is now open
• Prequalification has been extended to 2nd May 2019,
with invitations to bid scheduled for June 2019
Upcoming Projects
Jakarta Waste Collection & Transport System
• Helping Government meet its target of universal access to improved
sanitation
• Working with Jakarta City to review existing ‘in-house’ solid waste
collection and transportation services, and identify potential
improvements to management of these services.
• This activity will complement proposed parallel KIAT support for
development of Jakarta’s waste disposal facilities.

Tender requirements
• Tender package for each activity (RFT and RFQ formats)
• Generally all procurements go to open tender
• Any firm can bid (international or domestic)
• Need to be familiar with the Aid Adviser Remuneration Framework (ARF)
• Industry briefings for all open tenders
• Queries and follow-up via email / telephone
• All queries documented and addenda to tender documents listed on KIAT
website
Tender Evaluations
• Technical requirements outlined in RFT / RFQ documentation
• Generally an 80/20 split on Technical / Financial
• Basic technical evaluation criteria:
• The organisation: capacity and ability to provide the services
• Approach: to the services requested
• Personnel: Team Leader, other specified positions, balance / mix of inputs
