Topic: Investigation into allegations of human rights violations committed by all parties

involved in the Israel-Palestine conflict, including violations against civilians, children, and

minority groups.

The Human Rights Council,

Guided by Article 1(3) of the United Nations Charter, which calls for promoting and

encouraging respect for human rights and fundamental freedoms for all,

Reaffirming its commitment to the purposes and principles of the Charter of the United

Nations,

Recalling the Universal Declaration of Human Rights and the Geneva Conventions,

which provide the framework for the protection of civilians during armed conflicts,

Acknowledging the complexities and sensitivities surrounding the Israel-Palestine

conflict,

Recognizing the need for impartial and thorough investigations into allegations of

human rights violations,


Concerned about the impact of the conflict on civilians, children, and minority groups,

1. Encourages all parties involved in the Israel-Palestine conflict to comply with

international humanitarian law and human rights law, specifically:

a. Adhering to the principles of distinction, proportionality, and necessity to

minimize harm to civilians;

b. Protecting the rights and well-being of children and minority groups affected by

the conflict;

2. Urges the establishment of independent and impartial investigation mechanisms to

address allegations of human rights violations, with responsibilities to:

a. Conduct thorough and transparent investigations into all alleged violations,

ensuring that all parties involved are held accountable for their actions;

b. Utilize forensic and evidence-based methods to gather and analyze information,

ensuring the integrity and reliability of findings;

c. Provide protection and support for witnesses and victims who come forward with

information about violations;

3. Recommends that these investigation mechanisms operate under the oversight of

international bodies to ensure impartiality, with specific actions including:

a. Collaboration with the United Nations Human Rights Council to establish joint

investigation teams that include international experts and observers;

b. Regular reporting to the UN Human Rights Council and other relevant

international organizations on the progress and findings of investigations;

c. Ensuring that investigation processes are transparent and accessible to the public,

with findings published in multiple languages to reach a broad audience;


4. Calls Upon Member States and relevant international organizations to support these

investigation mechanisms by:

a. Providing technical and financial assistance to ensure the effective functioning of

investigation teams;

b. Offering training and capacity-building programs for investigators, focusing on

best practices for conducting human rights investigations in conflict zones;

c. Facilitating access to relevant information and resources needed for

comprehensive investigations;

5. Supports the protection of civilians, especially children and minority groups, during the

conflict by:

a. Implementing early warning systems and rapid response mechanisms to protect

vulnerable populations from imminent threats;

b. Providing humanitarian aid, including food, medical care, and psychological

support, to those affected by the conflict;

c. Ensuring safe zones and humanitarian corridors for the evacuation and protection

of civilians;

d. Calls for the Blue Helmet to join the effort to find a truce and to protect the

weaker citizens of both countries.

6. Encourages all parties to the conflict to cooperate fully with investigation mechanisms

and international bodies by:

a. Granting access to areas of interest and facilitating the work of investigators and

humanitarian workers;
b. Releasing relevant information and documentation that may aid in the

investigation of human rights violations;

c. Committing to the implementation of recommendations and findings resulting

from investigations to prevent future violations;

7. Requests that the United Nations High Commissioner for Human Rights:

a. Monitor the implementation of this resolution and report on the progress made by

parties involved in the conflict;

b. Provide technical assistance and capacity-building support to ensure the effective

functioning of investigation mechanisms;

c. Facilitate dialogue and cooperation between parties to promote accountability and

the protection of human rights.

i. If the resolution doesn’t work, a truce process will be established to allow

negotiations between the parties to reach a peace agreement.

ii. Human Rights Council has a fund supported by voluntary donations

acquired by 9 different UN funds, this fund will be used to finance all of

these resolutions.

8. Decides to Remain Actively Seized of the Matter.
