In the chapter- Power Sharing, we studied that one of the major forms of
power sharing is the vertical division of power among different levels of
government.

In this chapter, we will focus on this form of power-sharing. It is most


commonly referred to as federalism. We begin by understanding and
describing federalism in general terms.

Meaning of some important terms used in the video-

• Tiers of government- Levels of government

• Autonomy- Independence

• Jurisdiction- geographical area over which someone has legal authority

• Sources of revenue- ways through which the government gets its revenue.

On the basis of your understanding of the concept, attempt the questions below:

1. What do you understand by the term Federalism?

a) Division of powers between the different levels of government


b) Division of power between the different organs of government- legislature, executive and
Judiciary
c) Division of power between different political parties
d) Division of power between pressure groups

2. Write whether the features listed below is of Unitary Government or Federal Government?

a) One level of government

b) More than one level of government

c) Central government passes order to other levels of government

d) State government has powers of its own. It cannot be ordered by the Central Government

e) State government is not answerable to central government but to people.

f) Sub-units are subordinate to central government

Let us recapitulate the features of federalism:

1. There are two or more levels (or tiers) of government.

2. Each tier has its own JURISDICTION in specific matters of legislation, taxation and
administration.

3. The jurisdictions of the respective levels or tiers of government are specified in the
constitution.

4. The fundamental provisions of the constitution cannot be unilaterally changed by one


level of government. Such changes require the consent of both the levels of government.

5. Courts have the power to interpret the constitution and the powers of different levels of
government.

6. Each level of government has financial autonomy. Sources of revenue for each level of
government are clearly specified.
