THE SCHEME AND COST ESTIMATION


FOR RENOVATING, ADJUSTING, UPGRADING WASTEWATER
TREATMENT SYSTEMS IN PHU MY FERTILIZER PLANT
I. PREMISES, BASES
1.1. Emission sources:
Wastewater should be handled arising from two main sources as follows:
-Source 1: The rainwater flows the first 20 minutes of the rain on the
company's premises and daily car wash water.
-Source 2: Domestic wastewater, discharged water from boiler system,
cooling system, filter washer, water softening system.
This wastewater sources have been distributed, collected and processed
according to the design of the factory.
1.2. Waste Source Features:
The source of wastewater of the plant contains high content of nitrogen,
phosphorus, the value varies (both in terms of content and capacity) depending on
the source of raw production materials, production capacity of the plant, and the
weather. The characteristic of wastewater composition according to the original
design of the plant is described as in table 1.

In actual operation, the value of total P, total N can exceed 3-4 times the
design value.

1.3. Current processing system features


The processing system was built by the consulting unit and operated
wastewater treatment for the company. The processing technology diagram is
described as Figure 1.

* Current status of system:
The treatment process implements biotechnology to treat common wastewater
sources (such as domestic wastewater) to ensure treated wastewater can meet the
standard shown in column B - QCVN 40: 2011 / BTNMT. However, due to the
high concentrations of nitrogen and phosphorus in wastewater, the current
technology is difficult to implement according to the requirements, namely:
The system is operating at the highest design threshold when treating
wastewater, the quality of treated wastewater cannot meet the standard shown in
column B - QCVN 40:2011/BTNMT for the total nitrogen (TN) and the total
phosphorus (TP).
In terms of rainy season, the pollutant concentration in the rainwater input to
exceeds the designed threshold of the wastewater treatment system, the quality of
treated wastewater cannot meet the standard shown in column B - QCVN
40:2011/BTNMT for the total nitrogen (TN) and the total phosphorus (TP).
* Requirement of the investor:
 Investigating the current status of the system, collecting data.
 Proposing the adjustment, renovation and upgrading scheme of wastewater
treatment system with capacity, main criteria (total nitrogen, phosphorus) of
treated wastewater can meet the standard shown in column B - QCVN
40:2011/BTNMT
II. TECHNOLOGICAL ANALYSIS AND SELECTION OF RENOVATED AND
UPGRADED OPTIONS
2.1. Analysis of the current treatment technology
The contractor has constructed the wastewater treatment system for the plant
according to the proposed design. However, because the contractor has not
surveyed and carefully assessed the characteristics and the flow of waste sources
when the plant is put into operation, the quality of treated wastewater has not met
the current regulations.
The reason that the treatment system is not ensured to handle pollution sources
up to current standards:
Car-wash wastewater, rainwater runoff in the first 20 minutes has not been
thoroughly treated, leading to a very high N and P content coming into the system
(N and P treatment efficiency is not high).
-Personal hygiene activities (limbs, footwear, protective gears...) during and after
the manufacturing process of the officers and workers causing secondary pollutants
(mainly components TN, TP). This wastewater will go directly into to the
microbiological processing system after being collected and stabilized in the TK-7
tank with other wastewater sources.
These wastewater sources contain a very high content of TN and TP (exceeding
the designed threshold) are put into the microbiological treatment system, which
can lead to the microbiological poisoning or micro-organisms not being able to
thoroughly treat contaminated components.
- The DAF cluster of the operating system only minimizes the total phosphorus,
suspended solids. This makes no sense in the treatment of water-soluble nitrogen.
-For sources of total nitrogen contamination over 200 mg/l, the initial biological
process (prior to aerobic process) to reduce the total nitrogen should be carefully
calculated, this process may require both anoxic and anaerobic treatment. While the
current system only has conventional anoxic treatment process with small retention
time (about 6 h for the system operates continuously 24/24 hours). Air tank agitator
arranged only 01 machine, cannot guarantee the process of continuous operation
for hours or days.
-The aerobic treatment tank with basic dimension ensuring the treatment with
conventional domestic wastewater. However, the aerobic treatment tank (without
moving bed biofilm reactor) is difficult to stabilize the concentration of activated
sludge or microorganisms in the tank, lead to activated sludge, microorganisms are
missing, insufficient or not enough to treat pollution targets to the required
threshold. In the current operation mode, with high sources of nitrogen and
phosphorus contamination, the treatment efficiency can not be achieved as
expected, and the need for nutrients to balance the C: N: P ratio for micro synthesis
is large. (100:5:1).
-The design capacity of the wastewater treatment system has not guaranteed to
treat the actual waste source generated from the operation of the plant.
2.2. The plans of adjustment, renovation and upgrading of treatment systems
A) Flow limit and input threshold to wastewater treatment system

b) Plans for adjusting, renovating and upgrading the wastewater treatment system:
1 – Install a chemical treatment system to reduce maximum N, P contents in car-
wash water and runoff rainwater, to stabiles conditions for the next process stage.
Chemical treatment system capacity: 280 m3 /day. The essence of this process is to
perform the simultaneous precipitation reaction of nitrogen, phosphorus by
specialized chemicals in appropriate environment conditions then combine the
flocculation and sedimentation process to remove the generated precipitate.
Sewage after chemical processing is transferred to DAF cluster to eliminate the
maximum contaminant before going to microbiological treatment process.
Limitation of total Nitrogen and total Phosphorus in the treatment system:
-Total Nitrogen: < 200 mg/l
-Total Phosphorus: < 45 mg/l
2- Renovate and convert the tanks TK-3 and TK-7 into the collect, storage and
neutralize wastewater compartments, including:
- Renovate and convert the TK-7 equalization tank (624 m 3) into storage
compartment and stabilization compartment as follows:
+ Storage compartment (TK-7.1) (64 m3): collecting and storing the car-wash
wastewater and rainwater runoff.
+ Stabilization compartment 1 (TK-7.2) (280 m3): ensuring stable condition in
wastewater (TN, TP) in 1 day for chemical treatment process of car-wash
wastewater and rainwater.
+ Stabilization compartment 2 (TK-7.3) (280 m 3): alternating storage of
wastewater with the tank compartment TK-7.2 for chemical treatment of TN, TP
from car-wash wastewater and rainwater; ensuring appropriate delay time to
analyze and determine the operating parameters of the chemical treatment system
(ammonium, phosphate concentration).
- Renovate and convert TK-3 tank into neutralization tank (for domestic
wastewater and wastewater from chemical treatment system with treatment at DAF
cluster) before microbiological treatment process.
4 -Renovate anoxic tank: Installation of submersible agitators (alternate
operation) replacing old agitator in tank.
5-Improve the microbiological treatment efficiency at aerobic tank, including:
-Install additional moving bed biofilm reactor (MBBR).
-Adding oxygen into aerobic tanks: By installing more air blowers.
6. Install an additional air supply and distribution system for stabilization tanks
(TK-7.2; TK-7.3), neutralization tank (TK-3), and aerobic tanks.
7- Adjust the overall operating regime, enhancing the operation efficiency of the
treatment system to ensure that treated wastewater met criteria in column B -
QCVN 40: 2011 / BTNMT.
In addition to the above-mentioned renovation and upgrading plan, the factory
also needs to take measurements to reduce pollution: renovate and rearrange the
industrial and personal hygiene system. Raising awareness of environmental
protection of officials and employees, implementing measurements to minimize
pollution arising in the process of transportation, storage, car washing ... This
action helps the plant to well perform environmental protection according to the
current standards and regulations.
2.3. Detailed plan to renovate and upgrade
a) A diagram of the wastewater treatment process:

b) Description of plan:
Car-wash wastewater and rainwater (during the first 20 minutes of rain) is
collected in a collection tank (TK-7.1), then the wastewater is automatically
pumped to the stabilization tank TK-7.2 or TK-7.3 (tanks TK-7.2 and TK-7.3
receive wastewater alternatively to stabilize pH = 8÷9 and determine the
ammonium, phosphate concentration). After the stabilization tank receives enough
wastewater to be chemically treated according to the design (maximum 280
m3/day), the wastewater is put into a chemical treatment cluster. At the chemical
treatment cluster, wastewater is added with the reactant (NaH2PO4 to balance the
ratio of NH4+:PO43- and metal ions precipitating simultaneously with NH 4+ and
PO43-) in the determined ratio after the analysis ammonium and phosphate
concentration in the stabilization tank.
Simultaneous precipitation of ammonium and phosphate is shown as follows:
M2+ + NH4+ + HPO42- + OH- + 5H2O → MNH4PO4.6H2O↓
(Reaction efficiency up to 95%)
After performing the simultaneous precipitation reaction of ammonium and
phosphate in wastewater, flocculation and sedimentation are performed in the
clarifier. Sludge generated in clarifier tanks is transferred to sludge dewatering
machines to produce concentrated sludge (concentrated sludge is a slow-release
compound, which can be used as phosphate fertilizer). Wastewater after
sedimentation is transferred to DAF cluster and thoroughly treated residual sludge
and phosphate. After the treatment at the DAF cluster, the wastewater is pumped to
the neutralization tank (TK-3) where the chemical treated wastewater and domestic
wastewater are added with substrate (preserving ratio of C:N:P = 100:5:1) before
putting on the microbiological treatment system.
Microbiological treatment process and sedimentation, filtration and disinfection
is basically performed like the existing system. However, the aerobic treatment
tank is equipped with moving bed biofilm reactor to enhance and stabilize
microorganisms.
Wastewater quality after filtration and disinfection process can meet standard
shown in column B - QCVN 40:2011/BTNMT.
III. COST ESTIMATION

construction, equipment installation, system operation and has the results of
treated water analysis met standard shown in column B, QCVN 40: 2011/
BTNMT.
