2.0 INTRODUCTION
2.1 BACKGROUND OF THE STUDY
Tyco Fire, Security & Services (Tyco) is an American origin company has
been operating in over 100 countries round the globe. Tyco is currently a well
known name in fire protection system and one of the leading suppliers of fire
protection and security system. Tyco offered design, supply, installation,
commissioning and maintenance of fire protection systems.
In Malaysia, Tyco spread its’ operations under its’ subsidiary company
Tyco Fire, Security & Services (Malaysia) Sdn Bhd. Generally, the fire protection
solutions offered by Tyco include the following:
- Fire Detection & Alarm;
- Gas Detection;
- Fire Monitoring Services;
- Special Hazard Systems;
- Sprinkler Systems;
- Foam Systems;
- Dry Chemical Systems;

- Water Mist Systems; and
- Kitchen Systems.
The list of details of fire protection system and product is shown in
TABLE 2.1.

One of the most challenging project is to design and erect a fire fighting
system for oil and gas plant, this due to the existence of hydrocarbon materials.
The complexity of a hydrocarbon processes present a major challenge to
engineers, contractors and operators in their efforts to design and operate these
processes economically and safely. As the global leader in customised integrated
fire and security solution Tyco own a special risk fire and security solutions to
protect the oil and gas and petrochemical facility to maximized asset protection,
employee and community safety and peace of mind.

Tyco also offer detection for the loading station or foam system for the
tank farm area. In addition to offering fire and gas detection and suppression
solutions, Tyco also provides access control management systems, video
surveillance and perimeter intrusion detection solutions to ensure that the security
of the clients’ premises is not compromised. Tyco has made investment to develop
skilled and experience engineers to provide expert advice, quality on-going
service, maintenance and customer training for the ongoing safety and security of
the facility.
2.2 SCOPE OF STUDY
For the purpose of this study, a project perform at Petronas Penapisan
Melaka Sdn Bhd will be use as the subject of study. The MG3 Lube Base Oil
Project-Melaka is an expansion project which will enhance the performance the
current life plant with additional of the new unit (MG3). Tyco has been awarded
by the main contractor for MG3 to install fire fighting system worth RM18
million for fire protection installation for new tanks and operation units. The
layout plan for Tyco fire fighting installation project at MG3 as shown in
APPENDIX A.
The fire protection system installation work performs for the MG3 project
shown in TABLE 2.2.

Petronas Penapisan Melaka Sdn Bhd as the owner of the project has made
an outline of legal requirement that all MG3 contractors shall comply to, the set of
regulations that all contractors bind to comply are:
- Occupational Safety & Health Act 1994 (Act 514) & Regulations;
- Factories and Machinery Act 1967 (Act 139) & Regulations;
- Atomic Energy Licensing Act 1984 (Act 304) & Regulations;
- Petronas Technical Standard (PTS 00.00.00.30-P); and
- MG3 Health, Safety & Environment (HSE) Manual (MG3LTM/PPM-
T) 2007.
