Vice President Sara Duterte faced questioning from the Senate Committee on Finance regarding the
P500 million confidential fund included in the proposed P2.3 billion budget for the Office of the Vice
President (OVP). Duterte stated that while they are not insisting on the fund, it would make their work
easier by providing flexibility for monitoring the implementation of OVP's programs and projects. She
acknowledged using previous confidential funds for purposes unrelated to security matters, such as free
bus rides and tree planting.
Senator Risa Hontiveros reminded Duterte that confidential and intelligence funds should not be used
for salaries, wages, allowances, entertainment expenses, or construction of buildings, except when
authorized by law. Hontiveros suggested that such funds should be allocated differently, even for civilian
agencies like the OVP. Senate Minority Leader Aquilino Pimentel questioned the legal basis for
requesting the confidential fund, to which Duterte cited a 2015 joint circular.
Despite the scrutiny, Senator Bong Revilla and other senators expressed support for the proposed
budget.
In response, Hontiveros agreed with Duterte's statement that the OVP could "live without" large
confidential funds, emphasizing that there is no valid reason for the OVP's confidential budget to surpass
that of top security agencies.
