1.0 INTRODUCTION
Shell Nigeria Gas Limited hereinafter referred to as the COMPANY, has a requirement for
the provision of engineering, procurement, fabrication, installation, construction, and
commissioning of a processed dry gas distribution City Gate with CNG injection Facilities at
SNG location in Ibadan, Oyo state, Nigeria for a period of 36 months, provisionally
commencing Q3, 2023.
1.1 PROJECT OVERVIEW
Shell Nigeria Gas Limited, distributes natural gas to industrial and commercial customers
through pipeline-based distribution network.
Shell Nigeria Gas (SNG) is the Shell Energy Nigeria (SEN) incorporated venture as a fully
owned Nigerian company that is a Local Domestic Gas Distribution company (LDC).
As part of the commercial campaign to support the industrialization of Oyo state and
environs, SNG intends to build a new gas distribution City Gate facility and from there supply
all the major Industrial clusters in the state.
This project involves the construction of a fully fitted gas facility with all the necessary civil
infrastructure like administrative and control building, fencing and security utilities, power,
water, waste management utilities, access road for hydrocarbon trucking in and out the
facility; installation of a free-issued CNG PRS unit with all support utilities; gas odorization
system; fully fitted modern control room with full internet capable plant data transmission to
other location; civil works for future expansion for addition of an LNG terminal; warehouse for
pipe and heavy storage; self-sufficient gas powered (and blackstart diesel) generators for
power supply; backup solar power systems with UPS for full autonomy of key infrastructure;
all safeguarding and operations mechanisms on DCS (DeltaV); a mini fire station;
emergency flare and venting systems and a PRMS area for receiving pipeline supplied gas.
The compressed natural gas (CNG) pressure reduction and metering station (PRS) is a
capacity of 3mmscfd and liquefied natural gas (LNG) with a capacity of 10mmscfd with
storage of 1000sm3 (as future space) and all the finishing earthworks and landscaping for an
environmentally sustainable and aesthetically beautiful integrated gas facility (in-line with the
Government approved environmental impact assessment (EIA).

1.2 Project Objective
The project objective is to have capacity and capability to supply up to 40 MMscf/d dry gas
to the identified industrial clusters within Ibadan, including the distribution mechanism for
safe, environmentally friendly and supply reliable operations.
Completed facilities and distribution network shall have reliability, availability and
maintainability (RAM) no less than 95%.
1.3 Project Scope of Work
The engineering SCOPE includes as a minimum:
1. Engineering activities, design development, reviews, studies, development of
specifications and data sheets (where required) in sufficient detail for procurement of
MATERIALS for fabrication and construction.
2. Incorporating in the design process the concept of elimination/substitution/reduction
to mitigate safety risks as a key feature.
3. All works and technical services necessary (including coordination with COMPANY
and third parties as required) to mature the design provided in TECHNICAL
INFORMATION to sufficient detail to satisfactorily meet COMPANY'S functional
objectives for each asset per the requirements of the TECHNICAL INFORMATION
4. Reviewing and approving SUBCONTRACTOR supplied drawings and documents.
5. Organising and attending meetings, workshops, design reviews with COMPANY and
third-party CONTRACTORs.
6. Preparing and maintaining throughout the SCOPE phases a list of statutory
requirements with which the SCOPE must comply, highlighting any which are
contrary to the requirements of the SCOPE.
7. Identifying and incorporating construction, operation and maintenance requirements
throughout the SCOPE.
8. Defining interface areas and integration of interfaces with systems resulting from the
work of third parties.
9. Providing field design procedures and adjustments as required.
10. Generating "As Built" documentation and drawings.
11. Generation of HANDOVER information to SNG.
12. Deliverables as mentioned in SCOPE DESCRIPTION are required from
CONTRACTOR as minimum requirements. CONTRACTOR will add to this
APPENDIX any other deliverables necessary to complete the SCOPE.

1.4 Project Location
This Shell Nigerian Gas (SNG) City Gate Station facility will be situated on a 3-hectare land
(as a greenfield project) in the Oyo State Industrial Zone located at Ajao town along the
Lagos- Ibadan expressway.
1.5 Document Objective
The objective of this document is to show how Frazimex Engineering Limited will execute,
monitor and control the project if awarded the contract. It establishes exactly how the project
execution phase of the project will be managed to meet the requirements of the project or
contract.

2.0 BOWER PHASE 1 PROCESS SYSTEM DESCRIPTION
Shell Nigeria Gas (SNG) intends to distribute natural gas to Industrial and Commercial
customers within Oyo State via a pipeline network by building a city gate.
A Compressed Natural Gas (CNG) Truck supplies gas at a very high pressure circa 250
barg to the city gate. In the City Gate, a piping arrangement with valves for isolation and
coupling will be provided to aid the transfer of the gas from the Truck to a Pressure
Reduction Skid (PRS) whose primary function is to reduce the pressure of the compressed
gas from 250 barg to the pipeline pressure of approximately 22 barg.
Prior to the transfer of the gas from the Sales Gas Manifold to the pipeline, an odorant shall
be injected into the gas stream via an Odorant Injection system.
A meter shall be provided to measure the volume of gas transferred from the CNG Truck to
the PRS as well as the volume of gas injected into the pipeline for the off takers.
A positive isolation system incorporating a double block and bleed valve arrangement and a
spectacle blind shall be provided upstream of the PRS to ensure a positive isolation of the
PRS from the CNG Truck.
A shutdown valve shall be installed upstream and downstream of the PRS to isolate the PRS
during emergency while the trapped gas inventory in the PRS and associated piping shall be
evacuated through a dedicated blowdown line having a fail open, full bore blowdown valve
and a Restriction Orifice. A suitable piping material subject to the result of a
Depressurization study shall be used for the blowdown line. The size of the Restriction
Orifice shall also be obtained from the Depressurization study. A shutdown valve shall be
installed downstream of the Sales Gas Manifold.
A Flare system incorporating a Flare Stack and a liquid Knock-Out Drum shall be installed
downstream of the Restriction Orifice. The Knock-Out Drum helps to remove any entrained
liquid before flaring the gas.
The City Gate requires some utilities viz Potable water, Diesel, fuel gas, Instrument air
system etc to enable the station run smoothly. A brief description of the utilities is provided
below:
Potable water shall be provided for the Administrative and Control building. A borehole shall
be drilled and a Borehole Pump used to transfer water from the Borehole to an elevated

water Tank. A pump shall transfer water from the Tank to an UV Sterilization package which
will treat the water to a World Health Organization (W.H.O) specification before the water will
be distributed to the Administrative and Control buildings and also to the Safety Showers
and Eye Washes.
Diesel fuel shall be provided for the Firewater Pumps, Diesel Generator (black start) and
also used for refuelling of vehicles. A Mobile Truck shall supply Diesel to a Diesel Tank, a
Diesel Transfer Pump shall pump the diesel to a header which connects to individual user.
Two pumps shall be provided – a duty pump and a standby Pump. Diesel Pre-filter shall be
part of the Diesel system.
A Duty and Standby Gas Generator shall be provided to supply energy to the City Gate. Gas
shall be tapped from the line downstream of the PRS while a pressure control valve at the
fuel gas header drops the pressure to about 4.5 barg at the inlet of the Gas Generators.
The compressed air system which shall be required to operate the instrument valves shall
consist of 2 x 100% Air Compressors, 2 x 100% solid dessicant air dryer and 1 x 100% air
receiver. The instrument air shall be supplied to the Air Receiver at a pressure of 8 barg.
