We would like to thank everyone who had contributed to the successful completion

1. INTRODUCTION TO ORGANIZATION
1.1. HISTORY OF ESTABLISHMENT OF NATIONAL LIBRARY OF
MALAYSIA
National Library of Malaysia or Perpustakaan Negara Malaysia, commonly known as
a PNM is the agency responsible for collecting and preserving the collections of knowledge
nationally for current and future generations. Efforts to establish a PNM has indeed been
managed by several academic institutions, associations and organizations, including Persatuan
Perpustakaan Malaysia, Persatuan Ikhtisas, private organizations and individuals in the years
of 1959-1961. In the year of 1956, it was a historic year in which the Malayan Library Group
(MLG) sent a memorandum titled "Public Library Services for the Federation of Malaya”. This
memorandum proposed the establishment of the National Library Board, which has
administrative authority in the provision of public services at the national level and provides
the basis for the establishment of national library services.
Later in 1962, The Lee Foundation made a dollar-for-dollar (ringgit-for-ringgit)
donation of RM500,000.00 to establish the National Library's fund. Subsequently, the
organization was established in 1966 at the Federal Building, Petaling Jaya, Selangor. At that
time, the PNM was just a unit of the National Archives, which played a small role in enforcing
the Preservation of Books Act 1966 and publishing the Malaysian National Bibliography. The
committee was chaired by Tan Sri Jamil Rice, the Permanent Secretary at the Prime Minister's
Department. PNM began to open the Reference Department to the public after the National
Library Act of 1972 was approved by the Parliament. In order to strengthen the library's
collection, the National Library continues to be active in the acquisition of library materials
through the Deposit of Library Material Act 1986, acquisition, gift, and exchange.

In 1980-1988, Y.Bhg. Haji Yang Amri Kamaruddin was appointed the Director General
for National Library of Malaysia and served until March 1981. It was chosen as the National
Center for International Standard Book Number (ISBN). An announcement is made by Y.B.
Encik Anwar Ibrahim, Minister of Culture, Youth, and Sports. The Malay Manuscript Center
was established at the National Library. In addition, the National Library has taken over the
Labuan’s Library after Labuan was declared a Federal Territory. In the meanwhile, specifically
in 1985, a magazine database was created. The indexed articles were drawn from a variety of
serial publications. The MINISIS system was initiated by the National Library. The
Preservation of Books Act of 1966 was replaced by the Deposit of Library Materials Act of
1986. Under this law, all Malaysian publishers are required to deposit five copies of tangible
and two copies of intangible material with the National Library. The National Library Act of
1972 was revised. Malaysia's National Library was assigned to the Ministry of Culture, Arts,
and Tourism in 1987. Also, the National Library obtained its first computer system in 1988.

The National Library of Malaysia began using the Online Public Access Catalog
(OPAC) to help library users find information. The National Library was responsible for
providing library materials to the Malaysian Resource Center at Ohio University in the United
States, which was founded by Chair Tun Razak in 1975. With the availability of Malaysian
publications at this library, information on Malaysia has been expanded into the United States.
Users in the United States can use this information for reference and university research. On

December 16, 1994, YAB, Dato' Seri Anwar Ibrahim, Deputy Prime Minister, launched the
National Library building. The event became known as a significant event, symbolizing
triumph over adversity and the dedication of all involved. Kuala Lumpur City Hall was
entrusted with the Branch Library Service. The Mobile Library Service was discontinued in
1996. The National Library of Malaysia unveils its new logo.
Starting in the year 2000 until now, so much achievement and improvement that the
National Library has been achieved. Some of the achievements are the National Library was
awarded the MS ISO 9002/1994 Certification, Hikayat Hang Tuah was inscribed in the
UNESCO World Register of Memory of the World, and Malaysia has been successful in
bidding to make Kuala Lumpur as the host of the 84th International Federation of Library
Associations and Institutions World Library and Information Congress (IFLA WLIC) 2018.
Not only that, there is another award and recognition that the National Library has made, but
hardly to be listed.

2. SERVICES OFFERED
In general, services are a very important aspect for any library because through their
services this can give the public the opportunity to know in more depth what services are
provided in each library. In terms of services, the most famous library is the National Library
of Malaysia because it has services that are different from other libraries. This is said so
because the services of the National Library of Malaysia have three categories consisting of
services to the public, services to publishers and services to the library itself.
1. Service to the Public
In general, the National Library of Malaysia provides services to the public by focusing
on online services. One of the services provided is membership registration where the
National Library of Malaysia provides membership registration services to all citizens in
Malaysia with better access to knowledge resources that available at the National Library of
Malaysia. For example, for registered members (Malaysian citizens), members must be 12
years old and above and membership registration can be done anywhere through the National
Library of Malaysia website but with the condition that must use My ID such as My Card,
My Army, MyKid or MyPR to get their membership number. For children who do not have
MyKid need to bring the original birth certificate or Copy intended to provide confirmation
When wanting to do membership registration. On the other hands for non-citizens, they need
to bring the original passport or copy. This membership fee is free and valid for a period of
three years. Next, is OPAC where OPAC plays a role in making it easier for users to find the
desired reference material. In addition, U-Library is also provided to provide space for users
more members find their reference materials. Not to be missed is the National Master
Catalogue which is known as the key to information and knowledge. In addition, other
services provided by the National Library of Malaysia are users can visit the National Library
of Malaysia (PNM) but must apply in advance previously because this is one of the policies
set by the National Library of Malaysia (PNM). In fact, other services are also available such
as Ask the Librarian, Training Calendar, Online Service Transactions, Application to become
a Permanent Member and Proposed Purchase of Library Materials are also provided. clearly
proves that the Library Malaysia is able to provide services to the public through various
distinct means.

2. Services to Publishers
National Library of Malaysia provides an attractive service to publishers, namely
the International Standard Book Number (ISBN) Application where book publishers
must apply for this ISBN before starting the production of a publication. Usually,
publishers will bear the cost and financial risk in providing the product. one of the
International Standard Book Numbers which previously had only 10 digits but now has
13 digits. This is because this ISBN is calculated using a specific mathematical formula
and will enter a check digit to confirm the number. ISBN was initially a product
identifier used by publishers, libraries and booksellers for their listings, sales records
and stock control. In fact, ISBNs can identify registrants as well as titles, specific
formats and editions. However, for any book that is publicly available it can also be
identified by the ISBN whether the book is for sale or for free. Meanwhile, serial or
periodicals provided separately can also use the ISBN as their identifier. In addition,
International Applications Standard Serial Number (ISSN) is also available. ISSN is
actually an intergovernmental organization whose role is to manage identification and
information in serial publications, prints and continuous resources at the international
level. ISSN is divided into three, namely the founder's text, members and Central
Functions. Therefore, other services such as In -Publication Cataloging and Publication
Database are also provided. It is clear that the National Library of Malaysia has its own
services to Publishers.

3. Services to the Library
In general, the National Library of Malaysia also provides services to libraries. One
of them is the Publication Supply System (SPP) which is an extension of inter-library
services. This SPP. The objective of this system is to provide publication supply services
either in original form or copy to further improve access to information intended in consumer
research in and outside the country. In fact, this service can facilitate national and
international cooperation in partnership with library resources. In addition, the conservation
and preservation in the collection also aims to ensure that the country's intellectual heritage is
preserved in a more organized manner for present and future purposes. It is very important to
increase the level of awareness and knowledge related to the buffer. Finally, advisory and
consulting services are also provided by the National Library of Malaysia to organizations
that plan to establish a new library or upgrade existing library services. For example,
proposed budget allocation, design and specifications library equipment, cataloging and
indexing, library guides as well as the selection and procurement of library materials. In
conclusion, these services are provided to Ministries and Government Departments, the
Private Sector and Non-Governmental Organizations (NGOs) such as Welfare Organizations
and Volunteers.

3. COLLECTION OFFERED
The National Library has total collection of 4.78 million units, of which 4.52 million
are printed items, 98,406 are non-printed resources, 4,974 are Malay manuscripts, and 158,316
are digital assets.
A National Library’s primary function is to conserve and expand the use of published
collection from inside its own country as well as collection published in other countries that
are related to it. As Malaysia’s National Library, this institution serves as the major repository
for the country’s historical memory and culture, as well as a library that archives, documents
and preserve intellectual achievement that has been translated into print and non-print formats.
The Malaysian collection is collection of Malaysian racial and national heritage. The
Malaysiana Collection, Non-Malaysiana Collections, Malay Manuscript Collections, Rare
Collections, Serial Collections, Electronic Media Collections, and Commercial Databases are
all part of the National Library Collection.
1. Malaysiana Collection
Ephemeral Collection.
The Ephemeral Collection began in 1995 and is housed on Level 8 of Menara PNM in
the Special Collection Room. Postcards, brochures, programme books, posters, calendars, first-
day stamps, and envelopes are among the publications from many agencies and ministries
included.
Private Collection
The Private Collection, which contains information about historical personalities, was
established in 1994. This collection is a collection of important persons' individual works or
private collections on a variety of subjects including art and literature, history, architecture,
religion, culture, and others. The National Library of Malaysia purchased a private collection
for conservation and reference. The materials for field items are collected based on the
collection owner's preferences, interests, or areas of expertise. Books, journals, articles,
manuscripts, papers, pamphlets, genealogy, photos, letters, newspaper clippings, files,
drawings, charts, and brochures are among the private collection items available in the National

Library of Malaysia. All of these collections can be found at Menara PNM, Level 10. John
Bastin, A. Halim Nasir, Abdul Rahman Al-Ahmadi, Che Ismail Che Daud, Pak Sako, Aziz
Jahpin, Cerita Cina Peranakan, Abdul Karim Abdullah, Mohd Idris Kamaruddin, Naharuddin
Haji Ali, and A. Samad Said are just a few of the well-known figures who contributed to the
collections.
2. Non-Malaysiana Collection
ASEAN Collection
The ASEAN (Association of Southeast Asian Nations) Collection includes Malaysia,
Singapore, Indonesia, Thailand, the Philippines, Cambodia, Laos, Myanmar, Brunei
Darussalam, and Vietnam, as well as other Southeast Asian countries. This collection covers a
wide range of ASEAN topics, including social, cultural, economic, political, and national
heritage preservation. This collection may be found on Level 4 of the National Library of
Malaysia Building's Center Block.
United Nations Collection
Since 1976, the National Library of Malaysia has served as the custodian for United
Nations publications. Its organisations include the United Nations Educational, Scientific, and
Cultural Organization (UNESCO), the United Nations Food and Agriculture Organization
(FAO), the United Nations Children's Fund (UNICEF), and others. Books, serial publications,
conferences, prospectuses, news bulletins, and brochures make up this collection. PNM was
chosen as the United Nations' depository centre in February 2011. Level 4 of Anjung Bestari
houses the United Nations Organization Special Collections.
3. Malay Manuscript Collection
A Malay manuscript is a handwritten document in the Malay language written in the
Jawi script that dates from the early fourteenth century to the early twentieth century. It is an
important historical document that should be conserved, stored, and preserved. Thousands of
Malay manuscripts have been produced since the Malays first learned to write, particularly
during the period when Islam spread throughout the Malay world, covering a wide range of
subjects ranging from literature (both prose and poetry), history, religious Islamic teachings,

law, medicine, beliefs and premonitions, to court customs and administration, reflecting the
Malays' rich cultural heritage and high intellectual attainment.
The Malay Manuscript Reference Service is housed on the 11th floor of Menara PNM,
the National Library of Malaysia, in the Centre of Malay Manuscript. They provide researchers
with the highest quality manuscripts for research and recommendation in a friendly and
convenient environment. With the consent and supervision of the reader advisory staff, the
recommendation to the Malay Manuscripts collection focuses more on the originals and
microfilm copies. Apart from the Malay manuscripts collection, the NLM also has microfilms
of manuscripts from various institutions both in the country and abroad. Any photocopies made
from microfilm are subject to a fee.
4. Rare Collection
Domestic and foreign derivative works published before 1900, as well as materials that
have gone out of print and are no longer available on the market, are included in rare
collections. History, language, literature, social sciences, economics, religion, and other areas
are all represented in the collection. It contains knowledge materials in the form of books,
pamphlets, and photographs that are extremely valuable, difficult to obtain, and rarely found
on the market. The uncommon Malaysian collection is one of the few unique collections
available in the National Library of Malaysia, where this material is protected and turned into
a valuable collection.
5. Serials Collection
PNM also offers a library of serial publications, which comprises collections of
periodicals such as newspapers, magazines, journals, and other publications published both
inside and outside the country. At Level 7, Menara PNM, users can consult a selection of
locally published newspapers, magazines, and journals. It can be consulted in the National
Library of Malaysia, Level 4, Central Block, Anjung Bestari, for a collection of international
newspapers, magazines, and journals.

6. Electronic Media Collection
This is a resource collection of non-printed materials released in Malaysia and abroad
in many topic categories and media such as audio cassettes, audio discs, video cassettes, video
discs, digital video discs, data compact discs (CD-ROM), and kits. This collection is available
at the PNM Building's Digital Services Section, located on Level 4 of the Central Block
(Anjung Bestari).
7. Online Database
The u-Pustaka service is a national digital library that all Malaysians can use at any
time and from any location via the u-Pustaka portal at www.u-pustaka.gov.my. All Malaysians
can join U-Pustaka for free. Members of U-Pustaka can borrow both physical and digital books.
Members can order physical books from the u-Pustaka consortium's 12 libraries and have them
delivered to their homes for a low fee utilising the Pos Laju service. u-Pustaka also offers digital
resources such as audio books, electronic books, periodicals, journals, electronic newspapers,
database services, and government documents.

4. SPECIAL OR UNIQUE SERVICES AND COLLECTIONS
UNIQUE COLLECTIONS
1.0 Publish materials
PNM makes the first move to publish a catalogue and postcards in terms of attracting the
public's attention.
a) Postcard
PNM issued ten postcards, each with a different image as the background. The real
image is derived from images found in unique collections. This postcard will serve as
an unforgettable souvenir for people who will be unable to obtain it elsewhere.
b) Catalog
The catalogue is designed with images of unique collections and a quick summary of
the collections. As a result, it makes it easier for user to understand the material
contained in the collections. Colors abound in this catalogue.
2.0 In-house programme
In-House Exhibition
Exhibitions are a great way to increase public access to library resources. To point out
the obvious, public advertising of collections is a critical great software (Association of
Research Libraries, 2009). PNM offers gallery space in their building for unique collections.
People can physically view the collection at PNM.
3.0 Outreach programme
Exhibition around Malaysia
Every two months, PNM will transport the collections throughout Malaysia. It implies
that they will leave. Every two months, it will travel to different locations to promote the unique
collections. Apart from that they work with other organizations to introduce the collections to
the public. PNM, for example, works with UiTM Kelantan Branch, Machang Campus for. On
campus, there is a display. Undergraduates can benefit greatly from special collections
interact with historical material culture It gives them the opportunity to grow their own historical
fantasy (Bond & Butler, 2009).

SPECIAL SERVICES
1.0 Library Advisory and Consultancy Services
In terms of fulfilling its role as a consultant in the national management and designing
of Malaysian libraries, the NLM recommended a total of 30 libraries in 2017 on
administration and management issues based on established standards. In addition to
advisory services, NLM offers consultancy services to agencies such as state bodies,
private institutions, non-governmental organizations, and individuals based on application.
These consulting services are meant to help with facilities, library collections, library
additional staff, and other services that may be needed. In 2017, a total of 11 libraries
garnered consulting services.
2.0 Kazakhstan’s Corner@NLM
The Kazakhstan Embassy in Malaysia established a Kazakhstan corner at the NLM
venue in 2017. The Embassy has funded over 200 library collections, including books, stamps,
postcards, CDs, photo posters, and other items. Masterpieces of Kazakhstan Literature are
among the materials, as are materials on learning, culture, social science, education and
learning, the environment, science and technology, arts, geography, history, and biography.
3.0 Vshare: NLM Knowledge Management Services
The goal of developing a Knowledge Management (KM) system at NLM is to improve
information sharing, expert knowledge, and best practices among NLM employees. VShare
Portal was created as an official communications platform by using Microsoft SharePoint
system to create information within the department efficiently and cheaply accessible anytime
and anywhere. This Portal can be used to manage meetings, execute projects, exchange
information, and hold discussions. The system was introduced in 2014, and the management
team and professional staff are pleased with it.

5. CONCLUSION
A national library is a library that is explicitly built by the government of a country to
serve as the primary repository of information for that country. These, in contrast to public
libraries, seldom allow residents to borrow books. They frequently feature a large number of
rare, valuable, or notable works. As a result, libraries are vital and serve a variety of purposes
for various people. Libraries foster reading habits and the advancement of knowledge. The
library is an ideal setting for both leisure reading and research. Librarians now offer
comprehensive aid and guidance in researching and navigating information. The National
Library of Malaysia provides several exceptional and one-of-a-kind services and collections.
Users can meet their demands by utilizing the expertise that has been supplied.
