Environmental Laws to Implement
Pepsi Cola Products Philippines, Inc. violates Presidential Decree (PD) No. 1067,
Section 1. Water may be appropriated for the following descending purposes and uses.
Use of water for industrial purposes.
Section 2. When Permit/Authority from the National Resources Board must be Secured -
as required under provisions of P.D.1067, a permit/authority shall be secured from the Board in
the following instances
Section 82. Grave Offenses. A fine of more than Eight Hundred (P800.00) Pesos but not
exceeding One Thousand (P1,000.00) Pesos per day of violation and/or revocation of the water
permit/grant of any other right to the use of water shall be imposed for any of the following
violations:

Conclusion
Philippines prohibited the construction of deep wells as it would increase the effect of El
Niño’s dry period which is a threat to our country’s water supply. And also severe water
extraction from groundwater can cause seawater intrusion into groundwater and also land
subsidence, which could damage infrastructures and buildings due to sudden changes in
ground elevation.Pepsi-Cola Products Philippines Inc. (PCPPI) has dug six operational deep
wells, located at Tunasan, Muntinlupa, on its property to provide a sustained source of high
quality water to the factory as the water supplied by Maynilad didn’t meet their water
standards but it was ordered a closure order considering their act as unlawful water
appropriation. They have violated Presidential Decree No. 1067 as a result of their illegal
deep wells. The court ordered a fine set at Php 11 800 000 but decreased to Php 11 580 000
and an authorized raid to the facility was conducted to seal the deep well.
OPINIONS:
What the PCPPI did was a serious offensive venture because it did not only endanger the
water resources but also the lives of the citizens living there. It is said that floods took
longer to diminish due to extraction of groundwater wherein it was already encountered by
many cities such as Caloocan, Malabon, Navotas and Valenzuela. In addition to this, from
what we experienced due to typhoon incidents, this could cause a lot of damage to the
properties. Fortunately, the NWRB had taken action to prevent this violation. All companies
and industries must not only think about their economical values but also consider the
consequences of what their actions could do to the environment. Environmental Laws and
regulations are implemented to regulate and reserve the use of our natural resources, hence
it must always be respected and followed.
RECOMMENDATIONS:
*Suspension of the said company Amercement
*Compensation to the employees
*Securing permit first, issued by the council before proceeding with the construction of
deep wells
*Building water treatment facility by capturing rainwater for on-site use or the likes
*Allotting budget for cooperation with Maynilad or any water providing company to haul
water supply through service fill up
*Allocate budget for researching ways to procure water from other resources
*Exploring ways to reuse waste water and converting it back to drinkable water for their
water supply
