Context
Foundational Literacy and Numeracy (FLN) in India
The ability to read and write, and perform basic operations with numbers, is a necessary foundation and an
indispensable prerequisite for all future schooling and lifelong learning. However, various governmental, as well
as non-governmental surveys, indicate that India is facing a learning crisis: a large proportion of students
currently in elementary school - estimated to be over 5 crore in number - have not attained foundational literacy
and numeracy, i.e., the ability to read and comprehend basic text and the ability to carry out basic addition and
subtraction with Indian numerals - National Education Policy 2020
Focus on foundational literacy
“The Prime Minister laid down a goal for the children of the nation in Oral Reading Fluency. He said that it must
be ensured that every child who crosses the third grade can easily read 30 to 35 words in a minute with
comprehension. He added that this will help him in understanding the content of other subjects with ease. He
further said that all this will happen only when the studies are connected to the real world, to our lives and to
the surrounding environment.”- PIB release.
Problem statement
The Chief Minister of the state of Uttar Pradesh wants to roll out a 5-year plan for FLN education in the state. As
a first step towards that, he wants to understand the current learning levels in the state. In particular, his interest
lies in determining the current oral reading fluency levels in the state.
You are required to create a strategy for the state of Uttar Pradesh to determine the current oral reading fluency
levels in the state. The strategy needs to be presented (in 10 - 12 minutes) as part of a discussion with the
Principal Secretary Education, a senior bureaucrat that heads the department.
Create a presentation with no more than 6 slides that you and your manager will present during this meeting.
Also create an excel output highlighting the numbers and calculations that will be relevant for the discussion.
Your presentation should cover the following themes amongst others:
• Context of UP and its performance with respect to FLN
• Strategy for determining students’ oral fluency levels (including but not limited to: action plan, tech
tools, human resources and budget)
• Issues / challenges as well as mitigation strategies
• How insights from this exercise will feed into UP’s strategy for achieving FLN goals
For all the important numbers that you use in your presentation (e.g.- number of invigilators required for this
exercise), please make sure to capture the assumptions, calculations and estimates behind them in the excel
output.
