POSTAL INDEX NUMBER [PIN]
PIN Code: 6 Digits
Introduced on Aug 15, 1972 by SHRIRAM BHIKAJI VELANKAR,
additional secretary of Ministry of Communications. He is called as
Father of PIN Code System in India.
The system was introduced to simplify the manual sorting and delivery
of mail by eliminating confusion over incorrect addresses, similar
place names and different languages used by the public.
All Post Offices should have PIN Code.

CONDITIONS
Official postal articles are transmitted by post under the same
conditions as unofficial/normal articles, including rates of postage and
registration, insurance, or value-payable options.
Conditions:
➔ Postage prepayment is not required for "Service Unpaid" postcards.
➔ Postage due or unpaid chargeable on delivery of official articles are
single deficiency.
➔ Prepayment of postage on parcels is compulsory.
➔ Official Parcels can contain multiple communications if they are
office files, but each file should contain only one such
communication.
➔ Office files containing notes, orders, draft letters, and fair copies
exchanged between government officers and their office can be sent
by post as letters, packets, or parcels based on the sender's
preference.

Any explosive, dangerous, inflammable, filthy, noxious or
deleterious substance.
➔ Any liquid which flashing point < 200F, Sprit of flashing
point 90F or below, Turpentine and Varnishes are
Inflammable.
Any sharp instrument not properly protected. [Pins may not be
used for fastening]
Any living creatures or other thing which is either noxious or likely
to injure Articles / Officials in course of transmission.
[Exception: Live Bees, Living germs of plague, tuberculosis sputum]
An unauthorized Tickets, Proposals, advertisements related to a
Lottery or any other similar Snowball Marketing System.
Not to be obeyed the conditions of Press and Registration of Books
Act, 1867 and Registrar of Newspapers for India, New Delhi (RNI)
Publishers Articles or Books or Newspapers.
Gold / Bullion / Silver / Diamond or Any Luxurious Jewels of a
value exceeds their prescribed Limit & Condition.
Inland & Foreign EMS Articles: Max. up to ₹ 1,00,000;

REGISTERED NEWSPAPER (RNP)
POSTAL REGISTRATION
Postal Registration is different from RNI, New Delhi Registration.
They are allowed to apply for Postal Registration in Single or
multiple locations separately.
Licensing Authority: The Concern Division Head [Postal / RMS],
Gazetted Postmasters of their office.
Application for Registration or Renewal of Registered Newspaper
should be accompanied by 2 Copies of Latest issue of the
Newspaper
It should have a Bona fide list of subscribers (min 50 Subscribers)
Certificate from the District presidency or Sub-Divisional
Magistrate within whose local jurisdiction should be produced.
If it is a Newspaper category (other than Book or magazine), should
submit a declaration required by section 5 of the PRB Act 1867.
Registration Validity: 3 Calendar Years.

Definition: A facility that allows a person to obtain a reply from their
client without making them pay postage in advance or at the time of
posting.
Eligible items: Business Reply Cards, ILCs and Envelops

Renewable annually until March End of each year with the following
fees:

License renewal is required every March with a fee of ₹200 for one
completed financial year.
Handling Charges: ₹1 per Article for all classes
Actual Cost for BRS Articles: Actual Postage Charge + ₹1
Breach of Conditions:
Treat as letter with double deficiency charged upon delivery
Collection: BRS articles (Replied from Client of Licensee) postal
tariff will be collected from Licensee at the time of delivery in the
form of Cash or Adjustments of Deposit Amounts.
TAXATION
GENERAL CONDITION
Minimum taxation amount: Re. 1/-
If addressee refuses the article, the unpaid due amount will be
collected from the sender.
While calculating the tax amount, the paid postage amount will be
considered for reduction.

Sovereign Gold Bonds are issued by Reserve Bank of India on

SGB Scheme was first launched on October 30, 2015.

TRADITIONAL MONEY ORDER
This is a regular traditional money order that can be issued for any
amount between Rs. 1 and Rs. 5000.
Money orders valued at Rs 1000 or more are classified as High
Value Money Orders (HVMO).
The commission is 5%, which means Rs. 1 for every Rs. 20.
When the money order is dispatched, it is enclosed within a Register
Articles Bag and sent by air without any surcharge.
All entries made in the form must be legible and may be written in
English or Hindi or in Local Languages.
Redirection is free within India. However, if the MO is redirected
to a foreign country, charges for the redirection will be collected at
the time of MO payment in the foreign country.

The Museum provides information about the Postal History of India
as well as India's Philatelic Heritage.
There is also a SOUVENIR SHOP inside the museum where a wide
range of philatelic ancillaries sourced from all across the country are
available for sale.
My Stamp printing facility is also available. It takes around 15-20
minutes to prepare a personalized MY Stamp.
The Museum is opened from 10am to 5pm all days in a week
[except National & Postal Holidays] for visitors without any entry

Rule 14 - TRANSIT SECTIONS
Transit Sections are traveling offices of the Railway Mail Service
working on Railway or river steamer lines.
The officer-in-charge of a set of a transit section is called a Mail
Guard or Mail Agent.
NOTE: Sections are numbered serially and designated by the name of the
RMS Division followed by the Serial No.
Rule 15 - MAIL OFFICE
Mail Offices are stationary offices of the Railway Mail Service.
They are of Two kinds, viz.,
1. Sorting Mail Offices
2. Transit Mail Offices.
Sorting Mail Office deal with the contents of mail bags addressed to
them as well as with closed forward bags.
Transit Mail Office deal only with closed bags.
The officer in-charge of a set of a Sorting Mail Office is designated a
Head Sorting Assistant and the officer in –charge of a set of transit
Mail Office, a Mail Agent irrespective of the status of the incumbent.
Rule 15 A - CORPORATE MAIL OFFICE / BULK MAIL CENTRE [CMO/BMO]
Consequent on the increase of corporate mail, RMS units, viz.,
Corporate Mail Offices/Bulk Mail Centres are opened in big cities.
Each bulk Mailer, i.e., a firm which is capable of posting of
➔ 5000 unregistered articles /
➔ 250 registered articles at a time
They are identified a bulk mailer.
These bulk mailers are supplied with customized sorting list.
Bundles are prepared by the bulk mailers as per the customized
sorting list.
The details of bundles prepared are entered in one invoice which
is prepared in duplicate and brought to Bulk Mail Centre.
The officer in-charge of the center verifies bundles received from
each bulk mailers with reference to invoice received and group
them destination-wise for further despatch.

Rule 57 - MIS-SENT AND MIS-DIRECTED ARTICLES
A mis-sent article is an article which has been erroneously
forwarded by an office other than the office of destination or by a
route other than the prescribed one.
A mis-directed article is a vernacular article on which the incorrect
destination has been written in English by the office of posting.
Rule 57 A - TRIAL CARDS
Trial cards are service Post Cards [M 26 (a)] which are employed
for the purpose of determining the relative advantage of alternative
mail routes or the cause of detention to articles.
A trial card contains on the back the following printed columns, viz.,
1. Source of receipt
2. Remarks, misconnection, etc.,
3. Manner of disposal,
4. Date stamp of the Office or Section,
5. Signature of Head Sorting Assistant/Postmaster/Supervisor.
All these columns should be carefully filled in by the Head Sorting
Assistant, the Postmaster or Supervisor of each office or section
handling the card and on reaching the destination the Postmaster
should also note the date and hour of the mail conveying the card
and the date and hour of delivery of the card before the same is
returned in a service cover to the officer by whom it was issued.
The card should be forwarded by the route if any, marked therein
and should not be included in any station bundle.

Home Delivery Fee –
For registered parcels weighing above 5 kg up to 10 kg, a home
delivery fee of Rs 5 is to be paid by the sender at the time of booking
or by the addressee in the form of stamps in a manuscript
application at the delivery post office.
For Home Delivery –
➔ Registered parcels weighing up to 5 kg
➔ Registered parcels with home delivery fees paid weighing
above 5 kg up to 10 kg
They are eligible for home delivery through a delivery agent.
Delivery Agent will bring the Parcel to his beat only once.
If unable to deliver on the first attempt, the parcel will be returned to
the post office and not reissued for delivery again.
An intimation notice will be issued to the addressee for window
delivery at the post office on the next delivery attempt.
For above 10 Kg & Home delivery fees not paid above 5 kg parcels:
The delivery agent will issue an intimation notice to the addressee to
collect the parcel at the post office window within a detention period
of 7 days. These articles will not be delivered to the addressee's
doorstep by the delivery agent.
- If the parcel is not collected within the detention period of 7 days, it
will be treated as 'Unclaimed' and returned to the sender.
INSURED, VP & CUSTOMS DUE Articles - Delivery
Amount up to the value of Rs 500 /- only Insured, VP, Customs
Articles are delivered through Delivery Agent.

SPECIAL DELIVERY Conditions
BULK ARTICLES Delivery:
When delivering more than one registered article, typically in large
quantities, to firms, companies, or individuals, they are termed as
Bulk Articles.
For delivery, they are invoiced as bulk delivery, and a Special List is
prepared in duplicate.
During delivery, the delivery agent obtains a signature on the first
copy of the Special List and hands over the second copy to the
addressee as a token of receipt of the articles.
However, Value Payable (VP), Insured, Money Order (MO), Customs
articles, and Due Letters are not included in the Special List. They are
delivered in the usual manner.

POSTAL IDENTITY CARDS
PO ID Card is issued for the benefits of Tourists, Travelers & any
public who experience difficulty in establishing their Identity for Postal
Transactions (ie., Receiving Accountable Articles & Money Orders)
PO ID Card is issued only for Literate People who resides in the area
and Identity is Well-Known in the locality.
Apply for identity cards at Sub-Offices (SOs) and Head Offices (Hos)
by filling out the prescribed application form and submitting two latest
stamp-sized photos.
The postman must verify the identity and location of the applicant and
acknowledge it.

SOs Applications are forwarded to HO. & HO will issue the ID card

In the Application Form, providing Personal identity mark is
compulsory. Additionally, the applicant should mention their Date of
Birth, Phone Number, Blood Group, along with their Signature.
Previously, Postal Identity Card is issued for ₹9. To apply, the
applicant had to affix a Photo & Pay ₹9 using postage stamps in a
manuscript application. The Card would be issued in the same manner,
with Postmaster’s seal.
POSTE RESTANTE
Poste Restante service is for strangers and travellers, limited to
three months of use.
These category articles are addressed to
• Their Name with C/o Postmaster or C/o Post Office
All articles superscripted “To be kept till called for”, “To await
arrival” or in any similar way

ARTICLES ADDRESSED to DECEASED PERSONS
Deceased Persons articles are deal in the manner of ‘Unclaimed
Articles’.
However, Delivery Postmaster is authorized at his discretion, in
delivering such articles to near relative if they applied.
This is applicable as long as the articles are uninsured, do not
contain value payable, and there is no doubt about the
applicant's right to receive them, with no counter-claims or
likelihood of dispute.
If the near relative desires to receive Valuable, Insured, MO Articles
of deceased addressee, they should appeal to Circle Head.
LIABILITY to DETENTION of CERTAIN MAILS
In case of delay of mails due to dispatch or transmission or Delivery –
At Office of Posting:
➔ All Book Packets [except RNP] & Parcels may be held back in
the office of posting for a period of not exceeding ONE DAY.
At Office of Delivery:
➔ All Book Packets [except Parcels] may also be held over till
the next delivery.
FACILITIES PROVIDED by VILLAGE POSTMEN
in Rural areas
In Addition to their Regular work, Rural Postman carry a Small
Stock of postage stamps and stationery of the more frequently
utilized denominations for sale to the rural public.
They also, keep a stock of the commonly Required Postal Forms
like Acknowledgement, Combined Money Order Forms etc..
These postmen are also empowered to accept registered letters
and postcards for dispatch, for which they provide a receipt, and to
collect letters intended for mailing.

HEAD POSTMAN
In the large office one or more Head Postmen are working.
Their responsibilities include disbursing Telegraphic Money Orders
(TMOs), facilitating the transfer of funds to and from the treasury,
sub-treasury, bank, or other town sub-offices (SOs).
They may also be tasked with delivering undelivered articles that
have been returned by other postmen due to being unclaimed or
refused.
Head Postmen fill in for postmen who may be temporarily absent
from duty.
A Head Postman may be ordered by the postmaster to accompany
the postman to whom the MOs insured articles and VP articles of
considerable aggregate value have been made over for payment or

BOOK OF RECEIPTS FOR INTIMATIONS AND NOTICED DELIVERY
Postmen are required to carry an Intimation Receipt Book in Form
R.P.53 to provide proper intimation to addressees for window
delivery at the Post Office.
Intimations should be given for:

➔ eMOs payable to planters
➔ Damaged & Contraband article contents.
➔ Intimations relating to registered articles and Money

addressee or payee in the appropriate column of the Intimation
Receipt Book and deliver the intimations and notices to the
concerned individuals, obtaining their signatures in the book against
the relevant entries.
During window delivery, the concerned addressee must sign the

eMO Payments to Payee:
Postman must ensure that the payee or their authorized person signs
the receipt and acknowledgement of the eMO in ink.
If the payee's father's name is provided in the eMO, the payee should
sign as "A, son of Z".
If the eMO is paid to payee’s authorized person, the recipient should
sign the receipt and acknowledgment as follows:

(Signature of the person) (Name of the payee)
The postman should verify that the correct amount is receipted by
the payee in the designated spaces on the eMO form, mentioning the
date in the acknowledgment.
The intimation portion of a value payable money order (V.P. M.O.)
should be cut off and delivered to the payee at the time of payment.
After receiving the signed receipt and acknowledgment, the postman
should pay the amount and detach the coupon, leaving it with the
payee.
The postman should then sign the eMO as the official making the
payment and note the payment date in the designated spaces.
For an unclaimed or refused eMO that is repaid to the remitter, the
remitter's signature should be obtained on the receipt.
Only the coupon should be detached from the eMO and handed over
to the remitter.
MONEY ORDERS ADDRESSED TO MINORS & LUNATICS
Where the minor / Lunatics is under years of discretion and is living
with the parent or lawful guardian, payment should be made to
the parent or guardian on his signing the Money Orders on behalf of
the minor.
Where the minor / lunatics is under years of discretion and is not
living with his parent or guardian and the parent or guardian
cannot be ascertained, payment should be made to the person in
whose care and custody the minor for the time being is, subject to
such person sign.

‘A’ ORDER & ‘B’ ORDER
A orders are orders issued by a Superintendent, RMS prescribing
changes in sorting lists.
B orders are orders issued by a Superintendent, RMS for the
guidance of the subordinates in the performance of their duties in
Mail Offices on all subjects except alternations in sorting lists.
TB Orders:
The letter ‘T’ will be prefixed to the letter ‘B’ (ie., ‘TB’ Orders) in the
case of ‘B’ orders issued in connection with the disposal of camp
articles and camp bags for high officials on tour.
A, B Orders – Additional Points
RMS Superintendent issues the B Order to Record Officer of Mail
Offices.
B Orders received by the Mail Offices should be copied in the
Guidance Book each set Concern by one of the Sorting Assistant
Record Officer is the responsibility for any error or omission in the
Guidance Book.
Is there any correction or Change on B Orders, What will do?
Record Officer must Put “Cancelled” remark across all pages of the
concern original B Orders in the Guard File as well as Guidance Book
with his Signature.
The order so cancelled should be mentioned by the record clerk in
his daily report.
The B. Orders for each year should be filed in a guard book, in the
consecutive order of their Nos.
TB orders or Tour orders should be filed separately in a guard file in
an important and big mail offices by the order of Circle Head.
Mail Offices and Sub Record offices located in the same building, the
‘B Orders’ should not be copied in the guidance book.
