Community Profile
Cabugao is the second northernmost town of the province of Ilocos Sur. It is 27
kilometres (17 mi) from Vigan City, the capital of the province; 55 kilometres (34 mi)
from Laoag City, the capital of Ilocos Norte; 163 kilometres (101 mi) from the San
Fernando, La Union, the regional center; and 432 kilometres (268 mi) north of Manila. It
is accessible to almost all modes of land transportation and a 7–kilometer portion of
the MacArthur Highway passes through the town center.
Its total land area is 9,556 hectares (23,610 acres). It is bounded on the north
by Sinait; on the south by San Juan; on the east by Nueva Era, Ilocos Norte and
the Cordillera Mountain Ranges; and on the west by the South China Sea.
Cabugao has 26 public elementary schools and private primary schools, 3 public
high schools ( Pug-os National High School,Cabugao [Turod] National High School,
Lipit National High School, and Sisim National High School), 1 private high school
(Cabugao Institute).

Purpose of the Initiative:
The intent is to assess needs and assets, determine priorities and set concrete goals for
supporting youth as a whole community. Challenge to join other Mayors, Leaders,
Barangay Councils and teachers to develop a plan of action to …
…ensure all children enter school cognitively, physically, socially and emotionally
ready;
…ensure all children read at a grade level by 3rd grade;
…ensure all youth graduate from high school;
…ensure all youth complete post-secondary education or training; and ensure all youth
remain safe from violent crime.
Specific outcomes for the program were the following:

GOALS: What to we want to achieve?
Goal A: Engage youth leaders
Develop ways for youth to express their own voice, lead action and create opportunities for engagement.
Goal B: Seek out all youth
Connect with all children and youth through active assessment of their status and needs and proactive efforts to reach out.

Create close connections between adults and kids through adult education, mentoring and skill-building.

Review, discuss, clarify and apply our value system and teachings to all programs, activities and practices.
