1.0 SCOPE OF SPECIFICATION

1.1 Introduction

1.1.1 This specification covers the general requirements for the design, fabrication, inspection, testing,
documentation and preparation for shipment for overhead and gantry cranes. Also included are
related lubrication, instrumentation, controls, junction boxes, cabling and runway beams.

1.1.2 This specification applies to overhead and gantry cranes of up to 20 tonnes capacity used in
maintenance workshops, jetties, loading docks, fabrication yards and warehouses.

The workshop cranes are intended for general operational maintenance duties and repair of
rotating machinery and valves etc. The gantry cranes are intended for warehouses and stores
and shall be used for heavier loads, which cannot be handled by forklifts and powered pallet
trucks.

1.1.3 Cranes may be either hand chain operated for light loads and low lifts or electric power operated
for heavy loads and high lifts. Guidelines are given for determining the application of manual or
power assisted operation in Section 3.7.2.

1.1.4 The Vendor/Contractor shall comply fully with the provisions laid down in this specification.
Any exception must be authorised in writing by the Owner.

1.1.5 In the event of any conflict between this specification and the Data Sheets, or with any of the
applicable codes and standards, the Vendor/Contractor shall inform the Owner in writing, and
receive written clarification before proceeding with the work.

1.1.6 This General Engineering Specification will form part of the Purchase Order/Contract.

1.2 Other NOC Specifications

Where indicated in this specification, the following additional NOC Specifications shall apply,
and any exceptions shall be approved in advance by the Owner.

1.3 Data Sheets

The technical data supplied by the Owner for the equipment is provided on Data Sheets which
are included at the end of this specification. The Vendor/Contractor shall complete the Data
Sheets with the remaining information and return them with his proposal.

Prior to shipment, the Vendor/Contractor shall submit a complete set of "As-Built" Data Sheets.

2.0 DEFINITIONS

2.1 Technical

The technical terms used in this specification are as defined in ASME B30.2 and ASME B30.17.

Key technical terms used in ASME B30.2 and ASME B30.17 are as follows:

Runway Beams: an assembly of rails, beams, girders, brackets and framework on which the crane
travels.

Bridge Structure: that part of a crane consisting of one or more girders, rails, trucks, end ties,
footwalks, and drive mechanism, which carries the trolley or trolleys. On a simple overhead
crane the bridge structure may be replaced by a single crane bridge girder.

Hoist Assembly: a machinery unit that is used for lifting or lowering a freely suspended
(unguided) load.

Trolley: the unit that travels on the bridge rails and supports the load block.

End Truck: the assembly consisting of the frame and wheels which support the crane bridge
girder or sill and allow movement along the runway.

Sheave: a grooved wheel or pulley used with a rope to change direction and point of application
of a pulling force.

Sill: the horizontal structural members that connect the lower ends of two or more legs of a
gantry crane on one runway.

2.2 Contractual

The commercial terms used in this specification are defined as follows:

Owner

The oil and gas company, an associate or subsidiary, who is the end user of the equipment and
facilities.

Vendor

The company supplying the equipment and material.

Contractor

The main contractor for a defined piece of work.

Sub-Contractor

A company awarded a contract by a Contractor to do part of the work awarded to the Contractor.

Inspection Authority

The organisation representing the Owner or Vendor/Contractor that verifies that the equipment
and facilities have been designed, constructed, inspected and tested in accordance with the
requirements of this specification and the Purchase Order/Contract.

Inspector

A qualified individual representing the Owner, Vendor/Contractor or the assigned Inspection


Authority, who verifies that the equipment and facilities have been designed, constructed,
inspected and tested in accordance with the requirements of this specification and the Purchase
Order/Contract.

3.0 DESIGN

3.1 Codes and Standards

3.1.1 The design shall comply with this specification and the following codes and standards:

American Society of Mechanical Engineers

ASME B30.2 Overhead and Gantry Cranes (Top Running Bridge, Single or Multiple Girder,
Top Running Trolley Hoist)

ASME B30.17 Overhead and Gantry Cranes (Top Running Bridge, Single Girder Underhung
Hoist)

3.1.2 The following standards may be used as an alternative to the American Standards, subject to
Owner approval.

British Standards

BS 466 Power Driven Overhead Travelling Cranes, (Semi-Goliath and Goliath Cranes for
General Use)

BS 2573 Rules for the Design of Cranes

Part 1: Specification for Classification, Stress Calculation and Design Criteria for
Structures

3.1.3 Unless specified otherwise in the Purchase Order/Contract, the current editions of the codes and
standards at the time of the order shall be used.

3.2 Basic Design

3.2.1 The service conditions and technical data for hoisting capacity, crane rail span, operating level,
maximum and minimum crane hook elevation, hoisting and trolley travelling speeds, controls
and motor voltage and frequency are specified on the Data Sheets.

3.3 Runway Beams

3.3.1 For workshop cranes all runway beams and associated lifting gear shall be designed to facilitate
the maintenance of rotating equipment and their associated pipework and valves.

3.3.2 The runway beam and supporting structure shall be designed, erected and tested in accordance
with the applicable codes. The runway beam shall be fitted with stop ends which shall be
clamped to the beam in order to prevent overtravel of the travelling trolley. The travelling trolley
shall be of robust design and incorporate safety lugs to prevent the fall of the trolley in the event
of an accident. The safety lugs shall also incorporate buffers to prevent damage in the event of
collision with the runway beam stops.

3.4 Bridge Structure


3.4.1 For gantry and overhead travelling cranes the bridge structure shall be of an all welded
construction and shall be designed to applicable codes to withstand the horizontal and vertical
stresses imposed during operation and to be within the permitted deflection ratios. To ensure
dimensional accuracy, alignment and reliability, each crane shall be jig assembled throughout its
construction.
3.4.2 Bridge girders shall be constructed with substantial plate thickness at each end to provide a rigid
connection with broad gusset plates for end carriages. Girders are to be provided with safety
long travel end stops to prevent overtravel of hoist carriage. Long travel stops are to engage the
hoist wheel treads.
3.4.3 End trucks are to be fabricated from rolled steel to produce a stiffened box section to provide
high torsional resistance. Rubber buffers are to be fitted to each end of the end trucks. Where
cranes operate in a desert environment, end trucks shall be fitted with totally enclosed oil bath
gearboxes.
3.4.4 Tram wheels are to be provided with double flanges and supported by substantial live axles,
which are to be mounted with special roller bearings located either side of the wheel and
supported by the wheel box housing. The design of the end carriage wheel assembly must enable
easy access and removal of the tram wheels.
3.5 Hoist Assembly
The following shall apply to hoist assemblies and trolleys of electrically operated cranes:-

3.5.1 Cab frames for double girder cranes are to be supported on four double flanged runners, keyed
to axles rotating in roller ball journals. The hoist unit shall be fixed into the main frame to enable
the whole assembly to travel along the rails, which are to be welded to the top flange of each
bridge girder.

3.5.2 On single girder cranes, the hoist unit shall be suspended from a trolley installation, using roller
ball bearings.

3.5.3 Hoists shall be of robust steel construction, complete with a safety hook and load limiter. Hooks
shall be forged steel, tested to 150% full load before assembly and complete with a safety catch.
Hooks shall be supported by a heavy duty thrust bearing fitted to the main trunnion, which
provides 360° rotation of the hook.

3.5.4 Mild steel sheaves shall be fitted with anti-friction bearings and shall be fully guarded within
steel casings.

3.5.5 For site handling of crane components all lifting eye bolts shall comply with the Health and
Safety guidelines. Where eyebolt removal after installation affects the integrity of the associated
casing, or enclosure rating of the motor/switchgear, plugs shall be provided.

3.5.6 Collared eye bolts shall be used and shall be supplied complete with test certificates. Dynamo
eyebolts or commercial eyebolts are not permitted.

Materials utilised shall be the most suitable for the design duty, and shall be new and of first
class commercial quality.

3.5.7 Main Long Travel Drives: The design shall include for low starting torques to enable smoothly
driven motions, transmitted by helical reduction gear boxes, fitted with resilient torque arm
mountings.

3.5.8 Hoist Drum: The hoist drum shall be manufactured from heavy duty, seamless, steel tube
supported on high quality anti-friction journals, installed in the main frame side plates.

3.5.9 Hoist Gearbox: The hoist gearboxes shall comprise an oil immersed, reduction gear train, self
contained in a cast housing. Gears are required to be heat treated to provide maximum wear
resistance. High speed gears are to be manufactured with helical teeth configuration. Geared
shaft assemblies shall be supported on ball or roller bearings.

3.5.10 Hoist Brake: Hoist brake operation shall be of a fail safe design. Brakes shall be spring applied
with magnetic coil release, and suitable for arduous heavy duty hoists. Units shall be directly
fixed to the main gearcase, and operate on the primary drive shaft, to provide a fail safe
operation on the driven side of the flexible coupling.

3.5.11 Hoist Motors: Hoist motors shall be flange mounted to the main hoist frame side plates, and may
be connected to the gearbox via a flexible coupling.

3.5.12 Limit Switch: Auto-reset safety limit switches shall be provided to prevent over hoisting or
lowering of the hook block. Switches are to be positive action operated, by movement of the hoist
rope band.

3.6 Electrical Requirements

3.6.1 All electrical equipment shall be suitable for the area classification specified on the Data Sheets.

Electrical enclosures shall be dust proof and weather proof, IP 65 or equal.

3.6.2 Electrical Assembly: Momentary action push buttons shall be provided for all motions, each
motion to be electrically interlocked and operating in conjunction with mechanically interlocked
reversing contactors. Low voltage control is required at the push button controller.

Control pendants shall be oil-tight and manufactured from low density polythene, which is
resistant to corrosion and shock. Pendant units are to be suspended from the trolleys, and
located in a steel track fitted across the full span of the runway providing a mobile control
feature. Pendants shall be provided with indication arrows and hung with a steel cable with plug
and socket connection.

3.6.3 Control Gear: Electrical contactors shall conform to ANSI/NEMA standards. Triple pole
reversing contactors shall be mechanically interlocked for operator protection, and to minimise
the possibility of short circuits due to vibration. Hoist and traverse contactors shall be housed in
sheet steel compartments, with control circuits protected by fuses on each phase.

The main control panel shall contain low voltage transformers, with facilities for isolation of the
control pendant via the stop/reset buttons. Thermal overload protection is required for full
motor circuit protection.

3.6.4 Flexible Supply Cable: The electrical feed to the hoists unit shall be provided through looped
flexible armoured cables, suspended from trolleys along the runway beam.

Motors shall be suitably rated for the hoist and travel operations. They shall be solid rotor
machines with parallel stator windings and Class F insulation and comply with GES L.11.
Electro-mechanical brakes shall be provided for each motion.

Operating Temperatures: Motors, control gear and cabling shall be rated for the required duty at
the maximum ambient temperature stated on the Data Sheets.

3.6.5 The flexible supply cable shall terminate in an isolating switch, to be mounted on the supporting
structure. The flexible cable shall be terminated using a cable gland suitable for the hazardous
area. A cable gland and adequately sized terminals shall be provided for the termination of the
Owner's incoming supply cable.

3.6.6 Any special requirements for instrumentation will be advised on a 'project basis'.

3.7 Manually Operated Cranes

3.7.1 For manually operated gantry cranes, the following additional requirements shall apply:-

(a) Main long traverse motion shall be achieved either by "hand push" or by chain operated
gears which are shaft mounted and keyed onto the tramwheel axle.

(b) For cross travel, the trolley shall be of robust design incorporating buffers to prevent
damage in the event of collision with stops. Cross travel motion shall be achieved by
either "free wheel" or by chain operated gears keyed onto the trolley wheel axle.

(c) Lifting mechanism shall be hand operated chain and block.

(d) Anti-friction bearings shall be installed in accordance with manufacturer's instructions,


with a facility provided for greasing.

(e) Gear calculation shall comply with the appropriate BS or ASME code.

3.7.2 As a guideline for selecting either electric power hoist or manual operation of the crane, the
following shall be considered:

(a) Workshop cranes, due to the higher lift frequency and large floor coverage area, shall be
of the electric powered lift, and powered traverse on both the hoist unit, and the
travelling beam.

(b) Hoists for gantry cranes or other plant cranes may be powered or manually operated,
depending on the expected frequency of usage, the lift weight and the height of the lift.
Based on an expected usage of approximately 10 lifts per year, hand chain manual
operation shall be used where the required lift heights fall below the figures listed in the
Table 1, for any given maximum lift weight.

Where the frequency of lifts greatly exceeds 10 per year due to coverage of several items with one
hoist, then consideration shall be given to lowering the permissable maximum lift heights.

4.0 MATERIALS

4.1 Materials of Construction

Materials of Construction shall be to ASTM Standards.

When an alternative design to BS specification is proposed, materials of construction shall be as


per Appendix J of BS 466.

The materials used for the crane shall be the most suitable for the duty concerned, shall be new,
and of first class commercial quality.

5.0 INSPECTION

5.1 Procedures

5.1.1 All items of plant and equipment referenced within this specification shall be subject to
inspection by the Owner or his nominated Inspection Authority.

5.1.2 Inspection shall be in accordance with Section 2-2.1 of ASME B30.2 or Section 17-2.1 of ASME
B30.17 and this specification. All inspection activities to be performed, including any special
requirements, shall be agreed with the Owner and shall be incorporated within the agreed
Quality Control Plan provided by the Vendor/Contractor. The Quality Control Plan shall be co-
ordinated with and shall include the quality plan of major sub-vendors. The Vendor/Contractor
shall submit procedures for all applicable NDT techniques for approval by the Owner, before
production commences.

5.1.3 All operators of NDT equipment shall have a thorough knowledge of the operation of the
equipment to be used, and shall hold an appropriate certificate of competence, which is to be
agreed by the Owner. All NDT procedures and qualifications shall be subject to approval by the
Owner.

5.1.4 The Vendor/Contractor is to furnish the Owner's Inspector(s) with all reasonable facilities, to
satisfy themselves that the equipment, including sub-vendors materials, is fabricated and tested
in accordance with the relevant code and this specification.

5.1.5 Any approvals given by the Owner's Inspector(s) and/or the Inspection Authority does not
relieve the Vendor/Contractor of any responsibility regarding guarantees, workmanship or
compliance with the Code and this specification.

5.2 Scope

5.2.1 Hooks shall be tested to 150% full load. The hoist equipment shall be tested for safe working
load. Certificates shall be supplied for the hook, wire ropes, material testing, cable and wiring
test records, calibrations, hazardous area apparatus and system and any other parts as required
by the codes.

5.2.2 Prior to initial use, the hoist shall be inspected by the Owner's Inspector to ensure compliance
with the provisions mentioned in ASME B30.2 and B30.17.

5.2.3 As an alternative to the ASME code, inspection and testing after final assembly and before
putting the crane into service shall be carried out in accordance with Sections 44.2 to 44.7 of BS
466.

5.3 Nameplates

Nameplates shall be provided to show all the relevant crane design and operational data.

6.0 TESTING

6.1 Required Tests

The following tests shall be performed by the Vendor/Contractor:

6.1.1 Factory Testing is required and shall conform to the requirement of either ASME B30.2/30.17 or
BS 466. All electrical and mechanical equipment shall be tested in accordance with the
appropriate US or British Standards at the crane or equipment manufacturer's works.

6.1.2 Site tests. Upon completion of the installation of the crane, site tests shall be carried out in
accordance with Section 6 of BS 466.

This shall include:

(a) insulation tests;


(b) earth continuity tests;
(c) functional tests;
(d) overload tests;
(e) deflection test;
(f) performance tests.

6.1.3 In the event of any piece of equipment failing under test, or not complying with the requirement
of this specification, in respect of workmanship, material or performance, it will be rejected and
replaced at the Vendor/Contractor's expense.

6.2 Test Procedures

The Vendor/Contractor shall submit his test procedures in writing to the Owner for approval
prior to the start of the testing programme.

Testing shall be carried out in accordance with appropriate sections of ASME B30.2/30.17 or BS
466.

6.3 Test Certificates

The following test certificates shall be provided:-

(a) Material and chemical analysis certification of major structural parts.

(b) Certification covering magnetic particle, dye penetrant, radiographic and ultrasonic
examination.

(c) A record of shop test data (which the Vendor/Contractor shall maintain for at least 5
years after the date of shipment). The Vendor/Contractor shall supply certified copies of
test data to the Owner before shipment.

6.4 Start-Up

6.4.1 When stated in the Purchase Order/Contract, the Vendor/Contractor shall be responsible for the
complete start-up of the crane, until the unit is accepted as operational by the Owner. In this
case, the Vendor/Contractor shall be responsible for the supply of competent servicemen for the
duration of the checking, start-up and run-on period.

6.4.2 When stated in the Purchase Order/Contract, the Vendor/Contractor shall supply for start-up,
all lubricating fluids, including oil, grease and coolants as required by the unit. The
Vendor/Contractor shall recommend the amount and type of lubrication and cooling fluids for
subsequent operation.

7.0 DOCUMENTATION

7.1 Introduction

7.1.1 This section covers the documentation required for the design, selection, fabrication, inspection
and testing for all the equipment, components and services to be provided against this
specification.

7.1.2 The Vendor/Contractor shall supply documentation with his bid to enable full evaluation of it.
The detailed list of documents that are required is included in the Purchase Order/Contract.
However, as a minimum the following listed documents will be provided by the
Vendor/Contractor:

- list of key engineers with their resumés;


- details of similar work undertaken;
- preliminary Quality Control Plan;
- List of proposed Sub-Contractors/Sub-Vendors;
- document submission schedule;
- programme for procurement and production;
- completed Data Sheets.

7.1.3 The documents as listed may be considered as a minimum requirement; all details to confirm
compliance with the relevant specifications, and to allow a full and continued appraisal to be
made of the Vendor/Contractors proposals and interpretations of the awarded Purchase
Order/Contract

7.1.4 Any production or procurement undertaken by the Vendor/Contractor which is prior to the
relevant documentation being submitted and reviewed by the Owner is at the
Vendor/Contractors risk.

7.1.5 On all documentation the Purchase Order/Contract number, equipment title, tag number and
project name shall be quoted.

7.1.6 All documentation shall be checked and signed by the checker before submission.

7.2 Schedules and Reports

7.2.1 The Vendor/Contractor shall submit with his tender a preliminary Quality Control Plan.

7.2.2 The Vendor/Contractor shall include with his tender documentation a statement of proposed
Sub-Contractors/Sub-Vendors, a document submission schedule for all documents based on a
review cycle of three weeks and outline programme for procurement and production activities.

7.2.3 The Vendor/Contractor shall incorporate any revisions agreed with the Owner during the

enquiry review stage and submit revised tender documentation for approval after the Purchase
Order/Contract award.

7.2.4 After the Purchase Order/Contractor award, monthly reports shall be submitted by the
Vendor/Contractor detailing design, procurement, production and documentation activities, the
format of which shall be agreed with the Owner.

7.2.5 A co-ordination meeting shall be held within four weeks of the placement of the Purchase
Order/Contract, to review all engineering and manufacturing requirements of the Purchase
Order/Contract.

7.3 Data and Calculations


7.3.1 The Vendor/Contractor shall supply with his tender completed Data Sheets containing all the
relevant information necessary for appraisal of the design by the Owner.
7.3.2 Project specific instructions will be issued to the Vendor/Contractor with the Purchase
Order/Contract, which describes the data and calculations to be submitted, and the methods of
submission.
7.3.3 The Vendor/Contractor shall be responsible for obtaining approvals from the Inspection
Authority, if applicable.
7.3.4 All calculations shall be carried out in clear and logical manner. Where conditions involve the
use of formulae or methods not specified in the Design Code, the source of these formulae or
methods shall be clearly referenced.
7.3.5 Computer calculations will only be acceptable if all input is shown, together with calculated
values of intermediate terms and factors and options chosen, as well as final calculated
dimensions, stresses or other values and the computer program has been validated to the
satisfaction of the Owner.

7.3.6 Calculations and drawings that are interdependent, ie, foundation loading and equipment
footprint, shall be presented for appraisal together.

7.4 Drawings

7.4.1 The drawings listed with the Purchase Order/Contract shall be sent by the Vendor/Contractor to
the Owner and/or the Inspection Authority for review and approval.

7.4.2 The components and process to produce the ordered equipment shall be shown in sufficient
detail to be fully appraised, eg, major structural welds shall be shown together with copies of the
weld procedure specifications.

7.4.3 General arrangement drawings shall be to scale and show the relative location and main
dimensions of all components including elevations and orientation of cable glands, lifting lugs,
eyebolts and supports.

7.4.4 Detail drawings which may be included on the general arrangement drawings shall include
thicknesses and dimensions of all components, weld details, machining and surface finish
requirements, gasket and nameplate details.

7.4.5 As-built drawings may be the general arrangement drawings marked-up with the actual as-built
dimensions.

7.4.6 The Vendor/Contractor shall provide, at an early stage, all of the data require to progress the
civil design of the supporting foundations or structure. This shall include, but not be limited to,
the following:-

- size/weight of equipment;
- location of centre of gravity of equipment, or the actual loads at the support points;
- configuration of supports required;

- any dynamic loading considerations that may be pertinent of the foundations or
supporting structure.

In addition Vendor/Contractor shall submit as a minimum the following data and drawings:-

(a) dimensioned outline drawings showing equipment arrangement and elevations;

(b) completed specification sheets giving manufacturer, size, type or model or specific
equipment;

(c) materials of construction;

(d) recommended spare parts for two years continuous operation;

(e) calculations and data as detailed in Section 7.3.2;

(f) material classification code used for design;

(g) details and calculations of hoist design.

7.5 Final Records, Documents and Manuals

7.5.1 Two copies of the Data Dossier shall be supplied, and shall be a record of the manufacturing
process. Where stated in the Purchase Order/Contract, it shall contain the following:

- general arrangement drawing and bill of material;


- the Quality Control Plan;
- material certificates;
- weld procedures;
- welder qualifications;
- NDT procedures and records;
- hazardous area certificates;
- test procedures, and test certificate;
- non-conformity records;
- approvals by the Independent Inspection Authority;
- Certificate of Conformity;
- Owner's Release Certificates.

7.5.2 Six sets of the Installation, Operations and Maintenance Manual (IOM) shall be specifically
compiled for the equipment supplied. A compendium of manufacturer's data for a range of like
products is not acceptable. The IOM shall contain the following:-

- a description of the equipment, and controls philosophy;


- the master document list and certified copies of key drawings;
- packing, shipping and site preservation instructions;
- step by step installation instructions;
- step by step commissioning procedures;
- normal operating procedures;
- step by step procedures for dismantling and re-assembly;
- normal operating and set point values for all instruments;
- routine preventive maintenance schedule and major repair procedures;
- lubrication schedule;
- list of special tools;
- spare parts ordering information;
- for PLCs, a copy of the programme and re-programming procedures.

The IOMs shall be presented in A4 format, and be securely bound in heavy duty 4 ring binders.

7.5.3 The Vendor/Contractor shall produce as-built documents revised to indicate field changes.

7.5.4 The Vendor/Contractor shall supply one set of mylar original drawings.

8.0 PRIOR TO SHIPMENT

8.1 Painting

Surface preparation and painting shall be in accordance with GES X.01, GES X.02 or GES X.03 as
applicable.

8.2 Spares

The Vendor/Contractor shall submit with his proposal, a list of recommended spares for start-up
and for two years operation, for review by the Owner.

8.3 Packing and Storage

8.3.1 This section describes the minimum requirement for the preservation and protection of overhead
and gantry cranes during the sea and land transportation and storage, prior to installation.

8.3.2 The Vendor/Contractor shall be responsible for loading and anchoring the item(s) to prevent
damage during shipment. This shall be done at the Vendor/Contractor's works, and may be
achieved by firmly fixing the equipment to wooden pallets or crates, as part of an approved
packing procedure

8.3.3 The equipment shall be prepared for export shipment by sea. Shipment as non-containerised
deck cargo is not permissible.

8.3.4 The probable storage period will be specified in the Purchase Order/Contract and will extend
from the time of despatch to the time of unpacking at site. If the storage period is not stated, a
minimum period of 24 months shall be assumed.

8.4 Shipping

Detailed shipping arrangements are covered by the Purchase Order/Contract.

The equipment shall not leave the Vendor/Contractor's works for shipment until the Release
Certificate has been approved by the Owner's Inspector.

8.5 Warranty

8.5.1 The Vendor/Contractor shall provide manufacturer's written guarantees that the material, design
and workmanship of the crane are free from defects, and fully conform to this specification and
Data Sheets.

8.5.2 The Vendor/Contractor shall warrant all materials and services supplied against any defect for a
minimum of 12 months after commissioning or 24 months from the date of delivery to site,
whichever is the shorter period, or for the period stipulated in the Purchase Order/Contract.

8.5.3 Should any item be found defective, the Vendor/Contractor shall be responsible for all costs
associated with restoring the equipment to the standard specified by the Purchase
Order/Contract.
