FASA INC. BASKETBALL RULES AND BY-LAWS
1. INTERPRETATION
A. The FASA Inc. Rules and By-Laws should be read in conjunction with FASA Inc.
Constitution.
B. Official basketball rules in accordance with the current FIBA Basketball rules shall apply
unless otherwise provided for in FASA Inc. Basketball Rules and By-Laws.
C. Day to day application of FASA Inc. Rules and By-Laws shall be the responsibility of the
Basketball Commissioner in consultation with the Referees and Assigned Overseer during the
game.
2. REGISTRATION
A. A team must be properly nominated before the start of every season.
B. Every nominated basketball team must have a Team Coordinator.
C. New players may be introduced during the course of the main season but not later than
the specified *cut-off date.
D. Fees and dues should be settled within four (4) weeks from the start of the pre-
season and 8 weeks from the start of the main season .
E. Failure to settle fees and dues within the specified time prescribed in section 2D will
render a player/players ineligible to participate until the fees and dues are settled.
F. Payments made by teams whose nomination has been accepted are not refundable.
3. ELIGIBILITY
A. Names submitted on a nominated team must be members of the Filipino Australian
Sports Association Inc.
B. A team or players who have an outstanding monetary balance will not be allowed to
participate in any FASA Inc. sponsored activities unless a prior arrangement is made with the
Basketball Commissioner.
4. TOURNAMENT SEASON
A. Pre-season - 8 weeks.
B. Main Season:
I. Elimination Round – Depending on the number of teams

II. Final Round – 9 Weeks
C. Invitational Tournament - Introduced after the elimination round of the main season.
5. TOURNAMENT DIVISION
A. Division One:
I. All members are eligible to participate.
II. A minimum of 5 games in the elimination round of the main season must be
played to qualify to play for the finals.
B. Division Two:
I. Members who are 35 years old and above in the current playing year are
eligible to participate.
II. A minimum of 5 games in the elimination round of the main season must be
played to qualify to play for the finals.
C. Division Three:
I. Members who are 47 years old and above are eligible to participate.
II. There is no minimum number of games required to play to qualify for the finals.
D. Division Four - Kids:
I. Children 14 years and below are allowed to participate.
6. PLAYING REGULATIONS
A. A score sheet with the names and numbers of players must be submitted to the Table
Officers before the start of the game.
B. A player is only allowed to play for one team during the competition except for division
three players.
C. A player can transfer to another team in a different division within 5 weeks of the pre
season tournament provided he is eligible to play in that division and a mutual
understanding and acceptance exist between both teams involved. No transfer is
allowed during the main season tournament.
Basketball Commissioner must be notified prior to changes.
D. Players must be in full team uniforms during the main season.

E. Rings, necklace and objects likely to cause injury must be removed
before the start of every game.
7. USE OF LOUD INSTRUMENTS
A. The use of loud instruments such as drums, trumpets etc. is allowed provided it is
located at a *designated place.
B. The Basketball Commissioner, upon the recommendation of the Referees or Table
Officials, can stop the use of loud instruments if it affects the flow of the game.
8. PLAYERS' CODE OF CONDUCT
A. Play fairly and safely by the rules.
B. Never argue with the Referees, Table Officials, Spectators or Members of the opposing
team.
C. Control your temper.
D. No verbal or physical abuse to others.
E. Players must not deliberately distract or provoke others.
F. Players must not take unfair advantage of others.
G. Players must not get involved in any isolated incidents of unsportsmanlike behaviour.
H. Use of prohibited drugs or alcohol is strictly not allowed whilst on the premises.
I. Players must refer all issues of concern to their Team Coordinator for resolution.
J. Only the Team Captain or Team Coordinator can approach the Table Officials for any
queries.
9. TRIBUNAL
A. A tribunal composed of three (3) FASA Inc. members shall be appointed by the
Executive Committee.
B. The tribunal shall have the power to decide on matters being appealed.
C. The decision of the tribunal is final.
10. GAME OFFICIALS

A. The Officials shall be the Referees. They shall be assisted by the
Table Officials and Overseers.
B. The Table Officials shall be the Scorers and Timer.
C. The Overseer shall supervise the work of the Table Officials and assist the Referees in
the smooth functioning of the game.
11. DUTIES OF BASKETBALL COMMISSIONER
A. Attend on all matters with regards to the basketball tournament.
B. In consultation with the President or Vice President of FASA Inc, shall decide at first
instance and impose penalties or fines for offences made by players or a team. Decision
made shall take effect the next playing game.
C. Liaise with The FASA Inc. Executive Committee on matters of concern.
12. RESPONSIBILITIES OF TEAM CO-ORDINATOR
A. Ensure team nomination form is properly completed and submitted to the Basketball
Commissioner.
B. Ensure that members of the team have submitted their membership forms and paid the
dues.
C. Sign score sheet after each match.
D. Act as an Overseer if assigned to.
E. Ensure that the bench is vacated immediately after their game and all rubbish
removed.
F. Take responsibility in matters of discipline and behaviour of the members.
13. PROTEST
A. The Team Coordinator shall immediately, at the end of the game, inform the Referee
that the result of the game is under protest if the team believes its interests have been
adversely affected by a decision of an Official. The Team Coordinator shall then sign the
score sheet and tick the box with the marking "Game Result Under Protest".
B. The Referee shall, on the same day, report in writing to the Basketball Commissioner
the incident which led to the protest.
C. The Basketball Commissioner shall confer with the Overseer and Table Officials to
determine the outcome of the protest.

D. The Basketball Commissioner will communicate the decision to both
Team Coordinator’s involved within 48 hours.
14. APPEAL
A. Player/Players or team given a penalty has the right to appeal if not in agreement with
the decision of the Basketball Commissioner.
B. The appeal should be made in writing addressed to the Tribunal, duly noted by the
Basketball Commissioner, within 24 hours of receiving the decision.
C. The Tribunal shall judge the appeal in the last instance and its decision shall be final
and shall take effect the next playing game.
15. GAME LOST BY FORFEIT OR DEFAULT
A. A team shall lose the game by forfeit if:
I. Fifteen (15) minutes after the scheduled starting time, the team is not present
or is unable to field 4 players ready to play.
II. Its actions prevent the game from being played.
III. The team refuses to play after being instructed to do so by the Referee.
B. Penalty
I. The game is awarded to the opposing team and the score shall be thirty (30) to
zero.
