1, Purpose. To implement standardization in Naval Search and.


Rescue (SAR) policies, procedures, training and evaluation
programs. This is a complete revision and should be reviewed in
its entirety.

2. Cancellation. OPNAVINST 3130.6A.

3. Background. The Department of the Navy (DON) maintains a SAR


capability for its own forces and in support of reference (a).
This capability is an inherent responsibility of all operating
forces. The complexity of modern fleet operations has increased
the requirement for the training and standardization of commands
assigned SAR missions as primary and collateral duties. The
variety of possible SAR platforms and divergence of associated
equipment listed by the operating forces necessitates that
standard training, rescue equipment, and procedures be coordinated
among the operating force shore establishments and allied nations.

4. z. This instruction applies to all DON units and


activities capable of conducting search andlor rescue operations
and all units and activities capable of supporting such
operations.

5. General

a. Helicopter Combat Support Squadron THREE (HC-3) is


designated as the Chief of Naval Operations (CNO) SAR Model
Manager, and is responsible for promoting policy and
standardization in SAR training, equipment, manuals, and
procedures for all rescue capable units and associated medical
personnel.

b. The CNO SAR Model Manager (HC-3) remains under the


operational and administrative control of Commander, Naval Air
Force, U. S. Pacific Fleet but is authorized direct liaison with
CNO (N880H) and other agencies in all SAR related matters.

c. References (a) through (d) establish basic SAR procedures,


policies and equipment. CNO SAR Conference and SAR Advisory Board
procedures are established in enclosures (1) and (2). Enclosure
(3) outlines Aviation Unit SAR Policies and Evaluation procedures.
Enclosures (4) through (28) address SAR training requirements for
pilots, rescue aircrewmen, rescue crewchiefs, rescue boatl
forecastle crew, and surface rescue swimmers. Enclosure (29),
pages (1) aviation and (2) surface are annual command SAR summary
reports. Enclosure (30) gives guidance on SAR Excellence Award
inputs. Enclosure (31) is the OPNAVINST 3130.6 change
recommendation form.

6. Definitions

a. CNO SAR Sponsor. The SAR Standardization Program shall be


under the sponsorship of CNO (N88). N869 should be consulted on
all SAR issues related to surface units.

b. Rescue Capable Helicopters. All naval helicopters are


capable of performing search andlor communications assistance
during a SAR. With the exception of the AH-1, all helicopters are
potentially capable of landing to recover victims or can deploy a
raft to assist an overwater rescue. Only those helicopters
configured with a personnel rescue hoist will be considered
overwater recovery capable; and of these, only helicopters
equipped with a coupled doppler system may be considered night
overwater recovery capable. Helicopters that do not have an
operable coupled doppler system may be considered night overwater
recovery capable in accordance with T’fCOM/TypEWING
Night Vision Device (NVD) training, qualification and proficiency
instructions.

c. Rescue Aircrewmen and Rescue Crewchiefs. Rescue


aircrewmen are defined as naval aircrewmen who are qualified and

designated in accordance with specific helicopter NATOPS manuals
and this instruction to deploy from the helicopter during a SAR or
MEDEVAC mission. Examples are: Helicopter Rescue Swimmer,
Helicopter Inland Rescue Aircrewmen, and SAR Medical Technician.
For the purpose of clarification in this instruction, a rescue
crewchief is defined as a naval aircrewman who is qualified and
designated in accordance with NATOPS manuals to operate helicopter
systems and deploy/recover rescue aircrewmen and equipment during
a SAR or MEDEVAC mission. Examples are crewchiefs, first
aircrewmen, tactical systems operator, and sensor operators.

d. Rescue Capable Ships. All classes of surface ships are


considered rescue capable either through the use of deck recovery,
motor whaleboat and/or rigid hull inflatable boat (RHIB) crews.

e. Rescue Swimmer School Model Manager. Surface and aviation


rescue swimmer instructor training and category I and II course
curriculum preparation are the responsibility of the Rescue
Swimmer School Model Manager (RSSMM). Commanding Officer, Naval
Aviation Schools Command is designated as the RSSMM. The RSSMM is
responsible for identifying audiovisual training needs, conducting
the Rescue Swimmer Instructor Course and advising Chief of Naval
Education and Training (CNET) and CNO on training matters related
to these courses. The RSSMM evaluates the rescue swimmer training
sites annually to ensure all safety requirements are met and the
approved curriculum is being taught. The RSSMM chairs the annual
RSS Curriculum Review”Conference and distributes changes once
approved by CNO. The RSSMM shall provide the CNO SAR Model
Manager a copy of the CNO approved surface and aviation category I
and II curriculum and changes as they occur.

f. Rappel School Model Manager. Basic Helicopter Rappel


Indoctrination training and course curriculum preparation are the
responsibility of the Rappel School Model Manager (RSMM).
Commanding Officer, Helicopter Combat Support Squadron THREE is
designated as the RSMM. The RSMM is responsible for advising
Chief of Naval Education and Training (CNET) and CNO on training
matters related to this course. The RSMM evaluates the basic
helicopter rappel training sites annually to ensure all safety
requirements are met and the approved curriculum is being taught.
The RSMM chairs the Basic Helicopter Rappel Indoctrination course
Curriculum Review Conference and distributes changes once approved
by CNO. The RSMM shall provide the.CNO SAR Model Manager a copy
of the CNO approved curriculum and changes as they occur.

9. SAR Evaluation

(1) Aviation Units. The TYCOM SAR Evaluator shall conduct
an evaluation of SAR training and readiness of aviation units with
assigned helicopters per enclosures (3) through (20) of this
instruction every 12 months. Evaluations expire at the end of the
month of the evaluation anniversary. Reporting requirements are
outlined in enclosure (3), paragraph 5. SAR Evaluation failure
will result in removal of SAR Certification and notification of
Immediate Superior in Command (ISIC).

For squadrons that utilize the Interdeployment Training Cycle and


deploy as a unit (i.e., HS), the periodicity of the evaluation
will be a minimum of once per Interdeployment Training Cycle, but
in no case shall exceed 24 months.

(2) Surface Units. The TYCOM SAR Evaluator shall conduct


an evaluation of surface ship’s recovery/rescue crews and surface
rescue swimmers. The evaluation shall be administered once per
inter-deployment cycle, not to exceed 24 months in accordance with
enclosures (21) through (28). Reporting requirements are outlined
in enclosure (21). Evaluations expire at the end of the 24th ,
month. SAR Evaluation failure will result in removal of SAR
Certification and notification of the ISIC.

(3) Naval Air Stations/Naval Bases. The TYCOM SAR


Evaluator shall conduct an evaluation of the SAR training and
readiness status of these units. The evaluation will be conducted
in accordance with the relevant portions of both the aviation unit
and surface unit requirements contained within this instruction.
Evaluation cycle shall be every 12 months. Evaluations expire on
the last day of the evaluation anniversary month. Reporting
requirements are outlined in enclosure (3), paragraph 5. SAR
Evaluation failure will result in removal of SAR Certification and
notification of the ISIC.

(4) Training Units. The TYCOM SAR Evaluator shall conduct


an evaluation of SAR training and readiness of Aviation and/or
Surface Rescue Swimmers and Search and Rescue Medical Technicians
assigned to instructor billets in commands that do not maintain
rescue capable helicopters. The evaluation will consist of the
relevant portions of the aviation and/or surface rescue swimmer
and equipment maintenance requirements contained within this
instruction. Evaluation cycle’shall be every 12 months.
Evaluations expire on the last day of the evaluation anniversary
month. Reporting requirements are outlined in enclosure (3),
paragraph 5. SAR Evaluation failure will result in removal of SAR
Certification and notification of the ISIC.

NOTE : TYCOMS UNABLE TO DESIGNATE THEIR OWN SAR EVALUATION UNIT
ARE TO REQUEST, THROUGH LETTERS OF AGREEMENT, SAR EVALUATIONS By
ESTABLISHED SAR EVALUATION UNITS. LETTERS OF AGREEMENT SHALL
INCLUDE FUNDING ARRANGEMENTS AND THE DESIRED ROUTING OF THE
FINAL REPORT.

h. SAR Certification. Satisfactory completion of a SAR


Evaluation grants certification to conduct SAR operations and
associated operations requiring SAR capabilities.

7. Responsibilities

a. CNO SAR Sponsor. The CNO SAR Sponsor will coordinate


plans, policies, and guidance through all affected elements of the
CNO staffs, convene/sponsor the CNO SAR Conference, and sign out
SAR Conference action items.

b. Fleet Commanders in Chief. Should exercise SAR units and


SAR command and control organizations in fleet and joint
exercises.

c. SAR Conference Executive Committee. The SAR Conference


Executive Committee is composed of representatives from those
commands listed in enclosure (l). At the CNO SAR Conference the
executive committee will review action items and recommendations,
assign action items to cognizant organizations, and prioritize the
most critical items. Command representatives shall have the
authority to speak and vote for their command on action items and
recommendations.

d. TYCOMS . Applicable type commanders shall designate SAR


Evaluation Units within their commands to train, evaluate, and
assist individual commands in developing and implementing search
and rescue programs. Established TYCOM SAR Evaluation Units may
be used to evaluate the units of other TYCOMS through Letters of
Agreement. The evaluation units shall be staffed as follows:

(1) Air Activities. The officer,evaluator shall be a


designated Helicopter Aircraft Commander [HAC) and have attended a
reco&ized SAR Planning Course. The enlisted evaluator shall be a
highly experienced individual with a current aviation rescue
swimmer Navy Enlisted Classification (NEC) 8215/7815 and
helicopter rescue aircrewmen qualification. The SAR Medical
Technician evaluator shall be a highly experienced individual with
current NEC 8401 and inland rescue aircrewmen training. SAR
Evaluations shall be conducted in accordance with this instruction
and TYCOM instructions/requirements. The SAR evaluation staff

shall maintain applicable qualification and proficiency
requirements of this instruction.

(2) Surface Activities. The evaluation team will include


members who are thoroughly familiar with all facets of surface SAR
procedures. The team will include but will not be limited to: one
graduate of a recognized SAR planning course and an enlisted
evaluator. The enlisted evaluator shall be a highly experienced
individual with a current Surface Rescue Swimmer NEC 0170
qualification. Aviation Rescue Swimmers NEC 7815/8215 who have
met the Surface Rescue Swimmer qualification and evaluation
requirements as certified by CNO Surface SAR Model Manager or
designated representative may serve on the TYCON Evaluation Team
when Surface Rescue Swimmers NEC 0170 are not available. The
enlisted evaluator shall maintain applicable qualification and
proficiency requirements of this instruction.

e. Naval Air Systems Command/Naval Sea Systems Command/Bureau


of Medicine and Surgery Units. Shall keep the.CNO SAR Model
Manager abreast of developments related to SAR equipment. Shall
make prototype or existing SAR/life support equipment available to
the CNO SAR Model Manager for operational test and evaluation for
search and rescue compatibility.

f. CNO SAR Model Manager. Responsible for the ‘establishment


of SAR policy and the promotion of standardization in training,
equipment, and procedures. Shall review all SAR Evaluation
Reports to ensure Navy-wide SAR standardization. Shall conduct
the CNO SAR Conference, per enclosure (l); the SAR Advisory Board,
per enclosure (2); and coordinate the completion of conference
generated action items. Shall conduct an annual evaluation of
TYCOM SAR Evaluation Units to ensure standardization and
compliance with this instruction. Responsible for keeping the CNO
SAR Sponsor and affected elements of the CNO staff abreast of all
SAR related matters.

~. Commanding Officers of Individual Units. Shall comply


with proficiency requirements set forth in this instruction.
Shall review SAR capabilities and operations on an annual basis.

h. Command SAR Officer. The unit SAR officer shall be a


graduate of Naval Search and Rescue Officer Course (E-2G-2001) and
be designated in writing by the Commanding Officer. The SAR
officer shall be responsible for maintaining an operational SAR
capability through training, qualification and proficiency
requirements in accordance with criteria set forth in this
instruction. The SAR officer shall ensure SAR and Medical report
requirements are completed and submitted per reference (b).

Ensure enclosure (29), Annual SAR Report, is submitted annually by
31 January to the CNO SAR Model Manager (HC-3, ‘Code 60).

(1) Air Activities SAR Officer. Shall bea designated HAC


and be a graduate of Naval Search and Rescue Officer Course (E-2G-
2001) . The SAR officer shall ensure SAR training and proficiency
requirements for pilots, rescue aircrewmen and rescue crew chiefs
are maintained and documented. Shall fly an annual SAR evaluation
flight with the TYCOM evaluator. Shall ensure the command ground
and flight training syllabi include areas specified in enclosures
(4), (5), (10), and (16). Shall ensure all rescue aircrewmen
complete initial qualifications as directed by this instruction.
Shall ensure that all SAR directives, manuals, and SARGRAMS are
current, available, and routed to all aircrew and to the Aviators
Equipment Branch regarding rescue/survival equipment. Shall be
familiar with SAR Planning and requirements contained in
references (a) through (j).

(2) Surface Units SAR Officer. Shall be responsible for


ensuring all training and proficiency requirements per enclosures
(21) through (29) are maintained and documented for rescue
swimmers and forecastle/boat rescue teams. Shall be familiar with
SAR planning and requirements of references (a) through (k). The
Surface SAR Course (E-2G-2002 or K-221-2155) will satisfy this
requirement. Shall ensure that each watch section has a Petty
Officer who has attended SAR Surface Ship Course (K-221-2155) or
Surface SAR Officer Course (E-2G-2002). Shall ensure all
necessary publications are onboard, current and available for
rescue swimmers, rescue teams and bridge watch standers. Shall
ensure that each ship has one OS or QM graduate (E-5 or above) of
a recognized SAR Planning Course.

i. Aviation Standardization Petty Officers.

(1)
.—, Aviation Command SAR Standardization Pettv Officer.
Shall be a graduate of the SAR Petty Officers Course ‘(E-050-0027).
Shall be designated in writing by the Commanding Officer. Shall be
recommended and evaluated by the TYCOM SAR Evaluator. The TYCOM
evaluation shall be per enclosure (5) subparagraph 3. (f) and shall
include a flight phase that covers swimmer deployment/recovery,
equipment use and rescue procedures. A copy of the evaluation,
enclosure (6), shall be filed in the individual’s NATOPS training
record. Shall recommend and evaluate an Assistant SAR
Standardization Petty Officer(s) for the command. Shall be
responsible for the training and indoctrination of all command
rescue swimmers. Shall ensure an annual evaluation is conducted
on each rescue swimmer assigned to the command. Guidelines for
conducting the rescue swimmer evaluation are contained in

enclosure (5) Shall ensure proper documentation of all SAR
training and that proficiency records are maintained on each
rescue swimmer per enclosure (20).

(2) Aviation Assistant SAR Standardization Petty Officer.


Shall be designated in writing by the Commanding Officer. Shall
be recommended and annually evaluated by the Command SAR
1: Standardization Petty Officer. A copy of the evaluation shall be
filed in the individual’s NATOPS training record. Shall conduct
annual SAR evaluations, when directed by the Command SAR
Standardization Petty Officer, on rescue swimmers assigned to the
command. Guidelines for conducting rescue swimmer evaluations are
contained in enclosure (5).

(3) Helicopter Inland Rescue Aircrewmen (HIRA)


Standardization Petty Officer. Shall be designated in writing by
the Commanding Officer. Shall be recommended and evaluated by the
TYCOM SAR Evaluator. The TYCOM evaluation shall be per enclosure
(16) subparagraph 3.(d) and shall include a flight phase that
covers HIRA deployment/recovery, equipment use and rescue
procedures. A copy of the evaluation, enclosure (17), shall be
filed in the individual’s NATOPS training record. Shall recommend
and evaluate an Assistant HIRA Standardization Petty Officer for
the command. Shall be responsible for the training and
I indoctrination of all command HIRA’s. Shall ensure an annual
evaluation is conducted on each HIRA assigned to the command.
Guidelines for conducting the HIRA evaluation are contained in
enclosure (16) Shall ensure proper documentation of all HIRA
training and.that proficiency records are maintained on each HIRA
per enclosure (20).

(4) Assistant HIRA Standardization Petty Officer. Shall


be designated in writing by the Commanding Officer. Shall be
recommended and annually evaluated by the HIRA Standardization
Petty Officer. A copy of the evaluation shall be filed in the
individual’s NATOPS training record. Shall conduct annual HIRA
evaluations, when directed by the HIRA Standardization Petty
Of’ficer, on HIRA’s assigned to the command. Guidelines for
conducting HIRA evaluations are contained in enclosure (16)

I (5) Aviation SAR Standardization Medical Technician.


Shall be designated in writing by the Commanding Officer. Shall be
recommended and evaluated by the TYCOM SAR Medical Technician
Evaluator. The TYCOM evaluation shall be per enclosure (11) and
sh,allinclude a flight phase that covers deployment/recovery,
equipment use and medical procedures. A copy of.the evaluation,
enclosure (12), shall be filed in the individual’s NATOPS training

record. Shall be responsible for the training and.indoctrination
of all command SAR Medical Technicians. Shall ensure an annual
SAR evaluation is conducted on each SAR Medical Technician
assigned to the command. Enclosures (11) and (12) contain
guidelines for conducting the SAR medical technician evaluation.
Shall ensure proficiency records are maintained on each SAR
Medical Technician and all SAR training is properly documented.
Shall ensure command SAR Medical Technicians complete the Medical
Rescue Report (SAR Form 3-50A) in a timely and efficient manner
and forward it to the command’s SAR Officer following each
rescue/medical evacuation (MEDEVAC). Shall be fully qualified in
accordance with this instruction and reference (h).

(6) Assistant Aviation SAR Standardization Medical


Technician. Shall be designated in writing by the Commanding
Officer. Shall be recommended and annually evaluated by the
Aviation SAR Standardization Medical Technician. A copy of the
evaluation shall be filed in the individual’s NATOPS Training
record. Shall conduct annual evaluations, when directed by the
Aviation SAR Standardization Medical Technician, on the SAR
Medical Technicians Assigned to the command. Guidelines for
conducting SAR Medical Technician evaluations are contained in
enclosures (11) and (12).

8. Waivers. This instruction issues specific CNO guidance and


policy. Except as otherwise delineated in enclosures (5) and
I (22), waivers to these provisions shall be requested from the
applicable TYCOM. A copy of the TYCOM approved waiver shall
be sent to the CNO SAR Model Manager. Waiver requests shall
indicate the purpose and time extension requested. Approved
waivers shall be in writing and documented in appropriate training
records.

9. Reports and Forms

Reports required by this instruction are exempt from


repo~~s control by SECNAVINST 5214.2B.

SAR CONFERENCE PROCEDURES

1. General. The effectiveness of the SAR program is largely


dependent upon review and update of SAR manuals, procedures, and
equipment to ensure that they reflect current and accurate
information. The formal SAR Conference is the primary means of
carrying out this phase of the program. Procedures set forth in
this enclosure are intended to ensure that maximum benefits are
realized from these conferences.

2. Responsibility. The responsibility for scheduling and


convening the SAR Conference rests with the CNO SAR sponsor. The
responsibility for chairing and hosting a SAR Conference rests
with the CNO SAR Model Manager.

3. Scheduling. SAR Conferences will be held every 18 to 24


months. Close coordination with activities that have a SAR
responsibility is essential in scheduling a SAR Conference to
avoid conflicting with other conferences.

4. Conference Location. SAR Conferences will normally be held at


the CNO SAR Model Manager’s home station (NAS North Island, San”
Diego, CA), unless the CNO sponsor believes that the interests of
SAR would best be served at another location.

5. Convening Announcement. When the date of the SAR Conference


has been determined, the CNO Sponsor shall originate the convening
announcement. Announcement of the SAR Conference shall be via
message, and shall be addressed as a minimum to all SAR Conference
Executive Council members, Naval Personnel Command (PERS-404EC),
Bureau of Medicine and Surgery (BUMED-5352), the SAR Advisory
Board members, Aviation Supply Office, U.S. Army, Naval Safety
Center, U.S. Coast Guard, and the U.S. Air Force. The
announcement should precede the conference convening date by at
least 60 days. The body of the message shall include the date and
location of the conference, a deadline (30 days prior to the
conference) for submission of action items to the SAR Model
Manager, a request for attending commands to provide name, grade,
and billeting requirements of their representatives to the hosting
activity, and a request for TYCOMS to inform their units of the
conference and call for agenda items.

6. Conference Agenda. Items shall be forwarded to arrive at the


SAR Model Manager no later than 30 days prior to the convening
date. Agenda items received after the deadline shall be retained
by the SAR Model Manager until the conference and submitted to the
conference at the discretion of the SAR Model Manager and the CNO
Sponsor.

7. SAR Conference Executive Committee. Shall be composed of


representatives from CNO, Commandant of the Marine Corps (CMC),
Commander in Chief, U.S. Pacific Fleet (CINCPACFLT), Chief of
Naval Education and Training (CNET), Chief of Naval Reserve
(CNAVRES), TYCOMS, Commander Naval Air Systems Command
(COMNAVAIRSYSCOM) , and the Chief of Naval Air Training (CNATRA).

8. Conduct of a SAR Conference. The CNO SAR Model Manager shall


provide a schedule of events and list of agenda items to the
attendees and shall act as the Chair of the conference.
Discussions should be relatively informal; however, the Chair
shall exercise the authority to discontinue a discussion when it
is no longer profitable and call for a vote, defer the agenda item
pending receipt of additional information, or refer it to a
committee for further study. Voting membership shall be limited
to the SAR Conference Executive Committee. The CNO SAR sponsor
will determine any voting procedures other than those ,specified
herein, to include restricting voting rights on specific subjects
of limited scope to only those cognizant commands. Committees may
be appointed to consider specific agenda items.

9. Reports. The SAR Model Manager shall prepare an official


record of agenda items discussed and the resulting decisions.
These minutes shall be signed and published by the CNO. Copies
shall be sent to all,conference attendees and commands with
assigned action. Those commands with assigned action items will
provide the CNO SAR Model Manager with points of contact within 30
days after receipt of the minutes and a quarterly progress update.
If a delay in completion of an assigned action item occurs, the
CNO SAR Model Manager shall be notified.

SAR ADVISORY BOARD (SAB) PROCEDURES

1. General. In order to promote continued standardization,


address issues of an immediate nature, and keep the fleet
advised, the CNO SAR Model Manager and staff will meet annually
or as necessary between SAR Conferences with representatives from
CNO (N093); Headquarters, Marine Corps; Chief, Bureau of Medicine
and Surgery (Code-5352) ; TYCOM SAR Evaluation Units, helicopter
and surface rescue swimmer schools and curriculum model managers;
and helicopter aircrewman rappelling schools and curriculum model
manager.

2. Responsibility. The responsibility for scheduling, convening


and chairing the SAB rests with the CNO SAR Model Manager.

3. SAB Conference Agenda Items. Fleet andlor SAB representative


generated agenda items that the CNO Sar Model Manager, deems of an
immediate nature will be discussed at the SAB Conference. Agenda
items shall be submitted to the CNO SAR Model Manager no later
than 30 days prior to the convening date.

4. Conduct of the SAB. The CNO SAR Model Manager shall act as
Chair of the conference. He/stie shall conduct the conference in
accordance with the schedule of events disseminated with the
agenda items. A record shall be kept of the agenda items
discussed and the resulting decisions. That record shall be
forwarded to the CNO SAR Sponsor (N880H) for approval and sent to
all attendees and any others the CNO SAR Model Manager deems
appropriate. Action items not requiring immediate resolution
should be retained with the SAB recommendation for inclusion in
the next CNO SAR Conference. Those items requiring immediate
resolution shall be forwarded to the appropriate command for
action with results/updates to the CNO SAR Model Manager on a
monthly basis.

‘5. Notification procedures. In order to meet temporary


‘additional duty (TAD) projections, CNO SAR Model Manager is
directed to notify all SAR Advisory Board members, via naval
message, 6 months in advance of projected meetings.

AVIATION UNIT SAR POLICIES AND EVALUATION PROCEDURES

1. The following general policies, qualifications,


requalification and procedures are set forth:

a. SAR Mission Crew Requirements. Crews assigned to SAR


missions (including plane guard) shall be fully qualified for SAR
in accordance with this instruction and applicable NATOPS flight
manuals. The helicopter aircraft commander (HAC) shall have
completed a helicopter pilot initial SAR training syllabus(seven
lectures and one quarterly flight) containing requirements
outlined in enclosure (4), in addition to other requirements that
may be delineated by local instructions. For night overwater
missions, the HAC shall be current in accordance with NATOPS/loca]
instructions for night approaches to a doppler assisted hover.
The co-pilot, at a minimum, may maintain currency via hooded
approaches conducted during a quarterly SAR flight or in a flight
simulator. The rescue swimmer shall have completed a helicopter
rescue swimmer initial SAR training syllabus and be currently
qualified in accordance with enclosure (5).

b. Aviation Rescue Swimmer Requirements

(1) Helicopters assigned an overwater SAR mission, i.e.,


plane guard, coastal air station SAR, etc., shall be adequately
manned and equipped in accordance with reference (b) and be
prepared to deploy a rescue swimmer to assist the survivor. The
rescue swimmer shall be attired in accordance with reference (b)
and be prepared for immediate water entry when: the aircraft is
engaged in an active SAR mission, or for plane guard during actual
launch and recovery cycles.

(2) All helicopters have SAR as an inherent mission and


form the bulk of SAR assets. Therefore, all helicopters operating
overwater with the minimum crew, aircraft equipment for SAR, and a
qualified rescue swimmer(s) shall have at least one swimmer with
all rescue equipment required for water entry’and shall be capable
of conducting search and rescue operations.

(3) Rescue Swimmer Deployment. The rescue swimmer shall


I enter the water and assist the survivor(s) in all cases unless the
HAC determines that the circumstances will unnecessarily endanger
the rescue swimmer.

(4) Rescue Swimmer Deployment for Inanimate Objects.


Rescue swimmers may be deployed for day/visual meteorological
conditions (VMC) open ocean recoveries of inanimate objects,
provided such deployment is not prohibited by the applicable
NATOPS manual, or local instruction. Night/instrument
meteorological conditions (IMC) open ocean deployments for

inanimate objects are prohibited unless deemed an operational
necessity.

(5) Open Ocean Rescue Swimmer Deployment

(a) Night/IMC open ocean rescue swi~er deployment is


permitted only during actual SAR/mission essential evolutions.

(b) Safety standards of operations for day/VMC open


ocean rescue swimmer deployment for training shall include as a
minimum:
1. A rescue boat in visual contact with the
rescue swimmer(s) undergoing training. The boat shall be manned
and equipped in accordance with reference (b) with a rescue
swimmer dressed for immediate water entry, a level “A” medical kit
onboard and be in two-way radio communications with the rescue
helicopter. A rescue boat is most desirable while training
helicopter rescue swimmers. A second SAR helicopter airborne in
two-way radio communications and in visual contact with the rescue
swimmer(s) is an acceptable substitute if operational commitments
dictate.

2. Sea state of two or less.

3. Ceiling/visibility at least 500 feet/one


nautical mile.

4. Rescue swimmer(s) shall be attired as required


by reference (b).

5. CV or parent vessel in close proximity.

(6) Rescue Swimmer Deployment in Protected Waters for


Training.

(a) Day/VMC. A safety boat shall be in visual contact


with the helicopter(s) and rescue swimmer(s) undergoing training.
A second SAR helicopter airborne in two-way radio communications
and in visual contact with the rescue swimmer(s) is an acceptable
substitute.

(b)
. Niaht.
. A safetv boat shall be in visual contact
with the helicopter(s) and rescue swimmer(s) undergoing training.

(c) Safety standards of operations for day/night


protected waters rescue swimmer training shall include as a
minimum:

1. Safety Boat. A safety boat is defined as a


motor powered boat of sufficient size to safely transport boat

crew, required equipment and all rescue swimmers involved in


training. The minimum required crew and equipment are: one
coxswain, one rescue swirmnerattired per reference (b) for
immediate water entry, one medevac rescue litter with flotation,
one operable radio and one level “A” medical kit. The safety boat
must be on station in the training area, fully manned, equipped
and in two-way radio communication with the helicopter/s prior to
commencing water entry training. The safety boat shall maintain
station to provide assistance to rescue swimmers and intercept
surface traffic interference if required.

2. Sea state of two or less.

3. Ceiling/visibi ity at least 500 feet/One


nautical mile.

4. Rescue swimmer s) shall be attired as required


by reference (b).

2. Aviation Unit SAR Evaluation Procedures. Unit SAR Evaluations


conducted by the TYCOM SAR evaluation unit shall consist of the
following:

a. Pilot Subject Area

(1) Review SAR publications.

(2) Review Command SAR plan and SAR standard operating


procedures (SOP).

(3) Review SAR ground and flight training syllabi.

(4) Review pilot ground and flight training records.

(5) Written open and closed book examination for all


command helicopter pilots as outlined in enclosure (4). The
commanding officer shall ensure maximum pilot and aircrew
participation during all testing phases, both academic and
practical. All personnel not on leave, TAD, or deployed shall be
tested during the TYCOM evaluation.

(6) Evaluation of the SAR Officer will consist of a SAR


brief and flight as outlined in enclosure (4). The flight shall
be accomplished provided weather or insufficient flight hour
funding does not preclude its completion. The SAR evaluator need
not be pilot qualified in model (PQM) in order to fly as copilot
and conduct the evaluation flight.

3. Grading Criteria. Each of the above areas will be assigned a


subjective grade (qualified, requires attention or unqualified) .
At the completion of the evaluation an overall subjective grade
for the command will be assigned with an optional adjective
description of “Outstanding”, “Excellent”, or “Satisfactory” at
the discretion of the senior evaluator. Subjective grades. are
defined as follows:

(a) Q (Qualified). That degree of standardization


demonstrated which exhibits a good knowledge, thorough
understanding, and compliance with applicable instructions,
manuals, and directives.

(b) RA (Requires Attention). That degree of standardization


demonstrated which exhibits a knowledge of applicable
instructions, manuals, and directives. Compliance of which
generally meets minimum acceptable standards but may be
substandard occasionally. No reinspection by TYCOM evaluation
team is required.

(c) UQ (Unqualified). That degree of standardization


demonstrated which generally fails to meet minimum acceptable
criteria per applicable instructions, manuals and directives.
Supervised instruction is needed until a grade of RA or Q.can be
achieved. The grade of “Unqualified” assigned to any section
requires reinspection of that section within 60 days. The grade

of “Unqualified” assigned to the overall evaluation requires a
complete reevaluation within 90 days.

Notes:
A grade other than Q may be assigned for poor pilot or aircrew
participation during testing phases(academic or practical), even
with individual scores or squadron average above passing. Grading
is at the discretion of the senior evaluator, however, the
following discrepancies shall warrant a grade of “unqualified”
being assigned to the overall evaluation:

a) Any repeat discrepancy of a serious nature (as determined by


the TYCOM evaluator team) that has gone uncorrected or has
worsened in nature.

b) Training documentation lapses for a significant number of


personnel (40% or more of the pilots or aircrewmen) or lapses in
required academic or practical training in excess of 6 months.

c) Multiple instances of personnel standing ready duty SAR,


including Plane Guard while in an unqualified or down status.
This includes failure to meet proficiency requirements or training
requirements per this instruction or any applicable TYCOM, Wing or
squadron currency requirement. This also applies individuals
standing SAR duty with expired qualifications (i.e., NATOPS, SMT
annual, Rescue Swimmer annual, SAR jumps, Quarterly SAR Flight
etc. )

I d) Any equipment/gear discrepancy which directly impacts aricew or


survivor safety.

4. A debrief shall be held following the evaluation with the unit


commanding officer and other personnel as appropriate.

I 5. UDon completion of the unit SAR evaluation, the senior member


of the evaluation team shall ensure the completion and forwarding
of the evaluation report to the commanding officer. The TYCOM SAR
“Evaluator shall forward a copy of the report to.the CNO SAR Model
Manager and a copy of the report to the command’s ISIC in cases of
repeat discrepancies or grades of “Unqualified”.

6. Reinspections/assist visits. In the event a command receives


an “unqualified” grade or desires an assist visit by the TYCOM
evaluator, all costs of the associated visit shall be born by the
requesting command.

SAR TRAINING AND EVALUATION REQUIREMENTS FOR PILOTS

1. This enclosure outlines minimum annual pilot SAR training


requirements for both ground and flight training. Commands shall
prepare a training program that incorporates these requirements
into comprehensive ground and flight training syllabi. The
command SAR Officer shall ensure documentation for these
requirements includes dates or completion.

NOTE : CREWS ASSIGNED SAR MISSIONS (INCLUDING PLANE GUARD AND


MEDEVACS) SHALL BE FULLY QUALIFIED FOR SAR IN ACCORDANCE WITH THIS
INSTRUCTION AND APPLICABLE NATOPS FLIGHT MANUALS. IN ORDER TO BE
CURRENT FOR A SR OF MEDEVAC MISSION, THE HAC SHALL HAVE COMPLETED
THE GROUND AND FLIGHT TRAINING SYLLABUS BELOW, AND ANY OTHER
REQUIREMENTS DELINEATED BY LOCAL INSTRUCTIONS.

2. Ground Training

a. Frequency and Applicability. All pilots assigned to a


command shall receive ground training lectures in their entirety a
minimum of once per quarter. The entire ground training syllabus
shall be completed a minimum of once per year by.all pilots
assigned. Makeup Lectures shall be sufficiently detailed to allow
pilo~s to review the material and thereby meet training
requirements in the event a lecture is missed. The following is a
description of the minimum required content for each of the seven
lectures:

3. F1 ght Training

a. Frequency and Applicability. All pilots assigned to a


command shall fly a SAR training flight a minimum of once per
quarter (the prosecution of an actual SAR may be documented as SAR
training) . Additionally, each pilot must complete an annual SAR
evaluation flight which may be conducted concurrently with the
annual NATOPS check flight and annotated on the NATOPS flight
evaluation report. The flight may be conducted separately from the
NATOPS check by the command SAR officer, NATOPS officer or
assistant NATOPS officer, with documentation signed by the
commanding officer, and placed in the NATOPS or Training Jackets.
The annual flight required items are identical to quarterly SAR
flight required items. The annual SAR Evaluation flight is the
only flight that may be combined with a NATOPS check. Both the

annual SAR Evaluation Flight and each Quarterly SAR Training
Flight should be annotated with the appropriate Flight Purpose
Code in accordance with OPNAVINST 3710.7 series. For example, 1Po
for the Quarterly SAR Flight and 2L5 for the annual SAR Evaluation
Flight.

b. Flight Training Syllabus. The following items must be


accomplished by each pilot logging a Quarterly SAR Training
Flight/Annual SAR Evaluation Flight:

grade, it is at the,discretion of the commanding officer to

AVIATION RESCUE SWIMMER AND RESCUE CREWCHIEF TRAINING, PROFICIENCY
AND EVALUATION REQUIREMENTS

1. Initial Training Requirements for Command Aviation Rescue


Swimmer Designation. Initial refers to newly reporting rescue
swimmers and shall be completed upon initially reporting to each
command. The individual shall:

a. Be a graduate of a CNO-approved category I Aviation Rescue


Swimmer School (Q-050-0600).

b. Be adult, child, and infant certified equivalent to


American Red Cross (ARC) “CPR” for the professional rescuer or
American Heart Association (AHA) “C” card health care provider
course, and annually demonstrate proficiency, verified by a
qualified Cardiopulmonary Resuscitation (CPR) instructor. Annual
proficiency demonstration applies to CPR Instructors as well. CPR
Currency shall be maintained based on expiration date of CPR card
as specified by certifying agency.

c. Complete initial training checklist. Enclosure (7) shall


be used to document completion of initial requirements. Commands
shall supplement checklist with additional lectures and materials
pertinent to local mission requirements. The initial checklist
includes the following requirements:

*(1) Perform 4 day deployments (10/10 or 15/0) from a


helicopter. Deployments should be from a command type aircraft,
two of which shall be rescues of a simulated survivor. Enclosure
(9) shall be used to document day deployment requirements.

+(2) Perform two night deployments (hoist) in protected


waters from a helicopter capable of night overwater rescue.
Deployments should be from command type aircraft. Both shall be
rescues of a simulated survivor. Enclosure (9) shall be used to
document night deployment requirements.

2. Refresher Training Requirements for Command Helicopter Rescue

a. Previously qualified rescue swimmers who have not


performed the duties of a rescue swimmer for a period of 2 years
or more shall complete the following requirements:

(1) Graduate the CNO approved Category II Rescue Swimmer


Course (Q-050-0604). Successful completion of Rescue Swimmer
Instructor Course (Q-050-0601) will also satisfy this requirement.

(2) Complete requirements listed in paragraph (lb) \

b. Previously qualified rescue swimmers who have not

f. Annually complete evaluation administered by the Command


SAR Standardization Petty Officer or Assistant. Enclosure (6)
shall be used to document evaluation. The evaluation shall
consist of the following:

THE LAST EVALUATION. THE LAST DAY OF THE MONTH IN WHICH THE
PRACTICAL (POOL) EVALUATION IS COMPLETED SHALL BE USED TO COMPUTE
THE 12-MONTH PERIOD. EVALUATION SHALL BE COMPLETED WITHIN 30 DAYS
OF COMMENCEMENT, SPECIFICALLY, WRITTEN TEST, PHYSICAL FITNESS TEST
AND POOL PORTION.

NOTE : LIVE PRACTICE RESCUE LITTER OPERATIONS FROM A HELICOPTER


SHALL BE COMPLETED TO THE POINT AT WHICH THE SIMULATED SURVIVOR IS
HOISTED 10-15 FEET CLEAR OF THE WATER. THE SIMULATED SURVIVOR
SHALL THEN BE LOWERED AND REMOVED PRIOR TO RECOVERY OF THE LITTER.

(1) 40 question closed book examination. Minimum grade of


3.4 required to pass examination. Subject matter shall encompass
areas outlined in enclosures (7) and (8), American Red Cross
Standard First Aid manual and the NWP 3-50.1.

(2) Practical evaluation of the following areas:

(a) ,Lifesaving procedures (approaches, carries,


releases, and escapes) .

(b) Parachute disentanglement procedures.

(c) Rescue equipment and device procedures.

(d) Rescue hand signals.

(e) Simulated trauma scenario using first aid, CPR,


level “A” medical kit, rescue litter and blood borne pathogen
prevention procedures.

(f) During the TYCOM SAR evaluation of the command, a
flight evaluation of the Cormnand SAR Standardization Petty
Officer, a Rescue Crew Chief and a Command Rescue Swimmer shall be
conducted. The flight evaluation will include deployment/recovery
procedures, equipment usage and rescue procedures.

(3) Verification of current CPR certification.

(4) perform phvsical fitness test as outlined in paragraph


6 of this enclosure.- “

(5) Verification of current annual day and night water


deployments.

(6) Verification of current water training requirements.

(7) Verification of current annual ground training lecture


requirements.

9. Failure to successfully complete the annual evaluation and


maintain rescue swimmer physical fitness requirements of paragraph
6 of this enclosure will require a re-evaluation within 30 days by
the command SAR standardization petty officer or assistant.
Rescue swimmers who fail the re-evaluation shall appear before a
command evaluation board. After consideration of all
circumstances, the board shall recommend one of the following
courses of action for commanding officer approval:

(1) Written removal of Command Rescue Swimmer designation


for a period of refresher training (not to exceed two months).
During this period, the board may direct remedial training to
correct deficiency followed by an evaluation by the command SAR
standardization petty officer or assistant. Upon successful
completion of the evaluation, the commanding officer may re-
designate the individual as a Conunand Rescue Swimmer. If rescue
swimmer fails to satisfactory complete the re-evaluation, the
conunandevaluation board shall recommend the provisions of
paragraph 3g(2) of this enclosure.

(2) Removal of rescue swimmer designation and NEC


7815/8215.

h. If proficiency requirements have expired (without waiver


aPProval) for a period of less than 60 days, the Comand Rescue
Swimmer shall be removed from an operational status as a rescue
swimmer. If all proficiency’ requirements are completed within 60
days from expiration the rescue swimmer may be reinstated to an
operational status.

i. If proficiency requirements have expired (without waiver
apprOval) for a period of 60 days or more, the Command Rescue
Swimmer designation shall be removed and the rescue swimmer shall
appear before a command evaluation board. After consideration of
all circumstances, the board shall recommend one of the courses of
action outlined in paragraph (3gl) or (3g2) of this enclosure “for
commanding officer approval.

j. Aviation Rescue Swimmer Evaluation Report, Enclosure (6).


This enclosure shall be used to document all rescue swimmer
evaluations.

(1) Enter rate, name, and social security number and


command of individual being evaluated. Enter individual’s last
evaluation date. Enter date the individual was evaluated. The
date the individual was evaluated shall be the date of the
practical (pool) evaluation and will be used to determine the next
evaluation due date.

(2) Enter date and grade of closed book examination and


practical evaluation.

(3) Enter date CPR certification expires.

(4) Enter date of rescue swimmer fitness test.

(5) Enter number of push-ups and sit-ups. Enter 1.5 mile


run time and 800 meter equipment swim time.

(6) Enter completion date and number of day and night


deployments.

(7) Enter evaluation expiration date. Evaluation shall


expire at the end of the month on the 12-month anniversary of the
practical evaluation.

k. Aviation Rescue Swimmer Ground Training Lecture Form,


Enclosure (8). This enclosure shall be used to document all
rescue swimmer lectures completed. Each lecture is to be
completed once every 12 months. At least four lectures shall be
completed each quarter. Lectures that are indicated by an
asterisk shall be completed by rescue crew chiefs that are not
qualified rescue swimmers.

NOTE : THE TRAUMA GROUND TRAINING SCENARIO SHOULD BE CONDUCTED


WITH A FULLY STOCKED LEVEL “A” MEDICAL KIT, MOULAGE KIT (IF
AVAILABLE) AND A RESCUE LITTER. BLOOD BORNE PATHOGEN PROTECTION,
CPR, FIRST AID, SPINAL IMMOBILIZATION, AND TRANSPORTATION
PROCEDURES SHOULD BE DISCUSSED AND PRACTICED. A CLASSROOM
ENVIRONMENT IS THE MOST DESIRABLE SO THE MAXIMUM NUMBER OF

once each calendar quarter, day or night. Parachute
disentanglement shall be completed a minimum of once each, day and
night, every JAN-JUN and JUL-DEC. Rescue equipment procedures

JAN - JUN and JUL - DEC. Swimming proficiency shall be completed
a minimum of once, every JAN-JUN and JUL-DEC.

(2) Enter date and number day/night deployments completed.

(3) Enter rate, name, and social security number of


individual.

NOTE : FOREST PENETRATOR, RESCUE SEAT AND RESCUE NET TRAINING AREA
SHALL BE COMPLETED IF COMMAND USES THIS EQUIPMENT AS AN OPTIONAL
RESCUE DEVICE.

NOTE : 800 METER EQUIPMENT SWIM AND 100 METER BUDDY TOW SHALL BE
COMPLETED IN MINIMUM EQUIPMENT REQUIRED PER REFERENCE (B) FOR
RESCUE SWIMMERS.

4. ,Rescue Crew Chiefs. Rescue Crew Chiefs who are not qualified
rescue swimmers shall perform the following:

a. Be adult, child, and infant certified equivalent to


American Red Cross (ARC) “CPR” for the professional
rescuer or American Heart Association (AHA) “C” card
health care provider course, and annually demonstrate
proficiency, verified by a qualified Cardiopulmonary
Resuscitation (CPR) instructor. Annual proficiency
demonstration applies to CPR Instructors as well.” CPR
Currency shall be maintained based on expiration date of
CPR card as specified by certifying agency.

b. Annually complete ground training lecture requirements
indicated by an asterisk. Enclosure (8) shall be used to document
annual ground training lecture requirements. Enclosure (8) shall
be maintained in the NATOPS training jacket per enclosure (20).
Each annual ground training lecture indicated by an asterisk shall
be completed once every 12 months. A minimum of two lectures
shall be completed each quarter.

5. Safety Standards for Pool Training, Evaluations, and Rescue


Swimmer Fitness Test. Safety standards of operation shall include
as a minimum:

a. Rescue swimmer pool training and practical pool


evaluations. Prior to commencing training/evaluations, the rescue
swimmer supervising the pool training or practical pool
evaluations shall ensure all personnel involved are given a verbal
safety brief concerning:

(1) Training Time Out (TTO) procedures. A TTO shall be


called by a rescue swimmer when he/she is uncertain about
requirements or procedures to be performed in the water. A TTO
shall be called by a rescue swimmer supervising training when
he/she observes the rescue swimmer under training performing
procedures incorrectly or unsafely.

(2) Break/Release Hold procedures. AnY rescue swimmer who


is involved in close contact water training and feels in distress
shall verbally order the other rescue swimmer to “BREAK.” If the
rescue swimmer in distress cannot give verbal instructions, helshe
shall pinch the other rescue swimmer in order to signal “release
hold. “ Rescue swimmers who are ordered to “BREAK” or are pinched
shall release the hold immediately and render assistance to the
distressed rescue swimmer as necessary.

(3) Recall procedures for medical personnel in case of


emergency.

(4) Identify a qualified rescue swimmer as a safety


observer. The safety observer shall remain out of the pool and
wear a whistle. He/she shall observe training/evaluations and
initiate procedures to render assistance and recall medical
personnel-in case of emergency.

(5) Whistle blasts. One whistle blast shall require all


personnel in the pool to look at the safety observer for
instructions. Multiple whistle blasts shall require all personnel
in the pool to swim to the edge of the pool and exit as soon as
possible.

(6) Identify an additional qualified rescue swinuner as
safety swimmer. The safety swimmer shall be prepared to render
immediate assistance to personnel in the water.

b. Rescue swimmer fitness test. When conducting rescue


swimmer fitness test outlined in paragraph 6 of this enclosure,
the following minimum safety standards shall be complied with:

(1) Command/Assistant SAR Petty officer shall verify that


each individual performing rescue swimmer fitness test has current
up-chit (BUMED 6401/1) in their NATOPS training jacket.

(2) One person who is qualified in adult CPR and trained


in first aid procedures shall be identified as a safety observer
for the rescue swimmer fitness test. The safety observer shall
monitor the testing, render assistance, and recall medical
personnel when needed. Safety observers may not perform fitness
test while performing safety observer responsibilities.

6. Aviation Rescue Swimmer Fitness Test. Rescue swimmers shall


perform fitness test described below during initial and annual
command rescue swimmer evaluations by the Command or Assistant SAR
Standardization Petty Officer, and during annual command SAR
evaluations by the TYCOM SAR Evaluator. If during the TYCOM
annual evaluation command rescue swimmers are not available for
the E’Ttest the command SAR Standardization Petty Officer/
assistant shall administer the test within 30 days of the day the
TYCOM evaluation team administered the test. The only exception
to this is if the swimmer was on deployment or extended TAD status
during this time. Rescue Swimmers who fail to meet minimum
fitness requirements shall be subject to the provisions of
paragraphs 3g, 3g(l) and 3g(2) of this enclosure. Annual/makeup
TYCOM rescue swimmer fitness test shall be documented in
accordance with enclosure (20).

NOTE : THE RESCUE 5t41~ER FITNESS TEST 5H0ULD BE COMPLETED ON THE


SAME DAY AS THE PRACTICAL EVALUATION CONDUCTED DURING
INITIAL/ANNUAL SAR EVALUATIONS By THE COM~ND/ASSISTANT SAR
STANDARDIZATION PETTY OFFICER AND COMMAND TYCOM SAR EVALUATIONS.

a. Perform 50 sit ups in 2 minutes and 42 push-ups in two


minutes. (There shall be a 2 minute rest period in between the
situps and pushups) .

b. Perform a 1.5 mile run/walk in 12:00 minutes or less.

NOTE : THERE SHALL BE A MINIMUM OF 5 MINUTES REST TIME, BUT NOT


MORE THAN 20 MINUTES REST TIME ALLOTTED FROM THE COMPLETION OF THE
SITUPS/PUSHUPS UNTIL THE BEGINNING OF THE RUN.

MISSION STATEMENT: THE MISSION OF THE NAVAL SEARCH AND RESCUE


(SAR) F5ZDICAL TECHNICIAN IS TO PERFOSJlAIRCREW AND ADVANCED LIFE
SUPPORT EMERGENCY MEDICAL CARE FUNCTIONS INDEPENDENT OF A MEDICAL
OFFICER DURING SAR AND/OR MEDEVAC MISSIONS FROM ROTARY OR FIXED
WING AIRCRAFT. THE SAR MEDICAL TECHNICIAN SHALL BE PHYSICALLY
CONDITIONED TO ROUTINELY PERFORM DEMANDING RESCUES IN ALL
OPERATIONAL ENVIRONMENTS. HIS/HER EXPERTISE SHALL PROVIDE FLEET
COMMANDERS WITH THE ABILITY TO ASSIST DEPARTMENT OF DEFENSE AND
CIVILIAN PERSONNEL IN DISTRESS.

CAPABILITIES : THE SAR MEDICAL TECHNICIAN SHALL BE ABLE TO USE


ALL CURRENT l.DZTHODS OF DEPLOYMENT AND RECOVERY FROM ROTARY AND
FIXED WING AIRC-. SHALL BE PROFICIENT WITH ALL RESCUE
EQUIPMENT NECESSARY TO ASSIST AND/OR RECOVER PERSONNEL DURING
SAR/MEDEVAC MISSIONS. SHALL BE PROFICIENT IN AND MAINTAIN
ADVANCED LIFE SUPPORT SKILLS TO PROVIDE EMERGENCY MEDICAL CARE
INDEPENDENT OF A MEDICAL OFFICER FOR PERIODS OF UP TO 24 - 72
HOURS IN ALL OPE=TIONAL ENVIRONMENTS.

SAR 1.5ZDICAL TECHNICIANS SHALL BE HIGHLY TRAINED AND MOTIVATED.

TO MEET THE PHYSIOLOGICAL DEWANDS AND OPERATIONAL REQUIREMENTS OF

SAR MEDICAL TECHNICIAN TW”INING, PROFICIENCY AND EVALUATION
REQUIREMENTS

1. SAR Medical Technician Initial Training Syllabus. The SAR


Medical Technician initial training syllabus contained in
reference (h) is designed to acclimate the SAR Medical Technician
to the new aircraft and locale. This is a minimum syllabus.
Commands shall supplement this syllabus with additional lectures
and materials pertinent to local mission requirements. To
initially qualify as a Command SAR Medical Technician (NEC 8401)
in a new command the individual shall:

Be a graduate of Naval Aircrew Candidate School (Q-050-


1500;:

b. Complete command training syllabus. Command training


syllabus shall include the following:

(1) Complete annual ground training lecture requirements.


Enclosure (13) outlines and shall be used to document annual
ground training lecture requirements. All lectures shall be
completed prior to initial designation.

(2) Complete semi-annual practical requirements. Enclosure


(14) shall be used to document semi-annual practical training.
All practical training requirements shall be conducted prior to
initial designation.

NOTE : LIVE PRACTICE RESCUE LITTER OPERATIONS FROM A HELICOPTER


SHALL BE COMPLETED IN ACCORDANCE WITH REFERENCE (b).

(3) Be adult, child, and infant certified equivalent to


American Red Cross (ARC) “CPR” for the professional rescuer or
American Heart Association (AHA) “C” card health care provider
course, and annually demonstrate proficiency, verified by a
qualified Cardiopulmonary Resuscitation (CPR) instructor. Annual
proficiency demonstration applies to CPR Instructors as well. CPR
Currency shall be maintained based on expiration date of CPR card
as specified by certifying agency. .
(4) National Registry EMT-Basic certification.
(Certification as a Nationally Registered EMT-Intermediate or EMT-
Paramedic fulfills this requirement) .

(5) I.V. administration certification in accordance with


local medical treatment facility directives.

(6) Shall be NATOPS-qualified for type/model/series/


aircraft.

(7) Complete evaluation by the Command SAR Standardization
Medicai Technician or assistant per enclosure (11) of this
instruction within 90 days of reporting aboard. Enclosure (12)
shall be used to document evaluation.

c. Be designated in writing by the commanding officer as a


Command SAR Medical Technician.

NOTE : SEARCH AND RESCUE MEDICAL TECHNICIANS REPORTING TO NEW


COMMANDS WITH A CURRENT EVALUATION AND CURRENT PROFICIENCY
REQUIREMENTS MAY BE DESIGNATED A COMMAND SAR MEDICAL TECHNICIAN BY
THE NEW COMMANDING OFFICER WITHOUT COMPLETING THE COMMAND SAR
STANDARDIZATION MEDICAL TECHNICIAN PETTY OFFICER EVALUATION.
HOWEVER, ALL SAR MEDICAL Technician PROFICIENCY AND EvALuATION
REQUIREMENTS SHALL BE MAINTAINED AND COMPLETED ON OR BEFORE THE
DUE DATE. ANY LOCAL SUPPLEMENTS TO COMMAND TRAINING SYLLABUS
SHALL BE COMPLETED PRIOR TO DESIGNATION.

2. SAR Medical Technician Proficiency and Evaluation


Requirements. Minimum proficiency requirements for SAR Medical
Technicians are listed in reference (h). The following list
amplifies those requirements.

a. Be adult, child, and infant certified equivalent to


American Red Cross (ARC) “CPR” for the professional rescuer or
American Heart Association (AHA) “C” card health care provider
course, and annually demonstrate proficiency, verified by a
qualified Cardiopulmonary Resuscitation (CPR) instructor. Annual

NOTE : COMMANDING OFFICERS MAY GRANT A WRITTEN WAIVER TO PARAGRAPH
2E OF THIS ENCLOSURE FOR EXTENDED DEPLOYMENTS OR OPERATIONAL
TASKING WHICH MAY PRECLUDE THEIR COMPLETION. WAIVERS SHALL NOT
EXCEED 60 DAYS AFTER RETURN FROM EXTENDED DEPLOYMENT.

f. Annually complete an evaluation administered by the


Command SAR Standardization Medical Technician or Assistant per
enclosure (11). Enclosure (12) shall be used to document
evaluation.

3. Annual evaluation shall be due and completed 12 months from


the last evaluation. The last day of the month in which the
practical evaluation is due may be used to compute the 12 month
period.

a. Failure to successfully complete the annual evaluation


requirements administered and verified by the Command SAR
Standardization Medical Technician, or Assistant will require a
re-evaluation within 30 days by the Command SAR Standardization
Medical Technician. SAR Medical Technicians who fail the re-
evaluation shall appear before a command evaluation board. After
consideration of all circumstances, the board shall recommend one
of the following courses of action for commanding officer
approval:

(1) Written removal of Command SAR Medical Technician


designation for a period of remedial training (not to exceed 60
days) . During this period, the board shall direct remedial
training areas to correct deficiency, followed by an evaluation by
the Command SAR Standardization Medical Technician or Assistant.
Upon successful completion of the evaluation,, the commanding
officer may re-designate the individual as a Command SAR Medical
Technician. If member fails to satisfactorily complete this
evaluation, the board shall recommend removal of SAR Medical
Technician NEC (8401) per BUPERSINST 1326.4 series to the
commanding officer.

b. If proficiency requirements have ekpired (without waiver


approval) ‘the Command SAR Medical Technician shall be removed from
an operational status. If all proficiency requirements are
completed within 60 days from expiration the SAR Medical
Technician may be re-instated to an operational status.

c. If proficiency requirements have expired (without waiver


approval) for a period of 60 days or more, the Command SAR Medical
Technician designation shall be removed and the SAR Medical
Technician shall appear before a command evaluation board. After
consideration of all circumstances, the board shall recommend one
of the courses of action outlined in paragraph (3.a.1) of this
enclosure for commanding officer approval.

requirements of this enclosure.

SAR MEDICAL TECHNICIAN PRACTICAL EVALUATION REQUIREMENTS

1. The SAR Standardization Medical Technician shall conduct an


annual”evaluation on each designated SAR Medical Technician within
the command using the format below. This format shall be used
during TYCOM SAR evaluations.

a. A 40-question closed book examination covering required


ground training lectures.

b. Oral evaluation (normally concurrent with practical


evaluation) .

c. Practical evaluation including:

(1) Flight phase

(a) Simulated rescue scenario

(b) Deployment from aircraft

1. Rappel/short haul

2. Hoist

(c) Litter use and recovery

(d) Trail line handling

(e) Recovery by aircraft

(2) Medical/Trauma phase

(a) Primary/secondary surveys

(b) Medical equipment usage

1. Sam and traction splints

2. Litters

3. M.A.S.T.

4. Intravenous therapy

5. Oxygen administration

6. Kendrick Extrication Device (KED)

(3) SAR Medical Technician Fitness Test. SAR Medical
Technicians shall perform the fitness test described below during
initial and annual Command Medical Technician evaluations by the
Command or Assistant SAR Standardization Medical Technician, and
during annual command SAR evaluations by the TYCOM SAR Medical
Technician Evaluator. If during “the TYCOM annual evaluation
Command SAR Medical Technicians are not.available for the fitness
test, the Command SAR Standardization Medical Technician or the
assistant shall administer the test within 30 days of the day the
TYCOM evaluation team administered the test. The only exception
is if the SAR Medical Technician was on deployment or extended
TAD status during this time. SAR Medical Technicians who fail to
meet minimum fitness requirements shall be subject to the
provisions of paragraphs 3a of this enclosure. Annual/makeup
TYCOM SAR Medical Technician fitness test shall be documented per
enclosure (20).

NOTE : THE SAR MEDICAL TECHNICIAN FITNESS TEST SHOULD BE


COMPLETED ON THE SAME DAY AS THE PRACTICAL EVALUATION CONDUCTED
DURING INITIAL/ANNUAL SAR EVALUATIONS By THE COMMAND/ASSISTANT
SAR STANDARDIZATION MEDICAL TECHNICIAN AND COMMAND TYCOM SAR
EVALUATIONS . ENCLOSURE (12) SHALL BE UTILIZED TO DOCUMENT ANNUAL
TYCOM FITNESS TEST FOR ALL PERSONNEL AS PER ENCLOSURE (20).

a. Perform 50 sit-ups in 2 minutes and 42 pushups in 2


minutes. (There shall be a 2-minute rest period in between the
sit-ups and pushups) .

b. Perform a 1.5 mile run/walk in 12:00 minutes or less.

NOTE : THERE SHALL BE A MINIMUM OF 5 MINUTES REST TIME, BUT NOT


MORE THAN 20 MINUTES REST TIME ALLOTTED FROM THE COMPLETION OF
THE SIT-UPS/PUSHUPS UNTIL THE BEGINNING OF THE RUN.

FROM ROTARY WING AIRCWd?T. THE INLAND CREWMAN SHALL BE
PHYSICALLY CONDITIONED TO ROUTINELY PERFORM DEMANDING RESCUES IN
ALL OPE=TIONAL ENVIRONMENTS. HIS/HER EKPERTISE SSALL PROVIDE
FLEET COMMAND ERS THE ASILITY TO ASSIST DEPARTMENT OF DEFENSE AND
CIVILIAN PERSONNEL IN DISTRESS.

CAPABILITIES : THE INLAND CREWMAN SHALL BE IN AND MAINTAIN PROPER


PHYSICAL CONDITION, BE ADEPT AT RAPPEL AND SHORTHAUL PROCEDURES,
PROFICIENT WITH RESCUE EQUIPMENT, AND POSSESS TEE BASIC FIRST
AID, CPR, AND RESUSCITATION KNOWLEDGE AND SKILLS NECESSARY TO
RECOVER AND ASSIST PERSONNEL DURING SAR OPE~TIONS. THE INLAND
CRXWMAN MUST BE ABLE TO FUNCTION IN PHYSIOLOGICALLY DEMANDING

HELICOPTER INLAND RESCUE AIRCREWMEN (HIRA) AND RESCUE CREWCHIEF
TRAINING, PROFICIENCY AND EVALUATION REQUIREMENTS.

NOTE : PRIOR TO CONDUCTING ACTUAL INLAND RESCUES THAT REQUIRE
~ RAPPEL OPERATIONS, HIRA’s SHALL BE PROFICIENT AND BE DESIGNATED AS
COMMAND HIRA.

1. Initial Training Requirements for Command HIRA Designation.


Initial refers to newly reporting HIRA and shall be completed upon
initially reporting to each command. The individual shall:

a. Graduate CNO-approved Basic Rappel Indoctrination Course


I (D-050-2600).

*b . Be adult, child, and infant certified equivalent to


T-unericanRed Cross (ARC) “CPR” for the professional rescuer or
American Heart Association (AHA) “C” card health care provider
course, and annually demonstrate proficiency, verified by a
qualified Cardiopulmonary Resuscitation (CPR) instructor. Annual
proficiency demonstration applies to CPR Instructors as well. CPR
Currency shall be maintained based on expiration date of CPR card
as specified by certifying agency.

c. Complete command initial training syllabus. Commands


shall supplement syllabus with additional lectures and materials
pertinent to local mission requirements. Command training
syllabus shall consist of the following minimum requirements:

(1) Complete annual HIRA ground training lecture


requirements. Enclosure (18) outlines and shall be used to
document HIRA ground training lecture requirements. All lectures
shall be conducted prior to initial designation.

(2) Complete HIRA practical training requirements.


Enclosure (19) outlines and shall be used to document practical
training requirements. All practical training shall be completed
prior to initial designation.

NOTE : FOR INITIAL TRAINING, PRACTICAL TRAINING REQUIREMENTS


OUTLINED IN ENCLOSURE (19) SHALL BE COMPLETED/SIMULATED FROM A
SUITABLE PLATFORM PRIOR TO COMPLETING PRACTICAL TRAINING INFLIGHT.

(3) Complete evaluation by the Command HIRA


Standardization Petty Officer or Assistant per paragraph 3d of
this enclosure. Enclosure (17) shall be used to document all HIRA
evaluations.

d. Complete all initial training requirements prior to


designation as a command HIRA. Commanding officer designation
shall be completed within 90 days of reporting aboard.

NOTE : HIRA PERSONNEL THAT ARE TRAINED AND QUALIFIED PER THIS
INSTRUCTION AND ASSIGNED TO COMMANDS THAT MAINTAIN A GROUND TREE
EXTRICATION RESCUE CAPABILITY SHALL BE DESIGNATED IN WRITING BY
THE COMMANDING OFFICER FOR TREE EXTRICATION. DESIGNATION LETTER
SHALL BE MAINTAINED PER ENCLOSURE (20).

2. Refresher Training Requirements for Command HIRA Designation

a. Previously qualified HIRA who have not performed the


duties of a HIRA for a period of 2 years or more shall complete
the requirements of paragraph lb thrOugh Id of this enclosure,

b. Previously qualified HIRA who have not performed the


duties of a HIRA for a period of less than 2 years shall complete
requirements of paragraph lb through lc(l), (2), and (3) of this
enclosure.

3. Proficiency and Evaluation Requirements for a Command HIRA.


The individual shall:

‘a. Be adult, child and infant certified equivalent to ARC


“CPR” for the professional rescuer or AHA “C” card health care
provider course, and annually demonstrate proficiency, verified by
a qualified CPR instructor. Currency shall be maintained based on
expiration date of CPR card as specified by certifying agency.

‘b. Annually complete HIRA ground training requirements.


Enclosure (18) outlines and shall be used to document HIRA ground
training requirements. Each ground training lecture shall be
completed once every 12 months with a minimum of four lectures per
quarter.

*c. Complete HIRA practical training requirements. Enclosure


(19).shall be used to document HIRA practical training
requirements. Time frame requirements are listed on.enclosure
(19).

NOTE : PRACTICAL HIRA PROFICIENCY TRAINING SHOULD BE CONDUCTED


INFLIGHT WHENEVER POSSIBLE. IF AN AIRCRAFT IS UNAVAILABLE,
COMPLETE/SIMULATE ALL PRACTICAL TRAINING REQUIREMENTS AS LISTED IN
ENCLOSURE (19) FROM A SUITABLE PLATFORM.

+ REQUIRED FOR RESCUE CREWCHIEFS THAT ARE NOT HIRA QUALIFIED.

d. Annually complete evaluation administered by the Command


HIRA Standardization Petty Officer. Enclosure (17) outlines and
shall be used to document evaluation. The evaluation shall
consist of the following:

NOTE : THE ANNUAL EVALUATION SHALL BE DUE AND COMPLETED 12 MONTHS
FROM THE LAST EVALUATION. THE LAST DAY OF THE MONTH IN WHICH THE
EVALUATION IS DUE MAY BE USED TO cOi-4PUTETHE 12-MONTH PERIOD.

(1) 40 question closed book examination. Minimum grade of


3.4 required to pass examination. Subject matter shall encompass
areas outlined in enclosures (16), (17) and (18), the NWP 3-50.1
and OPNAVINST 3130.6B.

(2) Practical evaluation of the following areas:

(a) Rappel and belay station rigging.procedures.

(b) Descent control device procedures.

(c) Rappel procedures.

(d) Short haul evolution procedures.

WARNING : POR SAFETY CONSIDERATIONS, PRACTICE LIVE SHORT HAULS IN


THE PJISCUE LITTER SHALL BE LIMITED TO P~CTICAL HIRA EVALUATIONS
BY THE COMMAND OR ASSISTANT HI~ STANDARDISATION PETTY OPPICER OR
TYCOM SAR EVALUATOR.

(e) Hoist recovery procedures.

(f) (Optional) In flight or hover hoist recovery from


short haul.

(9) Rescue crewchief directed procedures.

(h) Single and dual tree extrication procedures, if


command maintains a ground tree extrication rescue capability.

(i) Rescue hand signals.

(j) Simulated trauma scenario using first aid, CPR,


level “A” medical kit, spinal immobilization, rescue litter, and
blood borne pathogen procedures.

(k) HIRA emergency procedures.

(3) Verification of current CPR certification.

(4) Verification of maintaining physical fitness


requirements.

(5) Verification of current annual HIRA ground training


lecture requirements.

(6) Verification of current HIRA practical training


requirements.

e. Failure to successfully complete the annual evaluation or
physical readiness requirements administered and verified by the
Command HIRA Standardization Petty Officer or Assistant will
require a re-evaluation within 30 days by the Command/Assistant
HIRA Standardization Petty Officer. HIRA’s who fail the re-
evaluation shall appear before a command evaluation board. After
consideration of all circumstances, the board shall recommend one
of the following courses of action for commanding officer
approval:

(1) Written removal of command HIRA designation for a


period of refresher training (not to exceed 60 days). During this
period, the board may direct remedial training to correct
deficiency, followed by an evaluation by the Command HIRA
Standardization Petty Officer or Assistant. Upon successful
completion of the evaluation, the commanding officer may re-
designate the individual as a command HIRA. If the HIRA fails to
satisfactorily complete the re-evaluation, the command evaluation
board shall recommend the provisions of paragraph 3g2 of this
enclosure to the commanding officer.

(2) Removal from the HIRA program and revocation of


DIFCREW per BUPERINST 1326.4 at commanding officers discretion.

f. If semi-annual and/or annual proficiency requirements have


expired for a period of less than 60 days, the command rappel
crewman shall be removed from an operational status. If all
proficiency requirements are completed within 60 days from
expiration, the HIRA may be reinstated to an operational status.

9. If semi-annual and/or annual proficiency requirements have


expired for a period of 60 days or more, the command HIRA
designation shall be removed and the HIRA shall appear before a
command evaluation board. After consideration of all
circumstances, the board shall recommend one of the courses of
action outlined in paragraph 3el or 3e2 of this enclosure for
commanding officer approval.

h. Enclosure (18) Helicopter Inland Rescue Aircrewman and


Rescue Crewchief Ground Training Lecture Form, OPNAV 3130/9. This
enclosure shall be used to document all HIRA lectures completed.
Each lecture is to be completed once every 12 months. At least
four lectures shall be completed each quarter. Tree extrication
lectures are not required for rescue crewchiefs that are not HIRA
qualified or commands that do not maintain a ground tree
extrication capability.

NOTE : THE TRAUMA GROUND TRAINING SCENARIO SHOULD BE CONDUCTED


WITH A FULLY STOCKED LEVEL “A” MEDICAL KIT, MOULAGE KIT (IF
AVAILABLE) AND A RESCUE LITTER. BLOOD BORNE PATHOGEN PROTECTION
PROCEDURES SHOULD BE’DISCUSSED AND PRACTICED. A CLASSROOM

NOTE : THE RESCUE BY HOIST GROUND TRAINING LECTURE SHOULD BE


COMPLETED USING A HOIST AND BELAY TRAINING AID. ALL SINGLE AND
DUAL MAN HOIST RECOVERIES OUTLINED IN REFERENCE (B) SHOULD BE
DISCUSSED AND DEMONSTF@TED.

(1) Enter calendar year in appropriate block. Use one


block for each calendar year. Enter day/month lecture completed.

(2) Enter rate, name, and social security number of


individual.

Helicopter Inland Rescue Aircrewman and Rescue Crewchief


Prac~~cal Training Form, OPNAV 3130/10, Enclosure (19). This
enclosure shall be used to document all HIRA and Rescue Crewchief
practical training.

(1) Enter calendar year on bottom of form. Use one form


for each calendar year. Enter date training was completed.
Rigging procedures for the rappel and belay stations shall be
completed once each month. Rappel procedures shall be completed
once each month. Short haul procedures shall be completed once
each month with each method practiced once every 6 months at a
minimum. Quick stop procedures shall be completed (tower/suitable
platform only) once every JAN-JUN and JUL-DEC. In-flight or hover
I h’oistrecovery procedures shall be completed once every JAN-JUN
and JUL-DEC. Each rescue crewchief directed procedure shall be

completed two times each month.

4. Command HIRA Standardization Petty Officer Requirements

a. Shall be a qualified crewchief or first crewman in the


aircraft. A HIRA qualified SAR Medical Technician who is highly
experienced may be designated if command crewchiefs/first crewmen
iack experience or qualifications.

b. Shall be a graduate of the CNO-approved Basic Helicopter


Indoctrination Course (D-050-2600).

c. Shall have performed at least 30 rappels from various


altitudes and five short hauls using the hoisting vest and rescue
litter.

d. Shall demonstrate proper aircraft rigging procedures for


the rappel and belay stations.

e. Shall be proficient and designated as a Tree Extrication


Rescue Crewmen if the command maintains a ground tree extrication
rescue capability.

f. Shall be evaluated and recommended by the TYCOM SAR
evaluator.

LT. Shall be designated in writing by the Commanding Officer.

5. l’YCOM HIRA Evaluator Requirements

a. Successfully complete the CNO-approved Basic Rappel


Helicopter Indoctrination Course (D-050-2600).

b. Be designated in writing as a HIRA and Tree Extrication


Evaluator by the TYCOM or designated SAR Evaluation Unit
commanding officer.

c. Maintain ground and practical proficiency training


requirements listed in paragraph 3 if TYCOM,SAR Evaluators are
co-located with an inland rescue unit or rappelling activity. If
practical proficiency training cannot be maintained, the TYCOM SAR
evaluator shall ensure proficiency is regained from a suitable
platform prior to conducting practical inflight HIRA evaluations.

d. Conduct practical evaluations of units approved to conduct


rappel and/or tree extrication rescue operations.

REQUIREMENTS

1. NATOPS Records

a. Flight Physicals. Part C under general tab shall be


maintained per reference (e).

b. Designation Letters. part A under “Qualifications and


Achievements Tab” shall contain a permanent record of all SAR
designations listed below:

(1) Command Aviation Rescue Swimmer, Command or Assistant


SAR Standardization Petty Officer.

(2) Command Helicopter Inland Rescue Aircrewmen, Command


or Assistant Helicopter Inland Rescue Aircrewmen Standardization
Petty Officer, Tree Extrication Rescue Aircrewmen.

SURFACE UNIT SAR POLICIES AND EVALUATION PROCEDURES

1. Surface Unit SAR Policies. The following general policies,


safety requirements, and procedures are set forth:

a. SAR Mission Crew Requirements. Crew members assigned by


reference (b) to specific jobs relating to SAR missions shall be
fully qualified in accordance with this instruction and applicable
watch station qualifications. The surface rescue swimmer shall
have completed the initial SAR training syllabus and be currently
qualified per enclosure (22) of this instruction. The Boat
Officer and J-Bar davit crew captain shall have completed all
initial training “andpractical exercises enclosure (23) with their
respective teams prior to being assigned these duties.

b. Surface Rescue Swimmer Requirements

(1) Surface units, when underway, shall be adequately


manned and equipped per reference (b). When assigned to plane
guard, conducting helicopter operations, or during a man
overboard, the ship shall be prepared to deploy a rescue swimmer
or launch its rescue boat. The,surface rescue swimmer shall be
mustered and on station per NWP-3-50.1, NWP-42, LHA/LPH/LHD or CV
NATOPS manual when the ship is engaged in flig,htoperations, an
active SAR mission, plane guard, or man overboard.

(2) The surface rescue swimmer shall enter the water and
assist the mishap survivor(s) in all cases except when the Boat
Officer, Officer of the Deck or Commanding Officer determines that
the circumstances will unnecessarily endanger the rescue swimmer.

(3) Surface rescue swimmers may be deployed for day open


ocean recoveries of inanimate objects (REXTORPS, MQM’s, BQM’s,
mailbag, etc.) , provided such deployment is not prohibited by
local instructions. Recovery of inanimate objects posing a major
health risk, (i.e. EXTORP with OTTO fuel, hazardous WaSte
canisters; etc.) is strictly prohibited. Night/low visibility
open ocean deployments for inanimate objects are prohibited unless
deemed as operational necessity by the Commanding Officer.

(4) Night/low visibility open ocean rescue swimmer


deployment is permitted only during actual SAR evolutions or
operational necessity.

(5) Safety standards of operation for day open ocean


rescue swimmer deployment for training shall include as a minimum:

(a) Rescue boat manned and equipped per reference (b)


in constant visual contact with the rescue swimmers undergoing
training.

(b) Sea state of 2 or less.

(c) Visibility of at least 3 nautical miles.

(d) Rescue swimmer(s) shall be attired Per reference (b).

(e) Parent vessel in close proximity.

(6) When conducting surface rescue swimmer deployments in


protected waters for training, a rescue boat manned and equipped
per reference (b) shall be in constant visual contact with the
rescue swimmer(s) undergoing training. Rescue swimmer(s) shall be
attired as required by reference (b).

(7) Surface Rescue Swimmer Fitness Test. Rescue swimmers


shall perform test,described below during rescue swimmer
evaluations by the !SfCOMSAR Evaluator. Rescue swimmers who fail
to meet minimum” fitness requirements shall be subject to the
provisions of paragraphs 5 and 5a, page 4 of enclosure (22).

NOTE : THE RESCUE 5WIMMER FITNE5S TE.5T5H0ULD BE COMPLETED ON THE


SAME DAY AS THE PRACTICAL EVALUATION CONDUCTED DURING THE SAR
EVALUATION BY TYCON SAR EVALUATORS.

(a) Perform 50 sit-ups in 2 minutes and 42 pushups in


2 minutes. (There shall be a 2-minute rest period in between the
sit-ups and pushups) .

(b) Perform a 1.5 mile run/walk in 12:00 minutes or


1’ less.
I NOTE : THERE SHALL BE A MINIMUM OF 5 MINUTES REST TIME, BUT NOT
MORE THAN 20 MINUTES REST TIME ALLOTTED FROM THE COMPLETION OF THE
I SIT-UPS/PUSHUPS UNTIL THE BEGINNING OF THE RUN.

(c) Perform a 800 meter swim in 20:00 minutes or less.


Swim shall be continuous, using crawl or side stroke. Swim shall
be conducted wearing minimum required rescue swimmer equipment
(excluding radio) listed in reference (b).

NOTE: THERE SHALL BE A MINIMUM OF 5 MINUTES REST TIME, BUT NOT


MORE THAN 20 MINUTES REST TIME ALLOTTED FROM THE COMPLETION OF THE
RUN UNTIL THE BEGINNING OF THE SWIM.

(8) Safety Standards for Pool Training, Evaluations, and


Rescue Swimmer Fitness Test. Safety standards of operation shall
include as a minimum:

a. Rescue swimmer pool training and practical pool


evaluations. Prior to commencing training/evaluations, the rescue
swimmer supervising the pool training or practical pool
evaluations shall ensure all personnel involved are given a verbal
safety brief concerning:

(1) Training Time Out (TTO) procedures. A TTO shall be


called by a rescue swimmer when he/she is uncertain about
requirements or procedures to be performed in the water. A TTO
shall be called by a rescue swimmer supervising when training
he/she observes the rescue swimmer under training performing
procedures incorrectly or unsafely.

(2) Break/Release Hold procedures. Any rescue swimmer who


is involved in close contact water training and feels in distress
shall verbally order the other rescue swimmer to “BREAK.” If the
rescue swimmer in distress cannot give verbal instructions, he/she
shall pinch the other rescue swimmer in order to signal “release
hold. “ Rescue swimmers who are ordered to “BREAK” or are pinched
shall release the hold immediately and render assistance to the
distressed rescue swimmer as necessary.

(3) Recall procedures for medical personnel in case of


, emergency.

(4) Identify a safety observer (E-6 or above) and or


qualified rescue swimmer and or qualified lifeguard which shall
remain out of the pool and wear a whistle. He/she shall observe
training/evaluations and initiate procedures to render assistance
and recall medical personnel in case of emergency.

(5) Whistle blasts. One whistle blast shall require all


personnel in the pool to look at the safety observer for
instructions. Multiple whistle blast shall require all personnel
in the pool to swim to the edge of the pool and exit as soon as
possible.

(6) Identify an additional qualified rescue swimmer as


safety swimmer. The safety swimmer shall be present to render
immediate assistance to personnel in the water.

b. Rescue swimmer fitness test. When conducting rescue


swimmer fitness test outlined in paragraph lb7 of this enclosure,
the following minimum safety standards shall be complied with:

(1) TYCOM SAR Evaluator shall verify that each individual


performing rescue swimmer fitness test has current medical
screening form from command’s I.D.C. and is cleared medically.

(2) One person who is qualified in adult CPR and trained


in first aid procedures shall be identified as safety observer for
the rescue swimmer fitness test. The safety observer shall
monitor the testing, render assistance, and recall medical
personnel when needed. Safety observers may not perform the
fitness test while performing safety observer responsibilities.

2. Surface Unit SAR Evaluation Procedures. Surface unit SAR
evaluations conducted by the TYCOM SAR evaluation unit shall
consist of a review of the following:

(7) Evaluation of Combat Information Center (CIC) watch

majority are graduates of the SAR Surface Ship Course (K-221-

3. Grading Criteria. Each of the above areas will be assigned a


subjective grade (qualified, requires attention or unqualified) .
At the completion of the evaluation an overall subjective grade
for the command will be assigned with an optional adjective
description of “Outstanding,” “Excellent” or “Satisfactory” at the
discretion of the senior evaluator. Subjective grades are defined
as follows:

a. Q (Qualified). That degree of standardization ,


demonstrated which exhibits a good knowledge, thorough
understanding, and compliance with applicable instructions,
manuals, and directives.

b. RA (Reauires Attention) . That degree of standardization


demonstrated w~ich exhibits a knowledge of applicable
instructions, manuals, and directives. Compliance of which
generally meets minimum acceptable standards but may be
substandard occasionally.

c. UQ (Unqualified). That degree of standardization


demonstrated which generally fails to meet minimum acceptable
criteria per applicable instructions, manuals. and directives.
Supervised instruction is needed until a grade of NA or Q can be
achieved. The arade of “Unqualified” assiqned to any section
requires reinspection of th~t section within 60 days: The grade
of “Unqualified” assigned to the overall evaluation requires a
complete reevaluation within 90 days.

4. Tycom evaluation checklists will outline specific


discrepancies which may lead to grades other than qualified.

5. The senior evaluator will debrief the commanding officer and


any others deemed appropriate following the evaluation.

6. Upon completion of the unit SAR Evaluation, the senior member


of the TYCOM evaluation team shall ensure the completion and
forwarding of the evaluation report to the commanding officer and

INANIMATE OBJECTS AS NECESSARY. SURFACE RESCUE SWIMMERS MUST BE
ABLE TO FUNCTION IN PHYSIOLOGICALLY DEMANDING ENVIRON’F5ZNTS AT SEA
DURING DAY AND NIGHT OPEFU+TIONS.

SURFACE RESCUE SWIMMERS SSALL BE HIGHLY TRAINED AND MOTIVATED.


THEY SHALL ACHIEVE AND MAINTAIN A PHYSICAL CONDITIONING STANDARD
TO MEET THE DEMAND ING REQUIREMENTS OF THEIR MISSION.

SURFACE RESCUE SWIMMER TRAINING, PROFICIENCY AND EVALUATION
REQUIREMENTS

1. Surface Rescue Swimmer Initial SAR Training Syllabus. The


surface rescue swimmer initial training syllabus is primarily
designed to acclimate the rescue swimmer to the ship’s equipment
and rescue teams. This is considered a minimum syllabus.
Commands shall supplement this syllabus with additional lectures
and materials pertinent to local mission requirements. To be
initially qualified as a surface rescue swimmer the individual
shall:

Be a graduate of the CNO-approved Category : Surface


Resc~i Swimmer School (CIN A-050-0500).

b. Be adult, child, and infant certified equivalent to ARC


“CPR” for the professional rescuer or AHA “C” card health care
provider course, and annually demonstrate proficiency, verified by
a qualified CPR instructor. Currency shall be maintained based on
expiration date of CPR card as specified by certifying agency.

c. Be indoctrinated on the ship’s rescue bill and established


procedures. Perform two man overboard drills, one deck recovery
and one from the rescue boat.

d. Complete all initial training requirements prior to


designation in writing as a Command Rescue Swimmer The
commanding officer shall designate the swimmer in writing within
90 days of reporting aboard.

I NOTE : SURFACE RESCUE SWIMNERS WHO TRANSFER FROM ONE COMMAND TO


ANOTHER ARE NOT REQUIRED TO CONPLETE AN INWATER EVALUATION AT THE
NEW COMMAND IF THEIR EVALUATION IS CURRENT. THE NEXT EVALUATION
WILL BE DUE 24 MONTHS FROM THEIR LAST EVALUATION OR INTER-
DEPLOYMENT CYCLE, WHICHEVER OCCURS FIRST.

2. Refresher Training. Category II. Refresher training is for


previously qualified surface rescue swimmers who have not
performed the duties of a rescue swimmer for a period of 2 years
or more. This school will familiarize the surface rescue swimmer
with new or updated procedures and equipment. Requalification in
cardiopulmonary resuscitation (CPR) will be included.

3. Surface Rescue Swimmer SAR Proficiency Requirements. Minimum


proficiency requirements for surface rescue swimmers are as
follows:

a. Be adult CPR certified and annually demonstrate


proficiency, verified by a qualified CPR Instructor. Currency
shall be maintained based on expiration date of CPR card as
specified by certifying agency.

b. Perform water training requirements. Enclosure (26)
outlines and shall be used to document water training.

c. Perform a minimum of one actual deck and rescue boat


deployment annually.

PARAGRAPHS 3B AND 3C FOR EXTENDED DEPLOYMENTS WHICH MAY PRECLUDE
THEIR COMPLETION. WAIVERS SHALL NOT EXCEED 60 DAYS AFTER RETURN
FROM EXTENDED DEPLOYMENT AND SHALL INCLUDE INCLUSIVE DATES.
WAIVERS SHALL BE FILED IN TRAINING RECORD. THE COMMANDING OFFICER

NOTE : AVIATION RESCUE SWIMMERS WHO ARE UTILIZED BY ACTIVITIES TO

4. Surface Rescue Swimmer Evaluation. Surface Rescue Swimmers


shall complete a rescue swimmer evaluation once per inter-
deployment cycle not to exceed 24 months in accordance with
enclosure (24). Ground training shall be conducted and documented
per enclosure (25). A 40 question exam will be administered,
minimum passing score of 3.4. Wa”tertraining shall be conducted
and documented in accordance with enclosure (26).

5. Surface Rescue Swimmer Evaluation Failure. Rescue swimmers
who fail the swimmer portion of the evaluation will be given a re-
evaluation no sooner than 30 days and not to exceed 90 days. If
underway schedule will not allow this to occur, then re-evaluation
shall be within 30 days. If the surface rescue swimmer fails the
re-evaluation, an oral board consisting of the ship’s commanding
officer, executive officer, SAR officer, department. head and a
TYCOM-approved SRS evaluator will convene within 30 days. The
outcome of this board will be one of the following:

a. Surface Rescue Swimmer will be assigned to a CAT II


course.

b. Removal of NEC 0170.

SURFACE UNIT SAR TEAM/CREW TRAINING AND PROFICIENCY REQUIREMENTS

1. This enclosure contains an OUtliIIe of minimum annual SAR


training, as well as frequency of training requirements for both
deck and rescue boat crews. Commands shall prepare a training
program that incorporates these requirements into comprehensive
training syllabi.

NOTE : PERSONNEL ASSIGNED SAR MISSION RESPONSIBILITIES SHALL BE


FULLY QUALIFIED FOR SAR IN ACCORDANCE WITH THIS INSTRUCTION AND
APPLICABLE LOCAL INSTRUCTIONS. THE SAR OFFICER SHALL BE
RESPONSIBLE FOR ENSURING ALL MEMBERS MEET THESE QUALIFICATIONS.

2. Frequency and Applicability. All crew members assigned to the

CAN BE A MEMBER OF THE SAR AIRCREW OF THE YEAR.
