Pre-Loading Procedure
C/O shall complete this procedure with support of OOW & Rating
Post notices at the vessel’s boarding point
a) Make visitors aware of cargo hazards as applicable
Note: Gangway notice should display if cargo contains H2S or Benzene as applicable
b) Maintain gangway watch
Remove the covers of all the manifold pressure gauges including off shore manifolds
and open their cocks
a) Confirm all manifold pressure are in place and cocks are kept open
Note: Even manifolds not in use should have pressure gauges fitted and in use.
Install temperature gauges if applicable basis cargo
Visually check the ballast water surface for any oil sheen
a) Draw samples as required
Gauge vessel's tanks with terminal representative & cargo surveyor
a) Use approved and calibrated UTI
b) Close ullage caps after gauging and sampling
Warning!
Do not perform open hatch sampling / gauging unless written request received from
terminal authorities and approval from office.
In case of CPP cargo, obtain confirmation from suppliers/surveyors if cargo contains
MTBE/ETBE/Oxygenates/FAME /BIO
a) Inform office/Pool/Charterers as applicable
Obtain O.B.Q. certificate, with amount of sediment, oil and free water remaining.
Note: Immediately inform office by phone in case tanks are rejected for loading
Prepare manifold reducers
a) Ensure gaskets used are in good condition
Confirm all manifold pressure and temperature gauges are in place
Note: Even manifolds not in use should have pressure gauges fitted and in use
Complete
a) Ship-shore safety checklist
Warning!
Do not leave any items empty and mark the ones not applicable as NA. Check and sign the
repetitive checks at intervals agreed at initial agreement. Report any non-compliance to
the Master.

c) STS checklist (where applicable)
Note: Complete DOI (Declaration of Inspection) in US Ports
Caution! No unauthorized personnel allowed in near the manifold area during entire cargo
operations including stern manifold (where applicable)
Rig SOPEP/SMPEP gear at manifold and main deck aft adjacent
to portable air pumps.
a) Always keep scuppers closed and OOW to ascertain their tightness.
Ensure firefighting equipment is kept in readiness
a) Fire hoses are rigged
b) Keep at least 2 fire extinguishers ready near manifold area
c) Foam monitors to point towards the manifold area.
d) International shore coupling
e) Where applicable ensure same is available close to stern manifold
Give engine room notice for starting ballast pumps
a) Follow BWTS prestart checklist (if applicable) as per makers guidelines
C/O to confirm line up (cargo, ballast, IG and VECS if applicable)
a) Counter checked by another officer or Pumpman
b) Confirm unused valves /manifold are secured using blanks/double valve /seals as
applicable
Note: IG inlet valves locked and key under C/O’s possession to prevent unauthorized operation.
c) Verify the position of balancing valves between slop port & starboard
- Ensure positive segregation when loading in one slop tank with adjacent slop tank with slops
d) Check Line up from stern manifold incase loading via stern manifold
e) Maintain vapour segregation as per grades or voyage orders
f) Ensure there are no off-scan alarms on Cargo operating system, IG System & CCR
panels
g) Set alarm to monitor idle tanks using cargo monitoring system
Follow below when Vapour balancing with VECS in use
Note: Refer to ship specific VECS manual for details
a) Check local Vapour balancing regulations for monitoring vapour stream oxygen %
continuously with audible and visual alarm
b) Check if terminal or discharging vessel is provided with fixed equipment to comply
with local requirement

c) Confirm arrangements is available for checking O2 % at vapour manifold
Note: Contact office with action plan if vessel is not equipped fixed Oxygen monitoring to meet
local requirement
d) Set VRL pressure alarm to < 90% of lowest P/V valve release setting of cargo tank
e) Drain all condensate from the VECS system
f) Confirm cargo tanks are in inert condition with < 8% oxygen
Note: Check with Terminal on O2 % requirement in cargo tanks as some may require < 5%
g) Confirm hose if free of any defects and length is enough for the ops
h) Check hose is pressure tested within one (1) year and marked
i) Confirm vapour connection is proper
j) Confirm an insulating device is fitted
k) Line –up VECS to ensure the presentation flange at the cargo manifold
l) Agree cargo transfer rates in Agreed load plan
Note: Refer to VECS manual for confirming rates
m) Agree on the operating pressure
n) Agree on the actions to be taken in case of any fault
o) Ensure flame screen are in good condition
Follow
a) MSDS procedure
b) Additivisation procedure (where applicable)
Verify depths alongside upon berthing and at 6-12 hourly intervals if
a) UKC at the max expected draft is less than or equal to 3 metres
b) Depth data alongside is not available
c) Loading at river ports

Start Loading Procedures
C/O shall complete this procedure with support of OOW & Rating
Inform terminal upon readiness
Open manifold once terminal confirms readiness
Caution! Do not open vapour manifold valves until the IG pressure of the receiving ship
exceeds that of the discharging ship
Start loading at initial agreed rate
Ensure cargo is flowing into correct tanks
Check for any leaks on deck and pump room
Note: Pay special attention to offshore manifolds
Perform sampling as per owners’ and charterers’ instructions /guidance
Note: Report for any abnormality of cargo sample to office immediately
Check over side for
a) Any oil sheens
b) Any possible escape of oil through sea valves or oil
Monitor working and idle tanks
Monitor cargo temperature for heated cargo
Inform terminal to increase loading rate/pressure as agreed plan
De-ballast concurrent with loading as per C/O’s pre-determined load plan

During Loading Procedures
OOW shall complete this procedure with support of Rating
Ensure repetitive checks done as per:
a) Ship-shore safety checklist
b) STS checklist where applicable
Confirm/check during regular rounds on deck & in pump room
a) Cargo pumps/lines correctly set
b) No leaks
c) Sea/overboard valves closed & secured
d) Surrounding waters for any signs of pollution
e) No security issues
f) Safety & protective equipment readiness
g) Cargo heating system if in use
h) If rainwater is accumulated on deck
- Seek permission from OOW to drain
- Ensure no oil sheen
- Attend such draining until the plug is fixed back to the scupper
Caution! Don’t leave open scupper unattended
Note: In case of cold weather check functioning of P/V Valves frequently
Ensure cargo temperature is within acceptable limits
Note: Standard charter party terms limit the maximum load temperature to 165°F
Check the below hourly
a) Stress and stability are
- As per plan
- Within acceptable limits
Note: Discuss with C/O the acceptable stresses. Stresses shall always be less than 100% of the
allowed sea stresses.
b) Tank gauging system operational
c) Ship/shore figure comparison
Monitor ullages of both tanks being worked and idle tanks
Monitor IG pressure in cargo tanks and when using Vapour balancing with VECS
a) Ensure cargo transfer rate is not exceeding the designed rate for the vapour
balancing hose if in use
b) Exchange information regularly with terminal or STS vessels (as applicable)

c) Stop transfer if the oxygen % of the vapour stream is > 8%
Caution! Do not let air enter the cargo tanks
Stop loading immediately if any sign of over pressurization
Maintain the agreed loading rate with adequate number of tanks open
Consider below while changing over tanks
a) Enough manpower is available
b) Call C/O well in advance as per load cargo plan
c) Advise terminal if required regarding changing of tanks
d) Maintain or reduce the loading rate if required
e) Monitor working & non-working tanks upon completion of changeover
Check & record regularly following:
a) Ullage/innage of working/nonworking cargo & ballast tanks
b) Stress/stability at acceptable limits
c) Cargo/ballast figures matching with calculated predictions of the cargo/ballast
sequence
Note: Inform C/O in case of
- a significant or agreed discrepancy between ship/shore cargo figures
- actual loading parameters deviating from load plan
At least every 6 hours record the below:
a) Cargo figures with calculated predictions of the load plan
b) Damage stability condition from loadicator to be saved in a folder
Note: Inform C/O in case of
- a significant or agreed discrepancy between ship/shore cargo figures
- actual loading parameters deviating from loading plan
Call C/O well in advance prior to
a) Critical stages identified
b) Topping off
c) As per his written instructions
Verify depths alongside every 12 hrs if:
a) UKC at the max expected draft is ≤ 2 metres
b) Depth data alongside not available
At least every 12 hours record the below:
a) Visual drafts against draft read out in CCR and loading computer
b) Manual soundings / ullages of tanks against remote readings in CCR
c) Manual temperature of tanks against remote readings in CCR

Changing Tanks during loading operations
OOW shall complete this procedure every 6 hours with support of Rating
Ensure enough manpower is available for:
a) Handling valves
b) Monitoring ullages
c) Monitoring lines
2) Call C/O well in advance as per load plan
3) Advise terminal if required and engine room regarding changing of tanks
4) Maintain or reduce the loading rate as per cargo plan
5) Monitor tank pressure
a) Avoid any pressure surge
b) Ensure tank valve is opened before closing other tank valve
6) Monitor working & non-working tanks upon completion of changeover

Topping Off Procedures
C/O shall do this procedure
Ensure enough manpower is available to handle valves and monitor ullages
Maintain or reduce the loading rate basis vessel’s venting capacity and number of tanks
open
Warning!
Do not close too many valves against shore pressure since this can lead to pressure surges
and over pressurizing of the ship lines and tanks.
Regulate the flow to the tank being topped off keeping below in mind
a) Increase in rate of flow to other tanks
Note: Vessel’s trim may cause more flow into the after tanks.
b) Manifold back pressure
c) Tank pressure
Monitor the liquid level in topped off tanks frequently to make certain that level is not
rising
Note: Final topping off to be done using UTI
Do the below when loading final tank
a) Re-check communication with terminal
b) Give adequate notice to terminal as agreed
c) Reduce to desired rate basis vessel’s venting capacity
d) Allow adequate space in the last tank basis notice given to terminal for shut down
e) Ensure shore control valves are closed before vessel’s valves
f) Monitor tank level once terminals confirms shut down

After Loading Procedure
C/O shall complete this procedure with support of OOW & Ratings
Ensure
a) Relevant ship valves for cargo / ballast system are closed
Note: Account for expansion due to temperature variations.
b) Relevant cargo lines/manifold
- Drained
- Blanked
c) Tanks are under positive pressure
Check Benzene or H2S level in tank if applicable and update Deck Logbook
Note: Notify office if these gases are detected in cargo tanks.
Refer to MSDS for final ullaging and sampling
Note: Follow safety precautions as per MSDS.
Indicate in Port Log if any disruption was caused by shore or ship
Gauge ship's tanks with terminal representative & cargo surveyor
a) Use approved and calibrated ullaging, sampling or measurement equipment
Note: Metallic components lowered into the tanks must be securely bonded together and
earthed to the ship.
Make final cargo calculation report recording ullage, temperature, volume and weight
of the cargo
Note: Check for water in tanks and contact office if any found.
Check voyage orders regarding ship shore cargo difference allowance
Note: Contact commercial team in case of dispute regarding cargo figures.
Obtain
a) Terminal representative & cargo surveyor’s signature on final cargo calculation
report
b) Quality certificate from suppliers
Note: Issue LOP if certificate of quality is not provided.
Send all necessary cargo documents as per voyage orders to relevant parties
Complete cargo documentation
Confirm stress and stability limits in order
Check vessel upright and properly trimmed
a) Check visual drafts

Confirm shore connections
a) Disconnected

Cargo Hose Connection/Disconnection Procedure
OOW shall supervise this procedure and Deck rating shall support
Carry out JSA
Use adequate manpower
Note: Bosun or Pumpman to be in attendance.
Maintain direct contact with Shore Representative and the Ship’s CCR
Know the total weight of the hose, especially for submarine and floating hose strings
Note: Hose weight should not exceed SWL of the ship’s crane and hose rail .
Connect snubbing ropes, hand off chains or wires as applicable to a strong point to
avoid dangerous lateral movement of the hose
Confirm with terminal / ship regarding cathodic protection system. If the jetty system
remains on, it is advisable that the ship also keeps its system energized.
Note: Switching off cathodic protection system either ashore or on ship is not the best method of
minimizing ship/shore currents in absence of an insulating flange or hose.
Confirm with terminal operator and use either
a) Cargo hose string & metal arms fitted with an insulating flange or
b) A single length of non-conducting hose
Note: The use of bonding wire is found to be ineffective and a possible hazard to safety.
Prior giving permission to start cargo transfer
a) Ensure connection flanges are correctly bolted or clamped
b) Use high quality gaskets sitting snugly against the connecting faces
c) Ensure hoses are properly lashed and suspended
d) In case of flexible hoses, verify below marking on hose
- Manufacturer’s name and trademark
- Factory test pressure
- Maximum allowable temperature
- Month and year of manufacture
- Manufacturers serial number
Warning!
Do not use hoses where visual examination indicates signs of defects, irregularities or
damage.
Provide adequate support for the hose when connected to the manifold by means of
webbing straps
Note: Adjust the hose string, as the ship rises or falls due to tide and cargo operations.
Immediately stop all operations if in doubt or unsafe condition exists

Note: Restart operation only once the cause of unsafe situation is resolved.
Prior connection/disconnection of hoses ensure below as applicable
a) Complete line clearing operation as per agreed procedure
b) Ensure line is well drained
c) Secure flexible hose blank and manifold blind flanges
d) Ensure manifold valves are closed
e) Release gradually the snubbing rope, hand off chains or wires as applicable.
