IMPLEMENTATION OF THE PRESIDENTIAL DIRECTIVE ON
NATIONAL TREE GROWING AND RESTORATION CAMPAIGN.
1) Background
Climate change and global warming are realities that concern the entire
lobe. Kenya has shown commitment to protect the climate system for the
benefit of the present and future generations. In so doing, the country
supports the United Nations Framework Convention on Climate Change
(UNFCCC), hhas ratified the Kyoto Protocol, 2005, and contributes
immeasurably to the continental and regional climate management
iatives.
There is a Global clarion call for action to halt and reverse adverse effects
Of deforestation and the land degradation that often ensues. There is a
national consensus to restore at least 30% of the degraded terrestrial and
marine ecosystems by 2030. To this end, Governmert has declared
commitment towards the planting of at least IS billion trees by 2032.
IPageIn line with this national initiative, vide a Circular No: OP/CAB/IZA
dated 30" January 2023 Government directed all Ministries, Departments
and Agencies (MDAs) to incorporate tree planting as a carget in the FY
2023-2024. Consequently, as a prudent public entity itis hereby directed
that henceforth tree planting shall be integrated in the performance
contract framework of the Commission for purposes of monitoring and
reporting.
2) Objectives
‘The overarching aim of the initiative is to whole-heartedly lend support to
this noble enterprise with the specific objectives being to:
a) Increase the national forest cover and the number ef trees in non-
forested areas.
) Align the Commission's plans to the Global and National efforts
towards afforestation,
Contribute to the Government's programme of negating climate change
and global warming effects.
4) Promote a tree growing culture among Kenyans.
) To contribute towards food security by planting fruit trees.
23) Strategies
‘As employees of the Commission holding administrative positions at
different levels, the Commission directs that you foster partnerships with
state and non-state agencies for mobilization of resources to support the
planting of at least 9,000,000 trees. To this end, you are advised to:
a) Identify public spaces/sites for planting trees.
b)Acquire seeds and seedlings for fruit trees and other trees in the ration
‘of 30% and 70% respectively.
Mobilize employees under you, including teachers and secretarlat staff
for the tree planting exercise.
d)Take advantage of the annual rain seasons to ensure the trees are
planted in your areas.
€)Mobilize adequate seedlings for planting prior to October/November
and March/ April annually.
21Pa{ Mobilize, coordinate, oversee, and supervise the planting of trees in
respective administrative areas.
{)Submit Quarterly reports to the Commission showing the number of
trees planted and the locations. The first report in this regard is
expected by 10 January, 2024 and should be submitted via
ceo@tsc-g0,
All County Directors are directed to bring the contents of this circular to the
attention of ALL the Officers and teachers serving under them. Likewise, all
the Institutional Heads are directed to bring the contents of this Circular to
AIL teachers under them,
