TECHNICAL SPECIFICATION (FIRE PROTECTION INSTALLATION)
1. PREAMBLE NOTES
The breakdown prices (in S$) entered in Bills of Quantities may be used by the S.O. for general
comparison of tenders, as a guide for evaluation of interim payments. A price shall be entered
against each item. The cost of the items against which a price has not been entered shall be
deemed to be covered by prices entered for other items.
The Tenderer is to ensure that there is no arithmetical error in the Bill of Quantities. The prices
entered herein shall be deemed to cover the requirements by the relevant Authorities and the
relevant codes, regulations, by-laws currently in force. The rates quoted shall not include Goods
& Services Tax (GST).
2. AUTOMATIC FIRE SPRINKLER SYSTEM
2.1 Design Rules and Regulation
(a) Singapore Standard CP52 - Code of Practice for Automatic Sprinkler Systems.
(b) Class of Hazard Group - Ordinary Hazard Occupancy, Group III.
2.2 Type of Pipework
(a) Sprinkler Installation Pipework - black mild steel to B.S. 1387, medium gauge.
(b) Drain Pipework - galvanised mild steel to B.S. 1387 medium gauge.
2.3 Pipe Supports
All horizontal steel pipes shall be supported on cradles or by clevis type hangers or clamp type
hangers with steel rod hangers and support spacing shall be in accordance with the table shown
below. Pipe hangers shall be placed not more than 600mm from each change of direction, where
possible.
All fixing of pipe hangers, supports and brackets to building structure shall be by means of
metal expansion plugs (or approved equal to existing method of suspension).

2.4 Steel Pipe Jointing
On black steel pipework, all joints up to and including 65mm diameter shall be made by means
of screwed connections. Pipes of 80mm diameter and above shall be joined by means of
welding.

2.5 Steel Pipe Fittings
Black steel pipe fittings shall be used on black steel pipework. Bends, offset and other pipe
fittings formed by welding together segmented pieces will be rejected. Short fill-in sections of
pipe less than 150mm long will not be allowed.
2.6 Sprinklers
a. Sprinklers shall be of approved makes and types.
b. Sprinklers shall be of conventional pattern designed to produce a spherical type of
discharge with a proportion of water being thrown upwards to the ceiling.
c. They shall be designed with universal type deflector enabling the sprinkler to be erected
in either upright or pendent position.
d. For exposed sprinklers with concealed pipework, sprinklers shall be ceiling (flush) type
and installed pendent complete with ceiling plate flush to the suspended ceiling.
Sprinklers shall be satin chromed finish.
e. Sprinkler shall be of fixed deflector type.
f. Ceiling plates shall be of steel construction with white finish.
g. Sprinkler temperature ratings shall be 68oC and shall be colour coded
according to SS CP52.
Unless otherwise agreed by the S.O., all additions/ alterations work shall strictly follow the
intent of the design drawing; final adjustment of sprinkler points to coordinate with
furniture/door way, site adjustment of partition and etc. shall be considered.
2.7 Portable Fire Extinguishers
The Contractor shall supply and install portable fire extinguishers filled with appropriate fire
extinguishing agents under pressure; the numbers, locations, types as well as weights of the
extinguishing agents shall be supplied and installed complete with horn, wall bracket and visual
indicator to show if the extinguisher has been used. Each extinguisher shall also be correctly
labelled with detailed and clear instructions for its use. Extinguishers shall comply with S.S.
232 and SS CP55 and approved for use by all relevant Local Authorities including the BCA,
Public Works Department, Fire Safety & Shelter Department and TÜV SÜD PSB.
3. FIRE ALARM SYSTEM
3.1 General
The fire alarm system shall be installed in accordance with the current edition of the Singapore
Standard CP: 10 Code of Practice for The Installation and Servicing of Electrical Fire Alarm
System and comply with all regulations, orders and requirements of the relevant Local
Authorities.
3.2 Smoke Detectors
Smoke detectors shall be solid state ionisation type capable of detecting fire in its incipient
stages. The detector shall be neat and compact in appearance, finished in light colour, suitable
for ceiling mounting or floor mounting type in the raised floor void. Smoke detectors shall be
installed in such a way that each may be readily withdrawn from service for testing or
replacement without affecting the effectiveness of the remaining detectors and installation.

Smoke detectors shall be suitable for operation on 24 volt D.C. system and of the type
acceptable to the BCA and Fire Safety & Shelter Bureau for use in Singapore.
3.3 Testing Unit
One set of portable testing unit shall be provided to enable any detector to be tested. The testing
unit shall be designed and calibrated to suit the detectors installed.
3.4 Wiring System
All wirings shall be enclosed in conduit in the following manner: -
a. Wiring within false ceiling spaces, raised floor voids, riser ducts, electrical switch
rooms and mechanical plant rooms shall be in surface mounted conduits.
b. Wiring for all other areas shall be in concealed conduits to be buried/ cast in
wall plastering/columns/concrete slabs and etc.
c. Fire alarm circuits shall be separated from other circuit and conduit/ trunking for fire
alarm system shall not in any circumstances contain wiring other than that associated
with the fire alarm system. Wiring shall be multi-strand of sizes to suit the system but
shall not be less than 1.5 sq.mm section, of tinned high conductivity copper wire
insulated with 250/400 volt grade PVC to BS 6004.
4. TESTING AND COMMISSIONING
4.1 Testing Apparatus
The instrument, equipment and labour required for conducting tests and demonstrations shall
be provided by the Contractor and the costs thereof shall be deemed to have been included in
the Contract Price.
4.2 Regulation and Performance Test
After completion of each and every section of the Works, the Contractor shall submit to the
S.O. two (2) copies of the test results together with the method of testing stated clearly. It shall
be the responsibility of the Contractor to seek approval from the S.O. the method of testing to
be adopted. The Contractor shall then give a minimum of (3) days’ notice to the S.O. to verify
the test results on site. It shall be the Contractor’s obligation to demonstrate to the S.O. that all
installation if adjusted and regulated correctly will fulfil the function for which they have been
designed, and the Contractor shall adjust, balance and regulate the section concerned as
necessary until the required performance and design conditions are obtained.
Should the S.O. find discrepancies between the recorded test results and the measurements
demonstrated to him on site, the Contractor shall be required to repeat the tests. Tests shall be
repeated to the satisfaction of the S.O. at no extra cost to the Employer.
4.3 Pipework
All water pipework and other fittings shall be hydrostatically tested to 14 bar or 2 times the
working pressure whichever is the greater, and such test pressure maintained for 24 hours. The
test pressure shall not drop over the 24-hours period, save the fluctuations due to temperature
variation. During tests, all welded joints shall be hammered.

4.4 Control Equipment
The Contractor shall set and calibrate all limit switches, flow switches, time switches and etc.
as required to ensure that operating conditions are correct. The time and control sequence shall
also be tested and verified.
4.5 Electrical Commissioning Tests
The complete installation for any part thereof shall be tested, both before and after being
connected up to the requirements of the S.O.
The Contractor shall be responsible for all electrical tests at site and shall be represented by a
Licensed Electrical Worker during the whole of the period required for the tests.
All materials and equipment supplied or erected under this Contract which fail the tests shall
be replaced or rectified at once by the Contractor without cost to the Employer and the tests
shall be repeated.
The site tests to be carried out on electrical installation shall include the following: -
(a) Insulation resistance tests
(b) Continuity tests
(c) Test operation alarm devices
5. SERVICING & MAINTENANCE
5.1 General
The works covered by this Section is for the supply of all materials, tools, apparatus, equipment
and appliances, labour and necessary incidentals for the servicing and maintenance of all the
systems and ancillary plant, machineries and equipment supplied and installed under this
Contract during the Maintenance Period.
All works to be performed under this Section shall be in accordance with the best commercial,
technical and engineering practice, and must be strictly in accordance with this Specification.
During the Maintenance Period, the Contractor shall replace and/or repair all defective plants,
machineries and equipment and installations or any part of parts thereof entirely free of charge
to the Employer whenever directed by the S.O. if such repairs or replacements are necessitated
by reason of defective design, materials or workmanship.
The Contractor shall ensure that the replacement and/or repair works shall be carried out within
three working days from the date of feedback made by the Board via email or phone call. The
Contractor shall also note that the replacement and/or repair works might be carried out during
non-working hours or weekends if needed.
The board reserve the right to engage another contractor on behalf to finish the work if the
contractor do not response after 3 working days of feedback.

5.2 Workmanship and Materials
The servicing and maintenance shall be performed by workmen skilled in the servicing,
maintenance and repair (or replacement) of all the equipment, plants and machineries supplied
and installed under this Contract, and shall be executed in accordance with the best commercial,
technical and engineering practice.
All materials to be supplied in connection with the works shall be new and unused, and shall
generally be of the best quality as regards manufacture and performance.
The Contractor shall have a Supervisor in charge of the servicing, maintenance and repair (or
replacement) works. For works which required by the local laws and regulations to be
performed by personnel who is licensed or registered with the relevant local regulating bodies,
the Supervisor as proposed by the Contractor shall be deemed to have the appropriate licence
or registration.
