(Strengthening Reading Initiatives)

NARRATIVE REPORT
It is quite saddening that reading as a habit among students has become almost
extinct. More depressing is the fact that even here in school where students are supposed
to be occupied reading volumes of books and other reading materials, we as their teachers
cannot help but wonder and just endure the saddening fact that students now loathe to
read. We are left dumbfounded and deeply puzzled on how to solve this menacing
evaporation of our reading culture.
With this kind of problem, Cabasan NHS teachers together with the other
prompted to implement a remedial reading session under S.R.I Project among students
who struggle in reading. This aims to motivate these struggling students fall in love with
reading. But this goal is still hanging in the air since students are still in training to master
reading. This program in reading focused on prompting frustration level readers to
become independent or instructional readers. As per Phil IRI pretest results, there is a
need to improve and use the strategies in order for the students to be successful and
proficient in understanding what they have read-a vital skill to achieve higher level of
proficiency.
The participants of this program were Grade7 to Grade 10 struggling readers of
Cabasan National High School. Reading session with volunteer reading mentors were
conducted after the regular school day and were 30-40 minutes long. To also intensify the
advocacy of the school to promote reading as a habit several volunteer readers from the
different walks of life were invited to read stories for the students. The program is still on
going and we know that with all the supports of our community partners we can combat
these menacing problems in illiteracy.

NARRATIVE REPORT
World Vision Development Foundation in Partnership with the Department
of Education through the Office of External Partnerships Service established the
project called “BRIGADA PAGBASA” (as a form of Brigada Eskwela Initiative ) a
mass movement for reading that envisions to bring together experts, change makers,
policy makers, and other stakeholders across all sectors from international and local
agencies and organizations in the public and private sectors to form collaborations
among agencies to synergize efforts and resources towards addressing education
challenges and opportunities to contribute in addressing current challenges and gaps
in the education in the country by equipping our learners with 21st century skill.

With the theme “ Tugon sa Hamon ng Ligtas na Balik- Aral”, the Brigada
Eskwela and Pagbasa emphasize the country’s collective efforts in promoting
collaboration for safe living and addressing social issues and literacy concerns in
schools, at homes, and in the community. Brigada Pagbasa, as a form of Brigada
Eskwela (through its volunteerism spirit), is an after-school reading program that aims
to cultivate a culture of reading among learners and help those who need further
assistance in developing their literacy skills.

Brigada Pagbasa intends to cater to learners who are below 18 yrs old,
including those who are under the Alternative Learning System (ALS), focusing on non-
readers and struggling learners from both formal and non-formal education system
nationwide.

This Brigada Pagbasa, aims to help learners develop their reading abilities and
at the same time gained general knowledge to apply in all subject areas. Having this
activity, we hope to help our learners reduce the feeling of hopelessness that can lead
to behavior motivation issues. This Brigada Pagbasa will seek to strengthen the reading
ability of every student-recipient and to help in fostering the culture of reading.

The school Reading Remediation is a year-round activity across grade levels


(Grades 7 to 12). Reading assessment will be conducted during the first month of the
school year via Philippine Informal Reading Inventory (Phi-IRI) and plot the different
related activities in the implementation of the program. Ma’am Ruth Ann Balan (BP-
school coordinator) together with the reading teachers will give monthly assessment to
these. Post test will also be conducted a week before the culmination of the said
program.

Our volunteers for this Brigada Pagbasa are government officials (Barangay
Captain/Kagawad, SK Chairman /SK Kagawad), alumni, and teacher-retirees of
Cabasan National High School. These volunteers will be informed through writing and
shall collaborate with teachers in facilitating the teaching reading focusing on Basic
Reading.
