CHAPTER ONE
1.1 INTRODUCTION
This chapter mainly focuses on the background of study, problem statement, objective of the
study, the significance and the justification of the study and the scope of the study and the
technologies used in the study.
1.2 Background of the study
Management information systems (M.I.S.) can be defined as "a set of procedures for capturing,
storing and displaying information so that it can be delivered to the appropriate individuals in
the organization -- to assist them with their job functions". By using more advanced information
technology and associated procedures, police forces could improve the efficiency with which
information is collected and stored, and the effectiveness with which it is used by police officers.
(Beal, 2017)
In addition, the role of the MIS in an organization can be compared to the role of heart in the
body. The information is the blood and MIS is the heart. In the body the heart plays the role of
supplying pure blood to elements of the body including the brain. The heart work faster and
supplies more blood when needed. It regulates and controls the incoming impure blood,
processes it and sends it to the destination in the quantity needed. It fulfils the needs of blood
supply to human body in normal course and in crisis. The MIS plays the same role in the
organization. The system ensures that an appropriate data is collected from the various sources,
processed and sent further to all the needy destinations. The system is expected to fulfil the
information needs of an individual, a group of individuals, the management functionaries: the
managers and top management. (Augustine, 2016)
Moreover, The Police Department is utilizing Crime Information Management Systems for the
use of their officers; workers. The CIMS is a powerful data storage, search/retrieval and analysis
tool. It has been designed to help you spend less time on paperwork and searching through files,
and more time doing the rest of your job, by making it quicker and easier to Input and save
information. Find information stored in one or more databases, one or more servers. Share
information with co-workers. And link together pieces of information to build a picture of
connections or a pattern of behavior (crime pattern analysis)
According to the way technology is advancing the used of internet and computer are replacing
some paper work which can be implemented by using an online automated system. many
systems here in South Sudan are automated but only most of the security sector are still using
paper work. Many systems are had been developed so far in relation to security issues. closed
circuit television (CCTV) has been put in place to monitor everything. but no system has been
made to automate the record of criminal activities reported by the police and their agents which
is high concern. The overall objective of this project is to develop an application that is sufficient
to automate the police information of criminal case reported. (Bridges, 1999).
In conclusion, the purpose of this research is to determine how effective this information system
is for the Police Department and its stakeholders (Officers and management). Also, to be able to
discover if it is beneficial for police department to keep investing in such information system and
to see which way is best for the organization. The research is also intended to study the
effectiveness and success of CIMS and Police Department with the intention to improve or
maintain the system. The data collected from this study will gain a deeper understanding into the
expectations of officers regarding the CIMS system. Since officers are the main priority for this
organization it is very critical to maintain staff satisfaction at all time. (Saddler, 1999).
Malakia police station is one of biggest and the busiest police station here in juba South Sudan
sometime is been call central police station because of it been in the center of the city it is where
different type of criminal activities is been report. The station is located in malakia opposite city
mol / Stanford international university. In the station most of their work are been done manually
complainant have to go up to the police station to record crime activities which is time
consuming. Search functionality is also done manually which is also a waste of time. We
propose to build a computerize system for the station where each and every activity will be done
with the use of computer. Complainant will not have to come to the police station to record
crime but rather do it from wherever they are with used of internet. The system will make it very
easy to search, edit, delete and enter particular criminal record in no time.
1.3 Problem statement
The problems facing malakia police station is the manual system that is currently in used.
The current system poses problem that include the ever-increasing paper load, difficulty in
enforcing access control as well as cases of missing files and information. Currently all
operations for managing day to day activities Station are not computerized. These results in the
following problems, Increased in criminal activities due to delay in response time from the
police department. This result in criminal going unpunished when hearing a case in the court of
law. Lack of effective coordination between the different police officer. Based on the above
drawbacks the current system has been proposed.
This is what will happen the problem is solve it will result to increase in crime since criminal are
not being traced up. And this is what will happen if the system is put in place, Reduce in crime
activities. Since the criminal will be trace up and will always go punished if found guilty by the
court of low. Searching will not take time since the system that will be develop will contained a
searching functionality for easy asses of criminal details.
1.4 Research objectives
1.4.1 Main objectives
To develop an automated crime record management system.
1.4.2 Specific objectives
I. To trace criminal records
II. To improve in keeping of the record of criminal.
III. To efferently ease investigation process.
1.5 Justification and significance of the system
Upon completion of the system the users of the system will benefit from the system in the
following ways
Improvement of security since the system unsure that criminal activities are reported in real
time.
The system will eliminate corruption when finding files of criminal records in police
departments to be used in court of law as evidence.
The system will reduce the incidences of missing files since the system replaces the current
manual system that is much of paper.
1.6 Scope of the study
The users of the system will be police officers, NCOs and CIDs, and administrator from the
malakia police station who are given all the privileges to manipulate the data in the system. The
technologies that will be used to developed the system will be. Front end: HTML, CSS,
JavaScript Back end: PHP, MySQL. this takes us one and haft month for completion of chapter
one.
