A. Work Break Down (Sequence of Activity) *
Transportation  Material will be delivered to the site via designated route

Manual Lifting  Material will be unloaded manually by using appropriate PPEs such
as gloves, helmets, safety shoes, and visible vest

Site checks  Warning signs place on site.


before  Team lead will make sure the availability of Fire extinguisher and
operating first aid kit on site.
 Access and egress will be by recognized walkways, pavements, road
crossings, stairways. If any other means is to be used then it should
be clearly informed to the active coordinator of the site.
 Check for the safe entry and exit from the site,
 Check where the material is to be placed, Warning signs will be
pasted for Water cooler, Emergency numbers will be pasted on walls,
a specific space for extra leftover will be assigned and garbage will
be removed after activity.
 Tools will be placed in specific area.
 Team will perform HSE Task before starting activity,
 Team lead will check the full body harness of riggers for any
damage.
 Double Lanyard will be worn by rigger for working on leader above
two meter,
 Team leader will physically check the PPE’s (Positioning lanyard,
double lanyard, gloves, helmet, and safety shoes, fall arrestor system
and lifeline to check if it is damage.) if Damage Team Lead will
inform his manager to arrange the required thing.

Work at Work at Height Procedure (Monopole, Palm Tree Site, Tower, Mosaic
Height, Tower, Roof Top)
Rescue, Lifting
Procedures
 Once all the PPE’s are checked and existing Safety life line of the
Structure is fit for purpose, Competent rigger will wear the Full body
harness
 After that team lead will take photos and upload on the server with
the help of online tool which will be checked by Huawei’s HSE staff
for verification to get HSE approval (Internal online Permit to Work
Procedure)
 Team lead will take photos of water cooler, Warning signs, and will
upload to server. And HSE team will check these photos for safe
work. And also spot check visit are done to check whether the teams
are following EHS rules and regulation or not, and if not that team
will be penalized as per signed penalty agreement
 Rigger and Team leader always double check the gap between full
body harness and rigger body ( One finger Gap)
 After approval from HSE team will start activity.
 Rigger will connect double leg lanyard with Shock absorber with D
ring of the full body harness kit also will carry positioning lanyard,
slings etc
 Once the equipment reached on the desired location, rigger will
connect the device to the poles which was already installed by DU
civil team.
 Warning zone will be marked where no one will be allowed without
PPE.
 All extra materials, garbage will be removed from site after activity.

 Riggers are using DBI-SALA Lad-Saf for climbing telecom structure
where the Safety life line is existing
 All these Personal Fall arrest system have 6 month 3rd Party Fitness
certification from Dubai Municipality Approved companies

 All DBS Sala has been checked on a daily basis before starting the
climbing and PPE check list uploaded in the Online Huawei Permit
to Work system
 Once rigger reached on the desired location on the structure, they
will connect the double leg lanyard to different anchorage points
before removing Personal Fall Arrest Systems

Crane Operating Procedure

 Team lead will check and verify all document all the document
related to crane (like crane, slings and basket certificate, operator
driving license, etc.) if any issue found will immediately inform his
supervisor and ask for replacement.
 Required signages will be pasted in the working area
 Crane will be barricaded using warning tape.
 Unauthorized person will not be allowed to enter the site.
 No night activity.
 Only Trained and authorized person are permitted to operate the
crane prior to setting up the crane and the designated banks man will
assess the ground condition for stability to prevent subsidence.
 The crane operator will not attempt to lift outside the specified crane
capacity.
 The load should always be kept close to the ground.
 The crane operator should maintain a steady speed during the
operation.
 Crane outriggers will use ground mats and supporting grillages to
provide additional support.
 Setting up will be under the control of the banksman.
 The banksman should ensure there is adequate space between the
crane and any structures and take into account the swing radius.
 Door opening inside. Failsafe door locking mechanism.
 Provide adequate lighting. Work to be done only in daytime, well
lighted conditions.
 Drop zone and safety signs
 Competent crane operator and banks man

Lifting Procedure

 After setting up crane, two riggers will get on the basket and then the
operator will lift them up to the height of the tower platform, where
they will get off from basket, get on the platform and connect
themselves to the platform, during this whole process riggers will
keep themselves connected to the platform and the basket during
whole time.
 After riggers, the equipment will be lifted to the platform, the ground
staff will tie equipment such as antenna, RRU to the basket and then
the operator will lift that equipment to the platform for connectivity.
 After installation activity, the riggers will again connect themselves
to the crane basket and get off the platform.
 Whole lifting process will be guided by competent banksmen, and
will be supervised by Team leader.

Telecom
Equipment 1. Cable trunk, ladder, cable tray
Installation,
Live Quality  Feeder cables, power cables and fiber cables will be installed on the
Test, existing installed cable trunk, ladder and cable tray.
Integration,  Manual lifting will be done for these cables, riggers will install a
Driving, pulley on the platform and the ground crew will then pull cables.

2. Electrical Work

A. Antenna installation

 Crane operator will lift the antenna to the platform, and rigger
present on the platform will then connect the antenna to the platform.
 Antenna installation will be done using its assembly, where rigger
will connect the upper and lower assembly of antenna to the pole of
platform.

B. Power cable and ground cable laying

 Competent technicians with electrical certificate will be performing


the activity after receiving the permit
 2 technicians will holding and lay the both power cable and ground
cable from the isolator and earth bus bar to the nearby power source
and grounding point
 Nearby electrical power distribution source (MCB) will be switched
off or complete disconnected from the main source (MDB), also lock
out tag out system will be implemented
 Power connection and ground connection will be conducted by
certified engineer with proper electrical PPE and under supervision
of local electrician
 Electrical gloves and safety signs will be used
 First aider with first aid kit will be available at site

Equipment to be installed:
 Power Rectifier, Equipment Rack, Baseband Unit (BBU), DC Power
Distribution Unit (DCDU), Remote Radio Unit (RRU).

Power Rectifier

 4 holes (Diameter: 16mm, Depth: 3inches). Working team will drill


the holes on the floor to mount the power rectifier base
 2 engineers will hold the power rectifier, and 1 engineer will lock the
equipment using spanner
 Proposed location and sample power rectifier picture as shown below
 Manual handling procedures will be applied
 Safety signs will be deployed

Equipment Rack
 4 holes (Diameter: 16mm, Depth: 3inches). Working team will drill
the holes on the wall to mount the equipment rack
 2 engineers will hold the equipment rack, and 1 engineer will lock
the equipment using screw driver
 Manual handling procedure will be followed
 Safety signs will be fixed

Baseband Unit (BBU) and DC Power Distribution Unit (DCDU)


 1 technician will insert the Baseband Unit and DC Power
Distribution Unit into the installed equipment rack
 1 technician will lock and tighten the Baseband Unit (BBU) and DC
Power Distribution Unit (PDU) with screw driver
 Electrostatic wrist wrap will be used by the technician

Remote Radio Unit (RRU)

 RRU installation process will be same as antenna installation.

Hand tools and Equipment

 Cutter, Screw drivers, spanners , player, adjustable ranges, Battery


operated Drill, Punching tools , Heat guns,
 All electrical tools will be color coded as per monthly tools
inspection procedure.
 Drills are Battery Operated
 All Electrical tools are insulated.

Live Quality Test

 Competent Electrician with Electrical certificate and Certified


Engineer will perform the activity
 Permit to work will be obtain
 All Electrical connection will be securely closed and plugs will be
connected to socket properly
 Check all the wiring and installed equipment’s as per agreed
technical installation guidelines
 Required PPE must be won along with electrical gloves and
electrostatic wrist wrap
 Lock out tag out procedure will be followed and entry will be
restricted only to competent persons
 Safety signs will be fixed
 Check labels installed equipment.

 Confirm the Technical parameters as per the SOP and save the
results in laptop connected to Base band unit
 Quality images of the equipment will be taken

Integration

 Competent Electrician with Electrical certificate and Certified


Engineer will perform the activity
 Permit to work will be obtain
 All Electrical connection will be securely closed and plugs will be
connected to socket properly
 Check all the wiring and installed equipment’s as per agreed
technical installation guidelines
 Required PPE must be won along with electrical gloves and
electrostatic wrist wrap
 Lock out tag out procedure will be followed and entry will be
restricted only to competent persons
 Safety signs will be fixed
 First aider with first aid certification and first aid kit will be present
at site
 Required PPE will be worn
 No installation during the integration and only Laptop is required.
 Equipment will be powered on
 Team lead will do integration with the help of transmission team.
 Fire extinguisher with 6 month valid 3rd party inspection certificates
are available

followed during activity
3 Technicians will perform the activity as per sites engineer’s instruction I.e.
Cabinet Installation if required, Cards Installation. Antenna, feeder
Installation. PPE required (safety jacket, helmet, safety shoe, electrical
glove, safety glass
4 HSE rules will be monitored on ISDP as well. ISDP is a software used for
HSE and Quality assurance monitored by Huawei. No activity can be /will
be performed without HSE team approval.
5 EHS manager will physically visit the site for monitoring and HSE officer
will be present at site
6 Only trained and certified Rigger will work at the Height using Full Body
Harness and Positioning Lanyard along with Proper Safety gloves, Helmet,
Safety Shoes and fall protection system(Sala) attached to the lifeline
already install on the structure. Rescue devices will be available on site.
7 For material lifting manual handling aids such as rope and pulley and Pully
will fix on strong anchorage point

8 All work on live Network is approved and audited by DU and Huawei


technical team
9 Only certified Technician will do electrical work, all isolation point will be
identify, team lead will consult the person having management or control of
the building as to nature of the proposed live electrical work,
Team will be prevent from wearing metallic items e.g rings, chain and
watch, team will only work after obtaining electrical work permit from
Building management.
10 All material will be carried safely avoid and damage to the property.
11 Only certified man lift and crane operator will be allowed to operate man
lift and crane on site, man lift and crane will be third-party certified,
working area on site will properly barricade and required signage will
pasted to avoid unauthorized person near the man lift and crane.
Emergency contact numbers will be pasted on site.
