1. PURPOSE
The purpose of this document is to present and describe the method of 69kV Disconnect Switch
Installation of 69kV Substation Project of 50 MW AC SAN MIGUEL SOLAR FARM
PROJECT at Province of San Miguel Bulacan, Philippines.
2. DEFINITION
OWNER: Powersource First Bulacan Solar, Inc.
Contractor: Consortium of S&P and SUMEC Philippines
Responsible in the supervision of the sub-contractor who will perform the construction work
and all related activities as outlined in this procedure.
Sub-contractor: Responsible in the execution of the construction works as well as the tests
required in accordance to this procedure.
3. RESPONSIBILITIES
a) Project Director:
Full assessment of the risks especially safety risk through the project; Ensure that safety
organization is in place for the project with adequate resources.
b) Construction Manager:

Responsible in ensuring the implementation of construction procedure and method statement,
the quality control of work, supervise the work and reporting the progress of work to site
manager.
c) Project Manager:
Full assessment of the risks especially safety risk through the project. Directs and leads staff; to
implement the company safety policy, rules, practices and statutory requirements, such that
safety precautions are strictly observed.
d) Safety/Environment Officer:
Responsible in ensuring that all activities are carried out safely. He will responsible to patrol at
the site, establishing the site safety plan, conducting continuous safety inspection and stop any
work deemed unsafe and risk to personal.
Taking action to rectified the unsafe condition and report to project manager and preparing the
nots of safety meeting.
e) Site Nurse:
Provide nursing care to injured or ill workers; participate in health maintenance examination. If
a physician is not available, to perform work activities which are within the scope allowed by
the nursing profession, and if more extensive examinations are needed, to refer the same to a
physician.
f) QA/QC Engineer:
Responsible to monitor the execution and performance of the works in relation to this method
statement, ensure approved drawings and materials specifications; detect and report non-
conformance; ensure that all non-conformance products or activities are reported; propose the

corrective and preventive action where possible and appropriate and record the completion of
the non-conformance by using approved report format.
g) Site Engineer & Foreman:
Responsible to make sure that all activities on site are carried out in accordance with the
schedule and construction drawing. Take care of all worker to make sure that they work as per
their responsibilities. Make necessary decision when some non-conformance is occurring and
report to construction manager.
4. SAFETY
Refer to the site safety policy for general safety controls. One of the main aspects of this
procedure is safety and health control.
This is to control occurrence of injuries as well as damage to equipment and properties during
the entire construction period, the following safety measures will be implemented.
4.1 Personal Protective Equipment
Personal Protective Equipment (PPE) shall be issued to all workers such as safety shoes,
hardhat, working gloves, earplug, safety goggles (if required) and safety belt and or safety
harness for workers who will be assigned in elevated places 2.0 meter and above.
Wearing of the basic PPE shall be enforced fully.
4.2 Safety arrangement during the Construction Work
All new recruits shall undergo proper orientation and safety induction before they are deployed
at site for work (Emergency Action Plan – refer to appendix A).

4.3 Permit to Work System:
For a number of work activities, a Permit to Work system may be used. The Permit to Work
system is based on a written procedure including suitable form(s) used to control potentially
dangerous operations by authorizing personnel to carry out specific activities within a certain
time frame, and at the same time identifying the main precautions needed to complete the task
safely (Work Permit Form – refer to appendix B).
Activities that will require a Permit to Work include, but are not limited to:
Hot works (welding, grinding, cutting, or danger of an ignition source)
a) Excavations/trenching (more than 300mm in depth, with additional controls where
working in the vicinity of services)
b) Electrical works
c) Heavy Lift/Vehicles (heavy vehicle transport, off road, non-4x4 access)
d) Area access (where Contractors take control of a designated area)
e) Other work or locations designated by Employer or SUMEC
5. GENERAL INSTALLATION APPROACH
5.1 Review of Drawings
Prior to the mobilization and start of actual installation, it is assumed that all engineering
drawings are all stamped with “Issued for Construction”.

5.2 Inspection Before Assembly and Installation
Check disassembled parts and accessories for any damage during transportation:
a. The bearing and each base shall rotate flexibly
b. The fastening parts shall not be loose.
c. Manual and Motor Operating mechanisms shall rotate flexibly, the opening and closed
position must be reliable, and the auxiliary switch shall function correctly.
5.3 Installation
1. Fix the base support of the three single pole DS on a frame with same level base and
make the rotating shaft of the three pole ES s are at the same center.
2. Check the contact condition of the middle contact of the isolating switch, the single pole
should meet:
a. When closing, the cylindrical contact and two rows of contact fingers shall
contact at the same time, for which joint bolt (left and right) can be adjusted
when necessary.
b. The contact of the intermediate contact shall be symmetrical and the
tolerance between the upper and lower gap is no more than 5 mm. The
intermediate gap is adjusted to about 40 mm (see Fig 1) but the thickness
added at each point shall not exceed 3mm.

c. Rotate the main blade to open-close position for 90 degree. The gap
between positioning bolt and stopping block is about 4mm when opening –
closing to the final position.
3. Install the link rod among three phases of main blade ,as shown in Fig 2,adjust the length

of the rod to keep the simultaneity of three phases at closed operation not exceed
10mm ,the left and right thread are provided respectively on both ends of link rod of
three phases and for link between its support, direct rotation I available in adjustment.

4. Install the link rod among three phases of the ES in accordance with Fig 2, screw tightly
screws and adjust operating lever , mechanical interlock ,torsion spring and fixed ring ,
the adjustment of the torsional spring shall reach the horizontal position in case of
opening operation of the ES , then tighten the bolts.
5. Install CS14GA manual or CJ6B motor operating mechanisms on a frame easy for
manual operation, with the driving shaft on the base of DS as center. Assure the centers

of driving shaft and main shaft of mechanism are to be in line by vertical line, then screw
up the mounting bolts of the mechanism.
6. In case that the operating mechanism and DS are at the closed or opening state at the
same time, Connect the driving shaft of the DS and main shaft of the mechanism with
joint and link rod and reach following requirement:
a. After 3 to 5 times of operation, inspect the DS verifying if the properties of
opening and closed DS satisfy with the requirement. If the opening degree
of DS is 90° and there shall be a gap of 4mm between positioning bolt and
stopping blocks.
b. Adjust the stationary contact of the ES and tighten bolts, so to insert
correctly into the earthing stationary contact with the ES closed.
c. Adjust the balance spring on the rotating shaft in opening, so to keep the ES
horizontal position.
d. Inspect the interlock of mechanism for DS and ES and assure that ES
cannot close when the DS closes and vice versa.
7. Only manual operation is allowed during installation and adjustment period. After
completion of installation and adjustment and confirmation of manual operation, the
electrical operation (with motor operating mechanism) can be carried out.
5.4 Inspection after Installation and Adjustment
1. Operate the DS and ES respectively by hand for 3 to 5 times and it shall have stable
operation, good contact and correct opening and closing position.
2. When provided with motor operating mechanism, carry out operation for 5 times at rated

operating voltage of motor, and 3 to 5 times at 85% and 110% of rated operating voltage
of motor, the opening and closing operation shall be normal.
3. Contact and contact piece shall have a perfect contact after the DS closes and the data of
resistance of main circuit measured (between the outgoing line terminals of two sides)
shall not exceed the data shown in table 3.

4. The simultaneity among three phases at closed operation shall not exceed 10mm.
5. Inspect all the driving and rotating parts if they have been lubricated and if all the shafts,
pins and bolts have been tightened reliably
6. Inspect the interlock reliability of DS and ES.
6. HEALTH, SAFETY AND ENVIRONMENT
Subcontractor’s delegated Safety Officer and/or Safety Supervisor shall always be on site and
responsible for the safely coordination with Contractor regarding the requirement needed to
execute the work.

Delegated Subcontractor’s Safety Officer and or Safety Supervisor will enforce minimum safety
requirements such as PPE for workers, identify Hot and Cold Work Permits if needed and to
arrange and coordinate with the Subcontractor’s Field Supervisor or Site Engineers regarding
safety concerns to prevent accidents.
Subcontractor’s Safety Officer and/or Subcontractor’s Field Supervisor/Site Engineers will also
be responsible during and after work hours in all workplace at site to be able to prevent any
incident due to obstructions and other protruding objects.
Nurse and first aiders shall always be available during the progress of construction. They shall
ensure that first aid kits shall always be readily available within the working area.
Subcontractor will install waste trash bins for different type of wastes at the approved designated
area.
7. RISK ASSESSMENT
This section defines the potential job safety hazards arising from the construction of foundation
and the hazards during and until the completion of work.
Risk Assessment and the corresponding mitigation measures are tabulated and expounded in the
herein enclosed Table 10.1
