Justification
As per “Technical Standards for connectivity to the Grid, Regulation 2007” issued by Central Electricity
Authority (CEA) under Ministry of Power, which came into force since 2012, it was legislated to improve the
power quality by mandating the power factor, current & voltage harmonics values to be within prescribed limits.
The limits prescribed in the CEA regulation at Part IV, Item No. 2 & 3 of Page No. 13 are as under:
1. Minimum power factor to be maintained 0.95

2. The total harmonic distortion for voltage (THDv) at the connection point shall not exceed 5% with no individual
harmonic higher than 3%.

3. The total harmonic distortion for current (THDi) drawn from the transmission system at the connection point
shall not exceed 8%.

In consonance with the legislation, Tamilnadu Electricity Regulatory Commission (TNERC) in their Tariff
Orders dated 20.06.2013 & 11.12.2014 have stipulated a surcharge of 15% of respective tariff for exceeding the
harmonic limits set by CEA. However, the minimum power factor to be maintained is kept at 0.90 for the time
being, which is likely to be revised to 0.95 as stipulated in the CEA Regulation in the near future.
Accordingly Tamilnadu Generation & Distribution Corporation Ltd, (TANGEDCO) has served notice to
Southern Railway to provide adequate harmonic suppression equipment at the Traction Substations (TSS) to
meet voltage & current harmonic limits as per CEA regulation. If the consumer fails to provide adequate harmonic
filtering equipment to avoid dumping of harmonics into licensee’s network beyond the permissible limits as
specified by CEA regulation, the consumer is liable to pay compensation at 15% of the respective tariff.
It will not be possible to meet the revised power quality requirements with the existing reactive power
compensation equipment at the TSSs. For the FY 2019-20, MDU division has paid around Rs.2.88 Cr towards
the Harmonics & Power factor penalty for DG, SER, VPT, CVP & MEJ/TSSs.

If the power factor limit is also revised as per CEA regulation the surcharge payments will be enormous,
hence provision of a new Power Quality Compensating Equipment which can cater to both harmonic suppression
to the required limits and higher power factor considering as lead at all the TSSs is inevitable. The PQCE is
recently commissioned at THL/TSS of MAS division and also LOA issued by CN/MS on. 07.03.2020 for provision
of the same at AVD, AJJ, VLT & TBM TSSs.

Moreover, there are many directives from HQ vide CEDE/SR D.O.Lr.No.E.252/2015-16/1 Dt:31.07.15,
Lr.No.E.252/2016-17/I Dt:29.07.15 & Lr.No. E.46/ET/1/Harmonics Dt:26.06.2019 to initiate action for providing
Power Quality Compensation Equipment at all the Traction Substations in
MDU Division. In MDU division, there are six numbers of TSSs viz., VPJ, DG, SER, VPT, CVP & MEJ are
available. The Harmonics & Power factor penalties are being paid to TNEB for all the five TSSs except VPJ/TSS.
Hence, to avoid those penalty charges, it is proposed to provide Power quality compensating equipment
at 5 Nos of Traction Substations Dindigul, Samayanallur, Virudhunagar, Kovilpatti and Vanchchi Maniyachi in
Madurai Division. Hence, this proposal is initiated for inclusion in the Umbrella work of item no.1031a of PB 2020-
21.

Justification
All Traction Sub Stations should have a neutral section for its operational convenient. However, the DG/TSS
does not have Neutral Section. Insulated Overlap (IOL) arrangements alone provided by RE during
Electrification. As the adjacent TSSs are fed with different phase supply, the IOL is not suitable for better load
sharing in case of failure of the particular TSS having IOL arrangement. This leads to MD overshoot and hence
attract penalties.
Further, during emergency breakdown in any one of above TSS, the traction load sharing from the adjacent TSS
will be more and it may leads to voltage drop beyond the acceptable limit to run the Train in that section. Hence,
the train operation gets affected during the peak load in that section. If the TSSs are provided with PTFE type
neutral section, the load sharing section distance can considerably minimized and hence the voltage drop can
also be minimized. In addition to the above, as per the extant Railway board policy, the OHE to be made fit for
running the trains at 160 kmph in main lines. In this connection, all the IOL type Neutral Sections are to be
converted into PTFE type short neutral sections.
The overlap has to be protected with signals and hence sufficient clearance to maintained between IOL and the
stop signals. However, at Tamaraipadi(TMP) station, the existing IOL is provided very nearer to the stop signal,
which may lead to parting of conductors while loco is waiting for signals. Any parting of OHE conductors leads to
major breakdown which is highly dangerous. In order to safeguard the human life as well as equipment, it is
proposed to shift the IOL at TMP.
In view of the above said reasons, it is proposed to provide PTFE type Neutral Section arrangements at DG/TSS
and shift the IOL at TMP under Umbrella work 2020-21.
