Reaffirming Revised Zero Draft [FRAMEWORK] Convention On Artificial
Intelligence , Human Rights , Democracy And The Rule Of Law,
Recalling revised zero draft chapter/2/article-5 Obligations relating to public
authorities
Concerned Job displacement, Privacy and data security, Lack of transparency
and accountability
Noting With concern Job displacement in AI has the potential to automate
certain job roles, leading to concerns about job loss and unemployment, ,Lack
of transparency and accountability in Some AI systems operate as "black
boxes," making it difficult to understand how they arrive at their decisions or
actions, as well as the potential for misuse or unauthorized access,
1.Interdisciplinary Approach to the Issue ;
(a) Cyber Valley encourages interdisciplinary collaboration, bringing together
experts from various fields such as computer science, engineering, neuroscience,
and mathematics to address AI challenges,
(b) Developing clear and comprehensive regulatory frameworks specifically
tailored to AI , Encouraging collaboration between governments, industry
experts, and AI developers to establish best practices ,

2. Planning early for the future to avoid risks ;
(a) invest and plan for the long-term needs of the AI ecosystem to continue our
leadership as a science and AI superpower, support the transition to an AI-
enabled economy, capturing the benefits of innovation in the UK, and ensuring
AI benefits all sectors and regions, ensure the UK gets the national and
international governance of AI technologies right to encourage innovation,
investment, and protect the public and our fundamental values,
(b) higher risks - should be required to disclose general information about their
existence and nature to those who have a legitimate interest, However it is
important for regulation to be tempered by a recognition of the tradeoffs and
difficulties inherent to providing detailed information about the inner workings
of an AI model, High aspirations for transparency are to be encouraged, but
should be clearly differentiated from the minimum acceptable threshold, which
should be set to reflect the context of a particular AI application,
3. Regulate the Process Which requires data shifting through AI ;
(a)While researchers and developers can’t guarantee outcomes, they can ensure
they follow basic hygiene in terms of process. Regulators can help by providing
concrete guidance about expectations — for instance, the importance of
carrying out risk assessments prior to launch. There are also common pitfalls to
avoid, such as over-reliance on human oversight
as a solution to issues presented by an AI system, or setting unworkable
standards for transparency as barriers for AI use
(b) disclosures should be presented in clear, salient language so as to be
meaningful to , a wide audience, and should provide an overview of the key
tasks the AI is being deployed to assist with, within the context of the
application being offered,
4.Apoint a governance organization specifically related to AI ;
(a)An International Governance organization should be set up with a DPO
(DATA PROTECTION OFFICER) and the Organization should regularly
conduct security audits and should have a Privacy Impact Assessments (PIAs)
to combat the breaches,
(b) the adoption and deployment of AI technologies should necessitate the
involvement of experts such as data scientists, data engineers, and other small
businesses (Subject Matter Experts) ,
5. Have Accordance to AIA ( Artificial Intelligence Act) ;
(a)Established network and credibility with European policymakers, regulators ,
civil society and other stakeholders,
(b)Ability to execute in fast and flexible environment through rapid cycles of
analysis, decision and action,
(c)Track record of effectively working with cross - functional teams, especially
engineering and research teams, and aligning a diverse range of internal and
external partners,
6. Special Environment to research and test the AI ;
(a)AI should be researched inside virtual reality where they have their own
environment in which to grow so that we can observe them in their own reality,
including how they would interact with us .
