1. INTRODUCTION

This Traffic Maintenance and Road Safety Plan (PMTS) is prepared for the maintenance work
of the sections and road safety of access to the quarries and is complied with by all personnel
involved in project xxx, from now on it will be called “The ABZ Highway.”This document will be
formally sent to the Project Supervision, which must be validated and approved for the entire
maintenance execution period and subsequently applicable to each of the execution phases.

In the preparation of the PMTS, the regulations given in chapter V of the RD have been taken
into account. N°16-2016-MTC/14. “Manual of automotive traffic control devices for streets
and highways . The signs, control devices, colors to be used and the quality of the material will
be in accordance with the provisions of this manual, plans and project documents.

The PMTS may be adjusted, corrected or improved according to the periodic evaluations of its
operation that will be carried out permanently in close coordination with the Project Supervision.

It will be the responsibility of the Site Resident/Project Manager to ensure that the
implementation of this Plan is fully complied with. Likewise, it will designate the person
responsible for verifying faithful compliance with this document.

2. GENERALITIES

The work on the DDDDDD Highway begins with the improvement of vehicular access to the
quarries that are located according to the following detail:
− Z Quarry
From kilometer 18+000 to the location of the quarry with a total of 4.78 km.

− Quarry M
From Km 11+710 to the location of the quarry with a total of 24.92 Km.

− Quarry S

From point "D1" to the location of the Quarry with a total of 8.06 km.
The decision to use the control devices along the three sections towards the highway under
construction was based on an engineering study and field visit; The characteristics of the signal
and road geometry, as well as its functionality and the environment, were taken into account.

The activities specified in this plan cover the maintenance of traffic and road safety in the areas
where dump trucks, yellow line equipment and light vehicles that are within the scope of the
ABZ Highway will circulate, during the period that the execution of the plan lasts. collection of
material from the quarries described in point 2.

Jobs include:

 The maintenance of the sections where dump trucks, yellow line equipment and light
vehicles will circulate.
 The provision of necessary facilities for the access of owners of the properties involved in
the route of the roads to the quarries.
 The implementation, installation and maintenance of traffic control and safety devices
according to the duration of the transfer of material from the quarries to the road under
construction.
 Control of dust emission in all unpaved sectors of the main road and detours enabled for
vehicular travel.
 Transportation of personnel to work execution areas.

3. BACKGROUND

Road insecurity is a problem that affects all countries in the world, unfortunately 70% of
recorded traffic accidents occur in developing countries like ours, where accident rates have
reached critical levels, undoubtedly affecting economic and social development. of a country is
closely linked to the improvement of transportation systems. Society in general grows and
develops in cultural, social and economic aspects to the extent that there is the possibility of
communicating and moving efficiently. There is then a reciprocal relationship between
transportation systems and the social development of a country, which makes road
management a vital practice for maintaining and improving the quality of life of a people.
The current physical characteristics of some access sectors from a safety point of view, added
to the excessive speed that vehicles develop and the poor practice of drivers when moving
along the existing roads, have made the roads one of the most unsafe in Latin America,
registering a considerable number of accidents in reference to the roads in question.

The vision that the driver has of the road, as well as the lack of signage and poor condition
thereof, produces a series of impressions that divert his attention, driving becomes tense, erratic
or distracted, thus reducing the chances of accidents increase, consequently the ideal
conditions for the driver are those in which the vision of the road is dynamically stable and its
subsequent course predictable.

4. PROJECT LOCATION

The ABZ Highway is located in the Department of UUUU, the project is called: xxx , with a
length of 22.75 km.

Geographically it is located between the absolute coordinates of the UTM WGS AA, Zone XX
South, see figure No. 1.

5. GOALS
5.1 GENERAL OBJECTIVES
− Draw up the guidelines for the orientation and control of Traffic Maintenance and Road
Safety during the activities to improve access from the Quarries to the project
construction area.
− Propose the design of road traffic signage in a way that provides safety to users who
drive or operate vehicles, dump trucks and/or auxiliary equipment, through a correct
location of the vertical signs, in such a way that it is implemented on the road. optimal
road safety conditions.

5.2 SPECIFIC GOAL


Allow the safe movement of vehicle units belonging to the dump trucks and/or auxiliary
equipment of the project during material extraction activities from the quarries.

7. RESPONSIBILITIES

7.1 WORK RESIDENT

− Designate who will supervise the installation and maintenance of provisional signs in the
material extraction stage from the quarries.
− Provide the necessary resources for the implementation of this plan.

You must designate the person in charge of carrying out the following activities:

 Identify detours and define them to facilitate the execution of the works.
 Manage, in coordination with Community Relations staff, access to homes, estates,
services and others located along the sections that connect to the quarries.
 Dust control in the unpaved sectors of the sections and detours towards the quarries,
including those that will be open to traffic within the area of influence of the project.
 Coordinate the transportation of personnel to work areas.
 Carry out, in general, all actions, implementation and monitoring of devices and
operations required to guarantee the safety and comfort of road users and residents.
 Designate the necessary personnel for traffic control (signalists)
 Determine the location, position and maintenance of control and signal devices
 Correct deficiencies during partial or total road closures.
 Organize signage storage.
 Verify the correct use of vehicle units.

7.2 FOREMAN/WORKSPERSON

It is the responsibility of all construction personnel to comply with what is described in the
plan, including the personnel of the Consortium Subcontractors.

8. TYPE OF ROAD CLOSURES

For this Plan, two (02) types of road closure situations are generally foreseen, depending on the
different activities that will be carried out on the roads to the quarries, which are:

1. Partial road closure (Work in two phases) : in the case of execution of activities in a
single lane of the road or road, the other lane will be left open for normal traffic, and signs
will be posted on both sides with preventive and warning notices. warning; as well as
reflective or reflective tape, safety posts and orange reflective detour cones.

2. Total road closure (Work across the entire width of the road without the possibility
of detour) : In this case, when activities are required to be carried out on the entire road,
the road will be completely restricted for a maximum period of 2 hours and it will be
released. access for the transit of private vehicles for 1 hour.

When the section in need of total closure is determined, a request will be sent to the
Supervision referring to the total closure of the road in which it will describe the planned
actions that will be carried out to inform, in advance, the programming of traffic opening
times. . For the population involved within the area of influence of the road closure, this will
be done with the means available in the place such as: radio, bulletins and on-site
communication.

After the approval of the Supervision of the total closure of the road, the AAA COMPANY
will implement what is established in this plan according to the need for closure.
Additionally, floor personnel will be assigned with visual mechanisms: paddles (STOP/GO),
flags; and visible sound devices (whistles) so that residents/drivers and/or private operators
can anticipate the Consortium's activities on the road. When applicable or strictly
necessary, floor personnel will be provided with portable means of communication.

This point describes the sections of quarries and the types of signs for the scope of this
Plan.
9.1 Characteristics of the Quarries:
The sections indicated at this point have been made through quarries and indicating the
location in reference to kilometers and are mandatory traffic compliance for vehicles, dump
trucks and/or yellow line equipment involved in the project, in figures No. 2, 3 , 4, 5 and 6,
the sections for each Quarry are displayed:

a. Z Quarry
From kilometer 18+000 to the location of the quarry with a total of 4.78 km.

9.2 Characteristics and types of signs


Devices and signaling will be used to control traffic in work areas that cover traffic
operations and partial or total road closures. These will be designed and implemented in a
comprehensive manner according to the particularities of each work area, complying with
what is described in the Manual according to the RD. N°16-2016-MTC/14 , in order to
ensure the road safety of residents and/or road users.

In accordance with the provisions of the RD Manual N°16-2016-MTC/14 , it has been


determined that the traffic control devices will basically consist of preventive, regulatory or

regulatory, and informative signs, these will be placed vertically along the sections towards
the quarries.

To ensure the physical integrity of the residents who reside in the areas adjacent to the
work (residents), floor personnel will be deployed, as indicated in item 9.1 in this regard. In
addition, placing signs to limit speed is mandatory for all units involved in the project (See
Photo No. 01).

9.1.2 Regulatory or Regulatory Signs


The maximum circulation speed of EMPRESA AAA mobile units (including contractors)
will be 40 km/hr.

9.1.4 Devices for Traffic Channeling .


a) Cones: Traffic cones will be used to delineate temporary lanes of general
circulation in the diversion and temporary stoppage of traffic. They are truncated
cone-shaped devices made of orange plastic material, with UV protection to
prevent discoloration and high impact resistance, so that they do not deteriorate or
cause damage to vehicles.
They must be a minimum of 0.90 m high and have two bands placed parallel and
separated from each other. Its dimensions must be 0.15m wide (top) and 0.10m
wide (bottom). These tapes must be made of white reflective sheet type IV,
according to figure No. 12.

b) Cylinder: other devices used for channeling and separating traffic are plastic
cylinders, with minimum dimensions of 80 cm in height and 40 cm in diameter.
Its color will be orange and must contain at least two white stripes of type IV
reflective sheeting, 15 cm wide, see figure No. 13.

c) Plastic Channels: they are devices, made of plastic material, used to restrict and
channel vehicular traffic. When a total or partial closure of the road is generated,
the plastic channels must have a similar design shown in Figure No. 14.

9.3 Road Maintenance


During the development of the maintenance work on the quarries' access to the
project, they must be left in acceptable traffic conditions, carrying out the
corresponding repairs caused by the dump trucks during the transport of aggregates.

9.4 Personal transportation:


The transportation of foreign personnel who move from the camp to the work site and
vice versa will be with means of transportation suitable for the transfer of personnel.
These movements will have the current insurance and technical inspection.

For river transport, it will be carried out in the transport rafts authorized by the Work
Resident of COMPANY AAA. All personnel in the rafts must have a life jacket at the
time of transport.

9.5 Detours to existing roads and streets


If there are roads and/or streets in the project area that need to be used to facilitate
road improvement activities, the corresponding authorization will be requested from
the construction supervision, and then the appropriate signs and devices will be
installed.

9.6 Period of Liability

The period of Responsibility for Traffic Maintenance and Road Safety operations will
begin with the access maintenance operations and will end on the day of completion
of material extraction from the quarries.

Any damage generated by a natural defect will be repaired immediately to constantly


maintain the road in satisfactory traffic conditions.

10. EXECUTION
The identification of the areas where traffic control will be implemented will be as follows:

1. Identification through the activities to be carried out on the work front; The procedures,
plans and other materials will be provided at the time of the preparatory and initial
meetings.

2. Identification through recognition of the area by engineers, supervisors and foremen;


When the identification is made, the programming will be defined jointly with the
production area to make viable the resources to be used in the recovery of the
aforementioned area.

11. DUST EMISSION CONTROL

The control of pollution generated by vehicle traffic, when dust affects the development of the
work, the population within the area of influence and the Consortium personnel, will be
mitigated with the irrigation of water with cisterns.
