RE-ORGANIZING AND RE-ACTIVATING THE PRESENT BARANGAY DISASTER


COORDINATING COUNCIL TO BARANGAY DISASTER RISK REDUCTION AND
MANAGEMENT COMMITTEE (BDRRMC) UNDER THE UMBRELLA OF
BARANGAY DEVELOPMENT COUNCIL (BDC), PRESCRIBING ITS DUTIES AND
FUNCTIONS AND FOR OTHER PURPOSES

WHEREAS, the enactment of Republic 10121 otherwise known as the Philippine


Disaster Risk Reduction and Management Act of 2010, provides for the establishment of
Barangay Disaster Risk Reduction and Management Committee (BDRRMC) in each barangay
which shall be responsible for setting the direction, development, implementation and
coordination of disaster risk management programs within its territorial jurisdiction;

WHEREAS, Section 1 of the Implementing Rules and Regulation (IRR) of RA 10121


states that the existing Barangay Disaster Coordinating Council shall cease to exist and its
powers and functions shall henceforth be assumed by the existing Barangay Development
Council (BDC) which shall serve as the LDRRMC in the barangay;

WHEREAS, Section 5 of the Implementing Rules and Regulation (IRR) of RA 10121


states that the BDRRMC shall be a regular committee of the existing BDC and shall be subject
thereto. The punong barangay shall facilitate and ensure the participation of at least two (2) CSO
representatives from existing and active community-based people’s organizations representing
the most vulnerable and marginizalied groups in the barangay;

WHEREAS, under Section 15 of RA 10121, the BDRRMC shall take the lead in
preparing for, responding to, and recovering from the effects of any disaster based on the
following criteria: a.) the BDC if a barangay is affected; b.) the municipal DRRMC if two or
more barangays are affected; c.) the provincial DRRMC if two or more municipalities are
affected; d.) the regional DRRMC if two or more provinces are affected; and e.) the NDRRMC if
two or more regions are affected;

WHEREAS, there is a need to reorganize and reactivate the Barangay Disaster


Coordinating Council to Barangay Disaster Risk Reduction and Management Committee
(BDRRMC) in order to have a coherent, integrated, proficient and responsive disaster risk
reduction and management system in the barangay;

NOW THEREFORE, I _____________, Punong Barangay of _______ by virtue of the


powers vested upon me by law, do hereby order the following:
Section I. Composition

The Barangay Disaster Risk Reduction and Management Committee shall be composed
of the following:

Section II. Functions

The BDRRMC shall have the following functions:

a) Establish the Barangay Disaster Operations Center;


b) Formulate the BDRRM Plan and other related documents;
c) Approve, monitor and evaluate the implementation of the Barangay DRRM Plan
consistent with the municipal provincial and national planning programs;
d) Ensure the integration of disaster risk reduction and climate change adaptation into local
development plans;
e) Recommend the implementation of forced and/or pre-emptive evacuation of the residents
if necessary; and
f) Convene the BDRRMC once every three months or as often as necessary.

Section III. Repealing Clause

All previous orders or issuances inconsistent with any previsions of this order are hereby
repealed and modified accordingly.

Section IV. Effectivity


This order shall take effect immediately.
