This specification has been prepared in accordance with the General Basis for Standardization in CFE. The revision
proposal was prepared by the Subdirectorate of Distribution.

1 OBJECTIVE
Establish characteristics, tests and conditions that must meet the needs of the interactive system and advanced
electrical energy measurement infrastructure.
2 FIELD APPLICATION
Applies to the interactive and advanced infrastructure system for measuring energy, electrical, integrated by electric
meters for energy consumption, single-phase, two-phase and three-phase alternating current of accuracy class 2.2
and 0.5 the interface between the control center and the meter, as well as control.

4 DEFINITIONS
Some terms that apply to the content of this specification are defined below.
A time system based on the frequency of the line or other reference time source.
4.2 Calibration
Comparison of the indication of the meter under test, against that obtained in a reference standard.
4.3 Charge
It is the electrical power absorbed or transmitted at all times by an electrical installation or by a specific element of
any installation.

The number that indicates, the limits of the percent of permissible error to the reading, for all the values of current
described in the table corresponding to unit power factor, when the meter is tested under reference conditions.
The maximum current in amperes at which the meter must operate continuously.
It is the expression of the relationship between the energy applied to the meter and a pulse, expressed in Watthora by
pulse.
A specific Kh determined by the user to perform a test that determines the percent of registration and percent of error
of the meter.
4.11 Consumption
It is the value of the integral of the variable measured with respect to time for any interval.
It is the minimum value at which the meter must start to integrate the energy in kWh on the screen and / or emit pulses
through the test LED.
It is the maximum value of the current marked on the data plate, which the meter supports in a permanent regime, and
which must meet the accuracy requirements of this specification; This value is normally equal to the class current and
is usually written in parentheses.
It is the minimum value of current that the meter admits in permanent regime and that must satisfy the requirements of
accuracy of this specification.

It is the value of the current marked on the data plate, used for meter adjustment and calibration, and must meet the
accuracy requirements of this specification.
4.16 Sliding
Proximity device or two-way contact or remote medium, whose purpose is to store information and transport it from
the meter to the access point of the interactive measurement system and vice versa, as well as reconfigure the meter
programming.
It is the combination of sensed voltage and input current signals, resulting in the output being proportional to the
measured quantities. If one input signal is voltage and the other input signal is current, then the output is power. The
term element is also referred to as a stator.
4.21 Scalability
It consists of the modification or extension of software in order to update the existing version and / or the modification or
extension of hardware to increase the functions.
4.22 Accuracy
Meter's ability to give indications close to the true value of the measured quantity.
It is the ratio of the quadratic mean root of the harmonic content excluding the fundamental, to the quadratic mean
root of the fundamental quantity (voltage or current), expressed as a percentage.
4.24 Firmware
Control program stored in a read-only memory (ROM), considered to be an integral part of an electronic device, which
cannot be changed from its operating environment.
It is the alphanumeric designation, denoting the arrangement of the circuit for which the meter is applicable and its
specific arrangement of terminals.

4.26 Interface
The means to transmit information or records between the meter and peripheral equipment

4.37 Screen
Means to present visually, the amount measured or calculated; or any other information.

percentage.

4.41 Pulse
Access point to the interactive measurement system to acquire energy through the recharging device.
4.43 Registration
An electronic circuit where data is stored for display or data recovery through an interface.
4.45 Repeatability
Duplication of integrated parameters or 0 of time signals, through solid-state or mercury relay contacts, type A (KY) or
C (KYZ); which change state at a frequency proportional to the corresponding variable. For end-of-interval output, a
contact closure with duration of 0.3 s to 30 s is provided for each demand sub-interval.
Set of meters, communication equipment, servers and programs, which allow at least the following functions:

This section describes the characteristics, general conditions and particularities that must be covered by meters for
interactive measurement systems and meters for advanced measurement infrastructure systems.
The units of measurement used in this specification are based on the NOM-008-SCFI standard.
a) It must be solid state, type "S" (socket), self-contained, with one, two or three elements,
with liquid crystal display, accuracy class 0.2 or 0.5.

b) The dimensions must be according to figures 2, 3A, 3B and 4, the shapes and connections 1S, 12S
and 16S, according to figures 5, 6 and 7.
c) The dimensions of the screen according to the dimensions of the digits, so that it shows them fully
uncovered. The display must have appropriate conditions to allow its reading in full without
interference in the visual line of any component of the meter.
d) The minimum height of the digits must be 7.62 mm, with a vertical and horizontal visual angle of ± 15
° and ± 10 ° respectively, from the center of the screen (display). The condition of displaying the
screen up to a distance of 2 m outside and in daylight.
e) The displayed ones must have an indication of the variable and dimension (V, A, W among others) of
the value shown.
f) The parameters shown on the screen must be programmable and the number of digits required after
the comma or decimal point must be selectable. This setting applies to the memory records of the
measurement variables.

k) Polycarbonate, acrylic or lexan cover. The supplier must submit a report of weathering or solar
radiation tests carried out on the roofs, either with an ultraviolet lamp or Xenon lamp, in which the
change in color is evaluated by means of the parameters L *, a * and b * of the “CIELAB” method,
cycle 2 with 1 000 h of exposure, according to bibliographic references [8] and [9] of this specification.

p) The screen must have a means to visually indicate the direction of energy flow.
q) The meter must allow the seal to be placed between the base and the cover ring. It must be
delivered with a serial security seal, marked with alphanumeric characters provided by CFE, in
accordance with the provisions of Appendix A. The seal must also have a barcode in accordance
with the provisions of Appendix A.
r) The meter must be delivered with a double-tongue safety ring to fix the meter to the plug base, or
with a safety ring for the bolt-receptacle as well as the bolt-receptacle, which comply with the CFE
G0000-94 specification, as indicated in Particular Characteristics.
s) The measured quantities must be indicated on the screen with at least 5 digits, configurable for each
quantity.
t) Designations of the typical form. The designations of the typical form of the meters are indicated in
Table 1.
v) The meter should automatically perform the screen segment test and fault diagnosis.
y) Provided with a real time clock with a quartz crystal, with a maximum acceptable error of ± 30 ppm
for every 30 days.
z) The meter must carry out a self-diagnosis test of the primary functions and be provided with an
alarm indicating the failure of any of its components.
aa) Ability to place the meter in test mode either by software or hardware; performing the test without
disconnecting the signals from the meter, without loss and without modification of the accumulated
and recorded values i n operation.
bb) Change your time automatically according to the official time zones, which must be configurable.
dd) Total reset of the configuration via the optical port or by other means.

ee) The interfaces developed to allow the interaction of CFE systems with the
computerized management system must comply with Appendix B.
ff) The disconnection / reconnection device which must include the meter for each of the
phases, must have an interruptive capacity of at least the current of class (100 A or 200 A), without
the presence of an electric arc that could damage the meter itself or the devices adjacent to it,
must be able to perform a minimum of 10,000 operations with load during its useful life.

ii) If the meter is in operation, you must disconnect the supply if it is removed from its base. In this
case, reconnection can only be carried out through the optical port. If the meter is in test mode, it
must not be disconnected from the supply if it is removed from its base. After 30 min of remaining

customer, with recharging device,
- disconnection due to non-payment upon arrival at the scheduled cut-off date and
reconnection to the payment of the energy consumed,
- disconnection when the voltage is lower or higher than the programmed cut-off limits, and
restoration of the service when the voltage returns to the normal operating limits,

The set of reading and programming instructions (software) must have a module compatible with a portable personal
computer and a manual terminal and reside in them, for field operation.
The system must allow the operation of 3,000 points of sale simultaneously and concurrently. It must have the
capacity to operate at least 4 million Watthorimeters per distribution division in CFE, without the need for additional
software or hardware.
6.1.2.6 Storage
The system must be able to store at least 24 months of all the records of each of the meters.
The system must be able to interact with points of sale, which are places where the customer can recharge the device
and deposit the information recorded by the meter. The points of sale will consist of hardware and software. These
points of sale can be located in CFE facilities, so the communication between the system and the points of sale will be
done online or through flat files.
6.1.2.8 Backing
The system must have at least one peripheral device commonly used to store the information in the database in
magnetic media. This allows that in case the system suffers damage in its database, the recovery of the information
available on the mentioned devices is guaranteed. This last action is called "the ability to retrieve information from
external backups."
b) Store information and transport it from the meter to the point of sale and vice versa.
c) Obtain the information recorded in the associated meter, indicated in subsection a) of point 6.1.1,
including the date on which said data was read from the meter.
d) Transfer the information obtained to the system, either at the access point or at the charging points.

i) Security.
- The device must have at least four security measures to prevent counterfeiting.
If the proposed system for the recharging device is radio frequency devices, this approach must comply with the ISO /
IEC 14443-4 standard and any reader-recorder available on the market can be used with this technology. If the
proposed System for the recharge device is a recharge device via ANSI Type 2 port, it must comply with the ANSI
C12.18-2006 specification protocol. If it is a device with a different technology than those indicated, it must comply
with international standards.
The advanced measurement infrastructure system, which will be referred to as “the AMI system”, is made up of a
series of meters, a control center and their respective peripheral communication equipment, which must be supplied
and, if indicates in Particular Characteristics, to install, in the electrical network and in a certain number of supplies
provided by CFE in a specific geographical sector.
The meters to be supplied are classified according to the rates invoiced by CFE, or to the distribution transformers
that are part of the AMI system.
For the design of an AMI system, CFE indicates the characteristics of the power transformers and medium voltage
circuits that feed the supply group. In the same way, it breaks down the supplies by type of measurement and by their
concentration.
The complete AMI system, once installed, must allow the same control center and media:
a) The acquisition of readings, alarms and recorded parameters of all AMI system meters is carried out
remotely.
b) The connection and disconnection of the meters indicated in Particular Characteristics is done
remotely.

The AMI system must include the incorporation of smart grid elements based on components of advanced distribution
network infrastructure (AGI). You must show at least, through brochures, current elements compatible with the smart
grid.

12S, and at least 6 digits for forms 16S and 9S.

dd) The meter must perform a self-diagnosis test of the primary functions and be
provided with alarm indicating failure of any of its components.
ee) The 9S and 16S form meters must be able to place the meter in test mode either by software or
hardware; performing the test without disconnecting the signals from the meter, without loss and
without modification of the accumulated and recorded values in operation.
ff) Change your time automatically according to the official time of the United
Mexican States for the start and end of daylight saving time in its different time
uses, which must be configurable.
hh) Total reset of the configuration through the optical port or by other means, on site and / or

to perform a demand reset, retaining in memory the hourly rate readings (freeze readings), for
access both on the screen and through the software owner.

zz) As part of the equipment, the software for programming and interrogation of the current and frozen
values of hourly rates must be provided via the optical port, using a portable (hand held) terminal
and / or a “lap top”. The recording of the information must be of the open type, providing the
recording format and the communications protocol. Also, provide the format of the files that contain
the data created by the system at the level of the portable terminal (hand held) and / or the “lap
top”.
aaa) When the power supply to the meter is lost, it must be able to
to maintain its calibration, adjustments and programming indefinitely. When the power is restored,
the meter must be able to re-operate normally, on its own, without the need for reset by the system
administrator.
bbb) The form 1S, 12S and 16S meters must invariably have a device

6.2.2 Communications
The communication between the system components consists of all hardware devices, software programs and
communication protocols, necessary to carry out the transmission and reception of data and commands, between the
components of the Advanced Measurement Infrastructure System (AMI). The transmission of information between the
different components of the system must comply with the requirements indicated:
a) The technology to be used may be any (with the exceptions established in subsection h) of point
6.2.2, provided that the requirements of this specification are covered and what must be
established in Particular Characteristics.
b) It must include the permits, licenses and, where appropriate, monthly income, of the
communications between the components of the AMI system, for the period of time established in
Particular Characteristics, as from its commissioning.
c) In the case of solutions that use radiofrequency, the current certificates of the equipment must be
included before COFETEL.
d) The technical description of the type of technology used for communications in each of the system

- if the frequencies are free to use or if permits must be requested from the competent
communications authority for authorization of their use.
e) Plans and diagrams of the system design, both electrical, control, protections and communications,
on paper and in electronic files must be included.
f) A detailed description of the equipment and systems that make up the AMI system must be
included, as well as its operation.
g) If a third-party data transfer system is required for the operation of the system, the name of the third
party must be indicated, as well as the technical and economic conditions of the contracts that would
have to be concluded with said company.
h) The use of GPRS cellular, GSM cellular or public switched telephone network technologies will be
subject to the approval of CFE, based on the analysis that it carries out to determine the technical and
economic feasibility. Advanced measurement infrastructure systems consisting of individual
communications meter-control center are not accepted, unless indicated in Particular Characteristics.
i) There must be communication between the meter and the control center, even if the meter is
installed anywhere inside the service building whose electrical energy consumption is being
measured.
j) It must be indicated what happens with the communications if any configuration change is made in
the electrical network in which the communications network is installed.
k) For the equipment that is part of the communication between the system components and that must
be connected in the power grid and in the substations, the following must be included:
l) The communications technology used must allow the information transmitted to be secure, reliable
and cannot be modified. Also, the data transmission must be shielded, so that it is not altered by any
other communications device.

m) Communication between the system components must allow a minimum availability of 98% in all its
parts. The communication statistics between system components must be performed by each
manufacturer's system and provided to CFE. The manufacturer must indicate to CFE the way in
which its system reports the availability information.
n) CFE may make available to the provider its intranet network, which, together with the characteristics
of the connection and scope of the supply, is specified in Particular Characteristics.
o) All communications equipment additional to the meter, required for the operation of the system must
have clearly marked the serial number assigned by the manufacturer and a barcode format 39 or
format 128 with that number.
b) Be able to store data from readings, alarms and meter events for at least 2 years online.
f) Issue reports, with output for screen, printer and magnetic media containing the values of energy
consumed in each of the intervals. This profile is for sampling and any meter can be selected.
g) Be able to save profiles online for all meters, for a minimum period of two years, at 15 min intervals.
j) Be able to manage a minimum of 200,000 meters without the need for additional software.
k) In the event of an interruption of the power supply, the GIS must be automatically restarted and
fully operational within a maximum period of 15 min after the power supply has resumed.
l) Have the ability to automatically change the seasonal schedule and manage different time zones.

distribution transformers located within the AMI system, against the energy recorded by the low
voltage service meters that are powered by each of these transformers.
7 CONDITIONS OF OPERACIÓN
10 QUALITY CONTROL
The manufacturer must request the evaluation of its design by means of prototype tests, and perform the routine tests
of its supplies, being the responsibility of the LAPEM to verify the above.

Meters must comply with the prototype tests established in IEC 62052-11 and IEC 62053-22 standards, applying their
criteria and general test procedures and adjusting to the reference values a
nd tolerances indicated in the tables of this
specification.
According to the manufacturer, one of the following sample sizes and acceptance criteria is chosen, taken from a
manufacturing lot greater than 50 meters:
a) From 3 to 5 meters must be subject to all tests and comply with all the values s pecified therein.
b) For 9 meters (3 groups of 3), the total of the tests must be covered by the three groups and must
comply with all the values specified therein.
Meters must also be evaluated by routine tests and acceptance tests. Before starting the prototype tests, the supplier
must have the plans approved by the user area. You must also obtain approval from the user area of the meter data
plates.
The meter must be stabilized at room temperature before testing and placed on a firm and vibration-free test table. All
alternating current tests must be performed with the reference conditions indicated in table 3.
The test must be carried out in accordance with IEC 62052-11, under the following conditions:

The CFE will carry out on-site tests (final destination) of the meters. In case of finding any breach with the
requirements, the corresponding notification and claims are made for the replacement on site of the meters detected
with non-compliance, without causing any cost to CFE.
The determination of the average percentage of registration involves both the characteristics of the meter and the
load and the environment under which the test is performed.
The registration of the meters in the field is subject to a series of adverse environmental conditions that cannot be
controlled and therefore cannot be considered the same tolerances that are established for laboratory tests.
Among others, the sources of uncertainty that affect the recording are the following: Vibration, sine wave distortion
factor (harmonics), ambient temperature, differences in the amplitude of the applied voltage with respect to the
nominal voltage, variation of the frequency, inclination of the meter under test with respect to the vertical, influence of
external magnetic fields, radio frequency interference and relative humidity.
10.5.1 Objective

REQUIREMENTS FOR INTERACTION WITH THE CFE COMMERCIAL SYSTEM INTERFACE (SiCom)
A software utility written in a multiplatform language compatible with Unix operating systems (for example Java) must
be provided which sends a command file to the server of the management computer system, wait for a response file
with the result of the execution of the commands sent and deposit it in a specific location on the SiCom server. The
file can contain multiple commands.
The management computer system must have the ability to execute at least the following commands:
a) Meter disconnection.
b) Meter connection.
c) Meter registration.
d) Low meter.
e) Meter modifications
B.1 COMMANDS TO HIGH AND LOW THE METER IN THE INTERFACE, ITS HIGH AND LOW
PROGRAM, CONNECTION AND RECONNECTION, AS WELL AS A STRUCTURE THAT MUST
HAVE THE FILE THAT WILL LEAVE THE MANAGEMENT SYSTEM AFTER THE IMPLEMENTATION
OF COMMANDS
a) For the disconnection command, the meter number must be sent as a parameter and in the
response it must indicate whether it was successful or failed, the current meter reading and a
descriptive text in case of failure.
b) For the connection command, the meter number must be sent as a parameter and in the response it
must indicate whether it was successful or failed and the current meter reading.
c) For the meter registration and modification command, the following data must be sent as
parameters: Meter number, division code, customer name, customer RPU, zone code, customer
address and date of installation. The answer must indicate whether the execution was successful
or failed and a descriptive text in case of failure.
d) For the meter withdrawal command, the meter number and the withdrawal date must be sent as
parameters. The answer must indicate whether the execution was successful or failed and a
descriptive text in case of failure.

a) For the registration of a meter in its "Schedule", the meter number and the "Schedule" identifier to which
it will belong must be sent as parameters. The answer must indicate whether the execution was
successful or failed and a descriptive text in case of failure.
b) For the command to unsubscribe a meter from a "Schedule", the meter number and the "Schedule"
identifier from which it is to be removed must be sent as a parameter. The answer must indicate if the
execution was successful or failed and a descriptive text in case of failure
c) The server of the computerized management system must have the ftp (file transfer protocol) service
through which the SiCom must obtain the meter reading file generated by the
d) "Schedule" programmed for taking readings.The name of the readings file must include the identifier of
the “Shedule” and the date on which the reading was taken.
