1. Introduction
This submission has been prepared by China Henan International Cooperation Co. Ltd
(CHICO) in response to the tender of Rehabilitation and Construction of Intake, Water
Treatment, Transmission Main and Pumping Stations, Nacala, RFB No:
FIPAG/DRIVE/ W-15/23.
This preliminary method statement has been prepared for response to the Bidding Procedures,
Employer’s Requirements, Scope of Works, and Specifications received from the Employer
FIPAG.
Please note that after award of the project, CHICO as the Contractor will prepare detailed
method statements for the overall works and for the various works components. The method
statements will be submitted to the Engineer for approval prior to the commencement of the
overall Works and specific work components.
2. Understanding of the Project
2.1. Project description
The Government of Mozambique has received financing from the Government of the
Netherlands grant co-financing supplied under the so-called DRIVE facility and from the
World Bank towards the cost of WASIS II project to support FIPAG in implementing
investments in the water supply system in Nacala, mainly the rehabilitation and expansion of
the water supply system based on surface water from the Muecula dam. This investment aims
to increase water production, transportation and distribution.
The Contractor shall be awarded one of the parts below, based on available amount:
PART A
Electromechanical equipment of the intake pumping station EB0 at Muecula dam;
Transmission main with a length of 2 165 m DN500 mm Ductile Iron from EB0 to new
WTP;
WTP at Muecula dam with a capacity of 16 000 m3/day including pumping station
(EB1), chlorination and a clear water tank as well the required power supply facilities,
transformers, standby generators, laboratory;
Transmission main with a length of 3 325 m DN500 mm Ductile Iron pipe from EB1 to
R0;
New R0 Ground Tank 2 000 m3 to replace the existing one;
Transmission main with a length of 11 800 m DN500 mm Ductile Iron pipe from R0 to
EB2;
New pumping station EB2;
Transmission main with the length of 6065m DN500 DI pipe from EB2 to the ground
tank R8.

New WTP at Mutuzi II a capacity of 500 m3/h (10 000 m3/day) including pumping
station, a clear water tank as well the required power supply facilities;
Transmission main with a length of 15 200 m DN350 mm Ductile Iron pipe from WTP
Mutuzi II to the new 500 m3 elevated tank R8.
3. Construction Methodology
A Complete Procurement plan of all works related plants/materials with its supporting
technical documentation shall be submitted to the Engineer for his prior approval as per our
time schedule in the Construction Programme.
3.1.2 Temporary Works
We as the Contractor shall be responsible for all Temporary Works required. We shall obtain
written permission from the Engineer before construction of any temporary works may
commence.
Temporary works will include and is not limited to the following:
Shoring and bracing of excavations
Protection of existing infrastructure
Concrete mix designs
Review Designs in tender stage and make provisional plan for Contractor’s construction
works
Placing and removal of barricades where required
Temporary supply pipelines
Traffic management where required. A traffic management plan (TMP) shall be provided
in accordance with the local road user laws and regulations. The TMP shall also address
all traffic management for temporary access roads provided by the Contractor.
All facilities within the Contractor’s construction camp. The design shall compile with the
specifications and all statutory requirements such as the Occupational Health and Safety
Act and Regulations. The area is to be reinstated upon completion.
Access roads for the construction camp and temporary material stockpile site. These roads
are to be designed, constructed, and maintained by the Contractor to comply with safety
and environmental requirements. They will be reinstated upon completion the Works.
Based on the Contractor management’s requirement and site situation, during the
construction stage, we shall prepare two camp offices as per this project situation and our
own project management plan, which shall be submitted to Engineer for prior approval
before any establishment.
3.1.3 Power, Water and Other Services
The Contractor shall take available sources at local points of existing power supply to all the
sites and also arrange adequate standby generators before any works commenced, which is to
ensure the construction works proceeding smoothly, including mobilization; meanwhile, we
shall request the permit and arrange installation of the permanent power connections from
EdeM for the sites so that this will be convenient for our further construction activities and
future DC operations.
Non-portable water to be used for construction can be settled via variable availability from
existing boreholes or water connections, or by drilling new borehole. The quality of water
must meet the construction requirement.
The Contractor shall arrange his own sanitation equipment in order to provide healthy and
potable water to the satisfaction of the health authorities in the area of the Site for human
consumption.
3.1.4 Programming and Sequencing of Main Activities
As per the project description that there are mainly the following construction components:
Construction of transmission lines;
Construction of Intake, WTP in Muecula, EB1 pump station and other works;
Construction of R0 Ground Tank and EB2 pump station;
Construction of WTP, ground tank and pump station in Mutuzi II.
Preliminary Works Sequences have been considered as below which in line with all
requirements from Employer’s Procurement Documents.

Constitution of the DAAB
Mobilization and Construction of Contractor’s Camp and Office
Submission and Approval of Proposed Critical Electrical and Mechanical Equipment’s
Documents and Procurement afterwards

Notes:
1) Detailed time programming will be indicated in the Construction Schedule in the
Technical Proposal Part of this submitted Tender Proposal.

2) Detailed works programme in joint with statement of methods with all allocation of
resources will be submitted to the Engineer for his prior-approval before commencement
of each work section.
Earthwork excavation shall be executed by excavators and dump trucks. Earth shall be
excavated from up to bottom with the requirements of design and transport suitable material
to the fill section directly for backfilling. The unsuitable material shall be transported to the
spoil land and stockpiled tidily with the requirements of specification.
●Rock Excavation
Excavation method shall be determined according to the class of stone prior to the rock
excavation.
When hydraulic breaker is selected for rock excavation, firstly the work area needs to be
cleaned and prepare, secondly the excavator with the hydraulic hammer attachment is
positioned near the rock face with optimal access and stability, thirdly the breaking the rock,
last removal of debris.
When blasting work utilized for rock excavation, construction method and safety measure
shall be submitted to the Engineer for the approval within the specified time. Drill blasting
hole on the stone with air compressor and rock drilling machine and arrange the holes for
blasting for loosening rock. Use excavator to clean the crushed rock and transport with the
assistance of loader and dump truck or excavator and dump truck.
●Swamp Excavation
The swamp sections shall be constructed with priority. Provide and install such drainage
facilities as pumps and so on prior to the construction of excavation, at the same time some
measures, such as cofferdam, shall be used to reduce the bad effect for the construction mend
by extraneous water. One or more temporary roads shall be constructed with the requirements
of coverage of excavator and construction progress prior to the construction of excavation
work.
All above shall also consider and follow the specifications of work requirement.
3.2.2.2 Pipe Laying
●Pipe Lifting
To protect coating and lining of pipe and fittings adequately, the loading and unloading
should under the supervisor of technician. There are four kinds of tools used commonly for
lifting pipe and fittings, steel rope, hooks, nylon or plastic sling and forklift. Before lifting
please check all the tools such as hooks, slings, wire ropes and confirm that they are in good
condition.
●Pipe Storage
Pipe should be placed in stock yard with ground hard enough to bear the weight of pipe and
will not cave after stacking the pipe. Marshy or soft ground is not suitable for storing pipe.
The ground should be planar, if necessary; ground should be leveled by grader or roller.
Before laying the pipe, obstacles, stones or other hard objects may damage the pipe should be
removed out from the storage area. Place at least two timbers for the first tier. The distance
between the timber and socket or spigot end of the pipe is about 1 meter. Leave about equal
distance between pipes and if possible, it is better to secure all pipes in bottom tier with
chocks. The end chocks in the bottom tier must be secured firmly with cramps. Keep the
direction of the socket to same direction in same tier, and reverse the direction of pipes at
each tier. Always make the socket of pipe to be free from contacting socket or spigot with the
pipe in upper or nether tier.
●Pipe Laying
After the excavation for the trench is done, the level shall be checked to ensure it is done in
accordance with the designed drawings. Then the suitable materials will be used for the
bedding according to the specification. The socket direction of the pipe shall be at the
direction the water following coming. Inside of socket should be carefully cleaned, especially
there should be no paining, soil, sand or other residues left in the area of rubber gasket. Check
that the spigot is chambered and in good condition. Then Insert the gasket outside the trench
at the socket end. Lubricant will be applied to both socket and spigot. Push the spigot into the
socket until the mark is in line with the socket face, checking that everything is correctly
aligned.
●Backfilling and Compaction
Suitable material will be used for backfilling in accordance with the requirement of contract.
Backfilling and compaction shall be done for each layer no excess 300mm,Use a roller to
compact each layer till it have reach to a 95% MDD compaction coefficient.
●Pressure Test and Flushing
The Contractor shall submit to the Engineer a detailed program of the pressure test, 7 days in
advance of the test. The program shall state the chain ages of the section to be tested, length
diameter, the test pressure elevation, the location of the inflow point, the test pressure at this
point (in bar), the means and test procedure , the registration forms, and the security and
safety measures to be adopted. If test reveals excessive leakage it shall be necessary to
identify the problem, repair it and repeat the test until results are good.
The Contractor shall submit to the Engineer’s approval the definition of the sections to be
washed and disinfected, bearing in mind that each section may be isolated from the others by
means of shutoff valves and that, besides these elements, will include, in the farthest possible
location, an intake point (a water inlet or a hydrant) and a discharge point (bottom outlet).
Before disinfection, the pipeline shall be previously washed with plain water. For that effect,
the section in question shall be filled with water, with due precautions taken (it is advisable to
adopt a filling up velocity between 0.05 m/s and 0.10 m/s, and water removal mechanisms
should be defined).
Subsequently, the section shall be flushed with running water with a speed superior to 1 m/s,
during the time deemed necessary to wash off all impurities from inside the pipelines, which
will be naturally detected by the aspect of the water running off the pipeline.

3.2.3.1 Preparation work
All fills and natural base materials on which concrete shall be placed must be adequately
compacted with vibratory equipment suited to the conditions as directed by the Engineer.
After conduction of excavation, the footing location shall be re-staked out to ensure the
design coordinated, and the foundation pit should be widening 50cm than the proposed
footing dimension. According to the geology of the pit wall to put slope, to guarantee the
stability of the pit wall. Drainage ditch and collector well are set in the den if groundwater
coming out. Retaining measures should be taken if the pit wall stability is worse. In case the
foundation pit is in a soft condition, the rock replacement treatment must be done to make a
hard foundation for next procedure.
3.2.3.2 Reinforcing Bars Fabricated and Installation
Reinforcing bars shall be fabricated (cut, bended and tied) in accordance to an approved
working drawing. Fabrication of reinforcing steel bar could be undertaken in the fabrication
yard. Reinforcing bars shall be accurately formed to the shape and dimensions shown in the
working drawings, and shall be fabricated in a manner that it will not injure the material.
Except as approved, all bars shall be bent cold and bending shall be done slowly. Reinforcing
bars that have already been bended shall not be re-bend at the location of the original bent.
Reinforcing bars before being positioned shall be cleaned and free from rust, dirt, mud and
loose scale and from paint, oil, or any other foreign substance that destroys or reduces bond.
Reinforcement shall be secure against displacement during placement and compaction of
concrete. Cover and spacer blocks shall be as small as possible consistent with their use.
Projecting end of ties or clips shall not encroach to concrete cover.
3.2.3.3 Formworks and Support Work and Installation
Forms shall be so constructed so that they can be removed easily and safely. Joints in linings
or panels must be either horizontal or vertical as far as possible, and shall be sufficiently tight
to prevent any leakage of mortar. Care shall be exercised to keep forms free from dust, grease
or other foreign matter. No material or treatment that will adhere to concrete or discolour
concrete shall be used. All forms shall be treated with an approved form-release-oil prior to
placing reinforcement. Distances from forms shall be maintained correctly by means of metal
hangers, mortar blocks, metal supports, or other supports approved by the Engineer.
Support works shall be erected or constructed with precautions to prevent deterioration of the
foundation during the course of construction. Support works shall incorporate features which
permit adjustment to the alignment of the formwork. Prior to casting concrete, Formwork
shall be checked and approved by the Surveyor as to the correctness of its position, line,
dimension, grade and elevation.
3.2.3.4 Concrete Casting
A. Supply
Ready mixed concrete shall be supplied by Chico Batching plant. Depending on the required
concrete volume, one or more transit mixers should be used to transport concrete.
B. Placement
Concrete shall not be dropped freely over a vertical distance of according to the standards to
avoid segregation. Vibrator should be used to consolidate concrete for each layer of concrete.
The thickness of each layer and casting rate etc. should be based on BS8110:1997 in general
and on BS8007:1987 in respect of exposure of concrete to water and moisture.
C. Consolidation
Concrete vibrator with minimum frequency of 3500 impulses per minute and capable of
visibly affecting a properly designed concrete with a 2cm slump over acicular area of 45cm
radius shall be used. Extra vibrator shall be on the standby in case vibrator in used damaged
or encounter a problem. When vibrating a new layer of concrete, the vibrator should be
inserted at the new layer and should penetrate the previous layer by approximately 10cm. The
ideal casting interval between two layers is 20 ~ 30 minutes to prevent the occurrence of cold
joint. The vibrator cable should be marked by white paint at every 50cm to determine the
embedded length on the concrete during casting. If in an emergency it is necessary to stop
placing concrete before a section is completed, bulkheads shall be placed and the resulting
joint shall be deemed a construction joint. Polyethylene sheets should always be prepared
during casting days (or evenings) to cover newly-placed concrete when it rains.
D. Construction Joint
Construction joints shall be located where shown on the working drawings or permitted or
instructed by the engineer.
Before placing fresh concrete, the surfaces of construction joints shall be scrabbled, or
chiselled to expose clean aggregate, drenched with water until saturated, and kept saturated
until the new concrete is placed.
E. Concrete Curing
Immediately after forms have been removed and finishing completed, all concrete shall be
cured by one of the following method as specified by the Engineer according the
Specification of Contract.
For concrete structure, Burlap sack is placed on top of the Caisson cap and is maintained in
place for at least 7 days. Moist curing of the top surface shall also be conducted. The pooling
of large volumes of water on the surface, especially if flowing, will lead to cooling which
shall have a detrimental effect.
F. Removal of Formwork and Support work
Support work and Formwork shall not be removed before the concrete has attained sufficient
strength to support its own masses and any load which may be imposed on it. Forms that do
not support the dead load of concrete members and forms for Abutment and Pier Caisson cap
maybe removed after 24 hours after the concrete have been placed. False work and
Formwork shall be carefully removed without incurring damaged, shock or disturbance.
G. Structure Completion Checking
Immediately following removal of the forms all projecting wires or metal devices that have
been used for holding the forms in place shall be removed or cut back at least2.5cm beneath
the surface of the concrete. Fins or runs of mortar and all irregularities caused by form joints
shall be removed. Small holes, depressions, and voids that show on the concrete shall be
filled with cement mortar mixed in the same proportions as that used in the body of the work,
except without coarse aggregate. The surface of this mortar shall be floated with a wooden
float before initial set takes place. It shall be uniform in colour with the surrounding concrete
and neat and workmanlike in appearance. However severe stains discoloration and
honeycombs shall be repaired wherever as directed by the Engineer.
H. Testing of Concrete
All tests of concrete will be made in according with BS1881, and water-tightness will be test
for water retaining or conveying concrete structures or parts thereof.
I. Testing of Materials
A concrete mix design will be carried out by the field laboratory. This will be approved by
the consultant.
The aggregates used in the manufacture of the concrete will be checked that they meet the
requirements of the Specification.
Concrete quality will be checked by means of slump tests and compression tests of sample
cubes.
The frequency of testing shall be as per the requirements of the Specifications.
Steel reinforcing bars will be tested in the field laboratory for compliance with the
Specifications.
3.2.4 Ground Reservoir
The construction of a concrete ground reservoir involves several key steps as follows:
Site Preparation: Clear the construction site, level the ground, and mark the tank's
footprint.
Formwork Installation: Set up the formwork or molds around the tank's perimeter and
columns. This formwork will define the shape and dimensions of the tank walls.
Reinforcement Placement: Install steel reinforcement bars (rebar) within the formwork
according to the structural design specifications. The rebar provides strength and stability
to the tank walls.
Concrete Pouring: Pour concrete into the formwork, ensuring it completely fills the
designated area. Use proper techniques to avoid air pockets or voids in the concrete.
Curing and Maintenance: Allow the concrete to cure and gain strength over time. Follow
appropriate curing methods, such as moist curing or using curing compounds. Regularly
inspect and maintain the tank during the curing period.
Wall and Roof Construction: Once the concrete has cured sufficiently, remove the
formwork and proceed to construct the tank walls and roof. This may involve additional
concrete pouring and reinforcement placement as required.
Inlet and Outlet Structures: Install the necessary inlet and outlet structures, such as pipes,
valves, gates, or sluice gates, for water inflow and outflow control. Integrate these
structures into the reservoir walls or construct separate chambers.
Overflow and Drainage Systems: Design and install an overflow system to handle excess
water during heavy rainfall or flooding. Include drainage systems to manage
groundwater or surface water runoff around the reservoir site.
Waterproofing and Sealing: Apply suitable waterproofing measures to the reservoir walls
and base to prevent water seepage or leakage. This may involve using water-resistant
coatings, membranes, or other sealing methods.
Testing and Inspections: Conduct necessary tests, such as pressure tests and leak
detection, to ensure the integrity and functionality of the reservoir. Regularly inspect the
construction to identify any defects or issues that may require remediation.
Commissioning: Connect the reservoir to the water supply system and test its
functionality. Conduct a thorough check to ensure proper operation, water quality, and
adherence to safety standards.
The Contractor’s mechanical/electrical teams will be arranged for the M/E works in
accordance with our submitted Construction Schedule and Site Organization, all shall be
leaded by the Mechanical/electrical engineer of the Contractor’s team.
The works will be implemented in accordance with the specific characteristics, quantities and
location of the equipment which are defined in the Construction Drawings and in the Bill of
Quantities. The works to be carried out will include the manufacture, shop testing, transport,
storage and installation, field testing and mobilization of all equipment to the site.
The supply from the Contractor shall include all parts and materials necessary to ensure that
the whole of the equipment is complete and is handed over in proper working order, so that it
will continue to operate satisfactorily.
The Contractor shall apply present specifications or within the standards cited as minimum
requirements for all material supply and installation.
The equipment which the Contractor shall intend to use shall be from recognized brand and
have homologation documents. Test certificates will be submitted to the Engineer for his
records and approval.
The equipment shall be provided complete in all respects, including all materials, parts, etc.,
to provide satisfactory installation and operation.
The supply also includes: spare parts, manufacture and installation drawings, calculations,
and manuals to permit operation and maintenance of the equipment.
No package or bundle shall contain items of Plant intended for incorporation in more than
one section of the Works. All items of Plant shall be clearly marked for identification against
the packing list. Every crate or package shall contain a packing list.
All crates, packages, etc. shall be clearly marked with a water- proof material to show the
weight, where the weight is bearing, and where slings should be attached and shall also, have
an indelible identification mark relating them to the packing lists.
The Contractor shall make due allowance for the following commitments:
Arrangements for all appropriate skilled and unskilled labor necessary to unload, move
into position or storage all items of equipment and plant supplied. The Contractor shall
be responsible for any damage occasioned.
Provide all cranage and equipment required to unload and place in storage and to load
from storage and move into position and erect all items of equipment and plant detailed
in his supply.
Supplying all steps, trestles, ladders, scaffolding etc. that may be required during the
course of the installation.
Providing the necessary qualified, skilled and unskilled labor, for the erection of each
and every part of the Plant equipment and apparatus, so that it can be all installed
complete, and left in good working order.
Providing the necessary technical personnel, either from the manufacturers or his own
staff, for the installing, testing and setting to work of specialized equipment.
Providing adequate protection for the plant and plant finish from the time it is delivered
to Site, during storage and erection periods until the Take-over Certificate is issued. (In
particular, the Contractor shall provide and fix adequate sheeting, etc. to prevent the
ingress of dust and dirt, both during erection period and whilst building finishes are
carried out after erection).
Inspecting related structures and obtaining the Engineer’s agreement to the proposed
program, prior to erection of any item of equipment.
Storage and safe keeping
The Contractor is to provide site storage, the arrangements of which, shall be approved by the
Engineer. The minimum requirement for the electrical equipment is a covered, dust proof and
vermin-proof environment. The Contractor shall, on commencement of the Contract, confirm
the space he requires for this purpose.
3.2.6 Electrical Supply and Installation
Electrical works include the supply, erection, installation, site testing, painting and
commissioning of the electrical equipment as per the details indicated in the Drawings and in
the Bill of Quantities and these works shall be implemented strictly in line with all
specifications in the contract.
The Contractor will understand and follow the local power authority (EDM)’s Normative
References in order to get permission of providing and installation of power facilities to all
the five main constriction sites under this project.
The Contractor shall liaise with EDM for all connections. Switching of electrical supplies
shall be communicated 10 working days in advanced to the Engineer and EDM. The fault
levels at the connection points shall be confirmed with EDM.
The Contractor shall design the overhead lines and routes according to the EDM
requirements and shall pay attention to the requirements in terms of span, loading, sag,
tension, and clearances.
The Contractor shall follow all designated power supply routes indicated on the drawings.
Transformers available onsite shall be reused where possible.
As per our proposed Construction Schedule, we shall complete the related works during
below time line:
EB0 Intake and Pumping station-240 days

Note: the above two works shall be started at same time by different Civil Construction
teams.
Details method statement for each related works section will be prepared and submitted to the
Engineer for review and approval.
3.2.8 Test
3.2.8.1 Inspection and Testing at Workshop
The Contractor shall submit to the Engineer a copy of the Manufacturer’s Works Test
Certificates for materials and equipment. These shall include the following:
Physical tests, chemical analyses and other principal materials used;
Hydraulic pressure tests on all parts subjected to air, oil or water pressure;

Begin by clearing and leveling the site where the pump house will be built. All debris,
vegetation, and obstacles should be removed.
Depending on the size of the pump house, it may be necessary to dig and pour a concrete
foundation. Stake out the corners of the pump house and dig the foundation area.
Install formwork according to the required dimensions.
Pour the concrete into the formwork and let it cure for the recommended period, usually
around 28 days.
Pouring concrete for the columns, laying block walls and keep the space for windows and
doors, applying plaster on interior and exterior of the block wall.
Roofing Installation:
Once the walls are in place, construct the roof. This involves installing rafters or trusses and
then covering them with the roofing material.
Fit and secure the doors and windows, ensuring they are properly sealed to prevent water and
air leaks.
At this stage, the pump equipment can be installed in the pump house. This will typically
involve positioning the pump, connecting it to the necessary plumbing, and ensuring
everything is properly sealed and connected.
Electrical Installation:
Install necessary electrical systems, such as lighting, outlets, and pump controls, following
safety regulations and requirements.
Interior Finishing:
Depending on the needs of the project, interior finishing might involve installing insulation,
drywall, and painting.
Exterior Finishing:
Finish the exterior of the pump house as needed, this might involve painting, installing
siding, or other aesthetic touches.
Once everything is installed, conduct a thorough testing of the pump and other systems to
ensure they are working properly.
Site Preparation:
Construct the framework of the building as per the structural design, construct floor slabs and
walls and partitioning the space as needed for the layout of the building, Ensure the provision
for doors and windows as per the plan.
Roof Installation:
Install the roof structure, which involves placing trusses or rafters, and then covering with the
chosen roofing material.
Install windows and doors, ensuring they are secure and properly insulated.
Interior Work:
Carry out any necessary interior work. This includes installing insulation, drywall, flooring,
and painting.

Install the necessary plumbing and electrical systems, following all local regulations and
safety guidelines.
Exterior Work:
Finish the exterior of the building. This involves painting, and landscaping.
Conduct a thorough inspection of the building to ensure all work has been completed to the
necessary standard.
Clean up any construction debris and make sure the site is safe.
Commissioning:
Handover the building for use after ensuring everything is functioning as expected.
The Contractor will build diversions (if necessary) along the project road using good gravel
material to ensure the smooth of the traffic as per the requirement of the Contract. Enough
flagmen, traffic control signboards and warning devices will be deployed. The diversion will
be maintained frequently. The temporary concrete drainage pipe and side trench will be built
to assure the normal construction without adverse water affection during the rainy season.
The Contractor will consult with the officials of police, traffic control authority and
government in the area regarding their requirements in the control of traffic and other matters
and shall provide all assistance which may be required by such officials in execution of their
duties. The contractor shall inspect all traffic-control facilities frequently and report to the
Engineer for approval.
