1. In your own opinion, which is more effective in treating offenders:


Imprisonment or Community-based corrections? Justify your answer.

In my opinion Community-based corrections is far more effective


in treating offenders than imprisonment. The community-based are
programs that aims to improve the offender’s attitude and way of
thinking in life. This also help the offenders to learn more morals that
helps them to change to become a better version of themselves.
Imprisonment on the other hand will alienate the offender and might
have a negative outcome. However there are situations wherein the
offender is very destructive that he or she needed to be incarcerate
from the society.

2. Among the intervention activities undertaken by PPA towards offender,


what do you think is the best method and why?

Among the intervention activities all of the above are great


activities and I think will have a big impact to the offender. The best
method for me is the Individual and group counseling,
Vocational/livelihood and skills training and payment of civil liability.
The three methods are the best methods in my opinion because all of
these methods will help the offender to become a good citizen and
become a skilled person who also faces his or her liabilities. The
individual and group counselling will help the offender in dealing with
his problem. Vocational/livelihood and skills training will help the
offender to start his life by giving him skills to trade and have a proper
job. And lastly the payment and civil liabilities will help the offenders
face their mistakes and be accountable to their actions which will teach
them well in this life.
3. Enumerate and explain each intervention strategies applied to PDL's by the
DOJ-PPA.

 Individual and group counseling- is a type of activity that helps the


offender/client in resolving his/her problems and find solutions. This can
be a type of counseling by group or individual.

 Moral,Spiritual, values Formation- Is a type of method that helps the


offender or clients with their morals and values and also their spiritual
beliefs. This will involve NGO’s, schools and even the religious
organizations.

 Work or Job Placement/referral- Categorized as an informal program


wherein a client is referred for work or job placement through the officer’s
own personal effort, contact or information.

 Vocational/Livelihood and Skills Training- This type of program helps the


client/ offender learn skills as their means of income. The program
includes the setting up of seminars and skills training classes like food
preservation and processing, candle making, novelty items and
handicrafts making, etc., to help the clients earn extra income.

 Health, Mental, and Medical Services- To address some of the basic


needs of clients and their families, medical missions are organized to
provide various forms of medical and health services including physical
examination and treatment, free medicines and vitamins, dental
examination and treatment, drug dependency test and laboratory
examination.

 Literacy and Education- In coordination with LGU programs, adult


education classes are availed of to help clients learn basic writing, reading
and arithmetic. Likewise, literacy teach-ins during any sessions conducted
for clients become part of the module. This is particularly intended for
clients who are “no read, no write” to help them become functionally
literate.
 Community Service- This program refers to the services in the community
rendered by clients for the benefit of society. It includes tree planting,
beautification drives, cleaning and greening of surroundings, maintenance
of public parks and places, garbage collection, blood donation and similar
socio-civic activities.

 Client Self-Help Organization- This program takes the form of


cooperatives and client associations wherein the clients form cooperatives
and associations as an economic group to venture on small-scale
projects. Similarly, client associations serve another purpose by providing
some structure to the lives of clients where they re-learn the basics of
working within a group with hierarchy, authority and responsibility much
like in the bigger society.

 Payment of Civil Liability- The payment of civil liability or indemnification


to victims of offenders are pursued despite the economic status of clients.
Payment of obligations to the victims instills in the minds of the clients
their responsibility and the consequences of the harm they inflicted to
others.

 Environment and Ecology- To instill awareness and concern in preserving


ecological balance and environmental health, seminars/lectures are
conducted wherein clients participate. These seminars/lectures tackle
anti-smoke belching campaign, organic farming, waste management,
segregation and disposal and proper care of the environment.

 Sports and Physical Fitness- Activities that provide physical exertion like
sports, games and group play are conducted to enhance the physical
well-being of clients. Friendly competition of clients from the various
offices of the sectors, together with the officers, provide an enjoyable and
healthful respite
