1 Overview
1.1 Introduction to the DSS
Dynamic spectrum sharing (DSS) is applicable in situations where the GSM traffic is low, the
UMTS traffic is high, and UMTS basic cells share the coverage with the GSM cells. In DSS,
a certain amount of the GSM spectrum is given to the UMTS network to improve the user
experience and to enhance the spectrum efficiency.
1.2 Specifications
DSS is applicable in rural and suburb areas where the GSM spectrum is abundant, GSM
traffic is low, UMTS traffic is high, and UMTS basic cells share the coverage with the GSM
cells. After DSS, the UMTS cells in the shared area and the GSM cells in the neighboring
unshared areas have co-channel interference. To eliminate this interference, a bufferzone is
introduced. In a bufferzone, GSM cells release the shared spectrum, but the UMTS network
does not use this released spectrum, forming a spatial isolation area between the UMTS cells
in the shared area and the GSM cells in the unshared area.
The SRAN8.0 DSS specifications are as follows:
In the shared area, the GSM network must have continuous 5 MHz spectrum. A spectrum
of 5 MHz, 4.6 MHz, or 4.2 MHz is released by the GSM and shared by the UMTS.
In the shared area, the separation between the GSM BCCH central frequency and the
DSS UMTS central frequency is equal to or more than 2.6 MHz. This lowers the GU
interference and guarantees the GSM BCCH performance.
The GSM frequency planning in the shared area is as follows:
− Bufferzone + DSS scenario: In this scenario, the GSM frequency planning is
unchanged before and after DSS.
− DSS only scenario: Gx <-> G1; BCCH does not participate in frequency hopping.
− Remark: Gx <-> G1 is explained as follows: Before DSS, GSM uses x channels
including BCCH. After DSS, all the traffic channels are closed; only the GSM BCCH
remains. This scenario reduces the impact of DSS on GSM. There is no dynamic MA
for SRAN8.0 DSS. If dual-MA is used, the GSM busy-hour performance is affected.

Networking of the shared area: The DSS cells of the shared area have basic UMTS
network coverage (for example, UMTS2100); the bufferzone of the shared area has no
such requirement.
Network size: The number of BTSs (including the BTSs in the DSS area and the BTSs in
the bufferzone) in the shared area cannot exceed 100. SRAN8.0 DSS is designed for
small-scale commercial use. The BTSs in the shared area cannot be inter-BSC.
All the equipment in the shared area is Huawei equipment. The BTSs in the shared
UMTS cells are GU dual-mode. The UMTS channels and the GSM channels in the
shared area use common SDR.
The VAMOS algorithm cannot be enabled for the GSM cells in the shared area.
The IBCA algorithm cannot be enabled for the GSM cells in the shared area.
The Flex MAIO algorithm cannot be enabled for the GSM cells in the shared area.
The cell breathing algorithm cannot be enabled for DSS UMTS cells.

If the calculation of the GU interference isolation uses the MR-based bufferzone, the
equipment should meet the following requirements for collecting the MR.
The BTSs within 70 km to the shared area use Huawei equipment.
The BTSs in the shared area and within 70 km to the shared area use
BSC6000V9R8SP12 or later versions.
U2000 version is V2R6B060SP07 or later versions.
If the calculation of the GU interference isolation uses coverage-forecast-based bufferzone,
the digital map of the live network is required and U-Net is used. There is no version
requirement about the U-Net. U-Net is a Huawei proprietary tool.

4.2 Collecting Live Network Data
Before enabling DSS, collect the following live network data:
Engineering parameters: Cell name, Cell ID, BTS name, BTS ID, BTS longitude,
latitude, azimuth, cabinet-top power, BCCH frequency, and BSIC.

Traffic volume information. Table 1-1 lists the GSM traffic volume and Table 1-2 lists
the UMTS traffic volume. The traffic volume information should contain the information
of at least three weeks.

4.3 Determining the DSS Time Segment
4.3.1 Applying for a License
OMStar and Transdata use the license file of the same ESN. The license file need to be activated on
OMStar and Transdata separately.
If the computer has multiple network adapters, the ESN may change if the system cannot read the
hard disk serial number, in which case the number of ESNs is equal to the number of network
adapters. It is recommended to save all the ESNs and apply for one license file in the same template.
Step 2 Install OMStar and start OMStar V500R007 Transdata.
Step 3 Perform OMStar authentication using either of the following methods:
Method 1: Logging in to the China domain for authentication.
1. If the computer can access the Huawei China domain network, connect it to the Huawei
China domain network and then click Login China Domain.
When the computer successfully connects the server, the Domain Authentication
window is displayed, as shown in the following figure.

2. Enter related authentication information and click OK.
A message "You can use the tool as the domain authentication has been passed." is
displayed indicating user authentication succeeds.
Method 2: updating the license in offline mode
If the computer cannot connect to the Huawei China domain network, perform the following
operations based on the offline license updated mode:
3. Before updating the license, send the ESN of the computer to a Huawei engineer's
computer that can connect to Huawei China domain. Then, apply for an offline license
file using OMStar software. For details about how to apply the license file, see Step 4.
4. After obtaining the offline license file, click Update License. In the dialog box as shown
in the following figure, select OMStar_License.lic, and then click Open.

1. In the Help drop-down list of the OMStar main window, click Apply offline License.

After the OMStar successfully connects to the server, the OMStar License Application
dialog box is displayed.
3. In the displayed OMStar License Application dialog box, click Browse to set the save
path for the OMStar_License.lic file. In the text box, enter the ESN number of the
licensed computer. To apply a license for another person, enter the ESN number of the
corresponding computer. Then, click Submit.
After the application succeeds, a message as shown in the following figure is displayed
and the OMStar_License.lic file is generated in the save path.

OMStar and Transdata use the same license file. The process of updating the license file of OMStar
is the same as that of Transdata.
Transdata and OMStar are automatically integrated into Mini-OMStar. The Mini-OMStar can
perform analysis only after you activate the license file for the OMStar and the Transdata
respectively.
Before applying for a license manually, ensure that the OMStar has been authenticated through the
domain authentication method. Otherwise, the OMStar must pass the domain authentication before
applying for another license.
4.3.2 Determining the DSS Time Segment

4.4 Determining the Shared Area
If a seamless-covered area has the same DSS time segments, this area is called a shared area
and the DSS time segments of this area are the union of the DSS time segments of all the sites
in this area.
If a small minority of sites in an area does not meet the DSS conditions and these sites have
abundant GSM spectrum resource, these sites can use non-DSS spectrum by frequency
planning, so that this area meets the DSS conditions.
The process to determine a shared area is as follows: Export and mark the sites the union of
whose DSS time segments is not empty, use Mapinfo or Nastar to view the geographical
positions of the DSS sites and non-DSS sites, and find an area where the sites are
concentrated and populated (GU cells and bufferzone cells need to be considered) as the DSS
area. Use the MR-based Bufferzone calculation tool to calculate the GU cells and bufferzone
cells. If a shared area does not contain many sites, those sites using UMTS may fail to start. In
this case, the shared area needs to be enlarged.
If the union of the DSS time segments of all the sites in a shared area is not empty, perform
frequency planning in the normal procedure. If some sites in the shared area do not meet the
DSS time segments, these sites need to be planned specially. That is, only the basic
frequencies of these sites are planned to avoid GSM capacity loss and performance
deterioration caused by DSS.
4.5 Determining the Bufferzone
For determination of the bufferzone, see the Technical Clarification of the SRAN8.0 DSS
Performance.
4.6 Network Planning
4.6.1 Frequency Planning for the Bufferzone
In DSS, GSM and UMTS can have co-channel interference in any of the following four
directions: MS interfering NodeB, BTS interfering UE, NodeB interfering MS, and UE
interfering BTS. This interference deteriorates the GSM and UMTS networks significantly. In
severe cases, the interference can lead to call drop, low throughput, and failure to provide
services. To avoid this problem, a bufferzone is established between the GSM and UMTS co-
channel sites. None of the GSM cells and UMTS cells in the bufferzone can use the shared
spectrum. Therefore, the frequency planning of these cells is the same as that of the GU co-
location site. That is, basic frequencies and shared frequencies are used before DSS but only
basic frequencies are used after DSS.
4.6.2 Principles of the Frequency Planning
Before enabling DSS, plan the frequencies by the following two principles:
First, separate the basic spectrum from the shared spectrum. The BCCH frequency should be
within the basic spectrum; the TCH frequencies can be within the basic spectrum; only the
TCH frequencies are within the shared spectrum.

Second, determine the shared area. To avoid multiple future spectrum plannings caused by
change of the shared area, perform frequency planning for all the sites that are possible for
DSS. Perform frequency planning for the sites surrounding the sites that are possible for DSS.
4.6.3 Frequency Planning Methods
There are two frequency planning methods for DSS: Gx <-> G1 and dual-MA. The frequency
hop gain of the dual-MA method is small, affecting the network performance like DT quality
and call drop rate. Therefore, the Gx <-> G1 frequency planning method is recommended.
Gx <-> G1 Frequency Planning
In the Gx <-> G1 frequency planning, the BCCH is separated from the TCH, the former
within the basic spectrum and the later within the shared spectrum. Figure 1-1 shows that
before DSS, there are multiple configurations (S222/S333/S444) and that after DSS, the
configuration of the sites in the bufferzone and the DSS area is S111.

Plan the spectrum resource before and after DSS carefully based on the Gx <-> G1 frequency
planning method. If the remaining spectrum resource after DSS is abundant (for example the
spectrum resource is 10 MHz before DSS and 5 MHz after DSS) and the busy-hour GSM
traffic before DSS is high, allocate the basic spectrum reasonably. That is, allocate only some
of the basic spectrum to BCCH to ensure similar GSM frequency reuse before and after DSS.
This makes the TCH frequency reuse easy before DSS and the network quality before DSS
similar to the network quality before spectrum planning. The weakness of this frequency
planning method is that the basic spectrum cannot be fully utilized after DSS. For example, if
the spectrum resource before DSS is 10 MHz and the average configuration before DSS is
S444, the average reuse is 4*3 in normal planning but is less than 3*3 if the entire basic
spectrum is given to BCCH, affecting the network quality after DSS. Therefore, a better
allocation is to allocate 6*3 to BCCH and 3*3–4*3 to TCH. This reduces the impact on the
original network and lowers the waste of the basic spectrum after DSS. If the remaining
spectrum resource after DSS is scarce and the GSM configuration before DSS is low, fully
utilize the basic spectrum. Take again 10 MHz as an example. If the average configuration
before DSS is S222, allocate the entire basic spectrum to BCCH. This ensures that the
spectrum resource is reasonably used before and after DSS.

Dual-MA Frequency Planning
The dual-MA frequency planning method is sophisticated but can provide more DSS time
segments and better utilize the spectrum resource. (If the configuration is directly lowered to
S111 by the Gx <-> G1 frequency planning method, the 2G traffic volume can hardly be
satisfied.) Figure 1-1 shows the dual-MA frequency planning. The dual MAs are planned on
the basis of the network configuration before and after DSS. MA1 and MA2 are used before
DSS and MA1 is used after DSS.

In dual-MA frequency planning, the GSM spectrum is divided into basic spectrum and shared
spectrum. MA1 is used by the basic spectrum and MA2 is used by the shared spectrum. Some
cells need only MA1, in which case no MA2 is configured for these cells. If the original
network uses baseband frequency hopping or no hopping, MA1 = BCCH + TCHs1 and MA2
= TCHs2; if the original network uses radio frequency hopping, the shared spectrum is
allocated to MA2 and the basic spectrum minus BCCH is allocated to MA1 because BCCH
does not participate in the frequency hopping.
4.6.4 Summary of the Frequency Planning
A shared area may change after DSS. To reduce the frequency re-planning, perform
frequency planning for all the sites possible for DSS.
The frequency planning may encounter some sites not suitable for DSS. To reduce the
impact on the frequency planning of these sites, select the spectrum of the original
BCCH as the basic spectrum.
The frequency planning should ensure that the frequencies are evenly used both before
and after DSS for best spectrum efficiency.
The frequency hop gain of the dual-MA method is small, affecting the network
performance. Therefore, the Gx <-> G1 frequency planning method is recommended.

Table 1-2 lists the RNC parameters to be configured and MML commands. In the commands
listed in the following table, you must specify the LogicRncId parameter if this parameter
exists. If you do not specify this parameter, the command takes effect only on the master
logical RNC. To enable a command to take effect on a logical RNC, you must add the ID
of the logical RNC to the value of the LogicRncId parameter.

4.9 Delivering the Configuration from the CME
4.9.1 Configuring DSS Task
Use the network planning tool to analyze the traffic data of the live network to determine the
GU stations for DSS, generate a DSS task, and import the task to the CME. The CME checks
validity of the NE configuration for DSS based on the DSS task.
Importing DSS Task
Step 1 On the CME main interface, choose MTBS Application > Dynamic Spectrum Sharing
Management. The Manage Dynamic Spectrum Sharing Task interface is displayed.

On the Planned interface, click the left Main View tab, right-click a cell to be configured,
and select Neighboring Cell Configuration Express. On the GSM Neighboring Cell
Configuration Express dialog box, choose the lower left GSM Neighboring Cell
Configuration Express > BSC 3G Neighbor Cell, select a new UMTS DSS external cell in
the lower right box, and click Add to add the GSM cell and UMTS DSS cell as neighboring
cell.

Step 6 Configure Spectrum Sharing Allowed
Set the value of the Spectrum Sharing Allowed parameter to Yes for GSM BTS of a DSS

configured, and select BTS Configuration Express. Click the Properties tab and choose
BTS Basic Attributes > BTS Spectrum Sharing Parameters. Set the value of Spectrum
Sharing Allowed to Yes.

Set the value of the Spectrum Sharing Shutdown Allowed to Yes for TRXs in the shared
spectrum of a GSM BTS in a DSS task. On the Planned interface, click the left Main View
tab, right-click a TRX to be configured, and select TRX Configuration Express. Click the
Properties tab and choose Site TRX Dev Property > Site TRX Dev Property. Set the value
of Spectrum Sharing Shutdown Allowed to Yes.
