Deeply disturbed by the humanitarian crisis in the region, including but not limited to the
displacement of civilians, and the impact of violence on local communities,
Recognising the principles enshrined in international law particularly the Jus in Bello, the Jus ad
Bellum, the ICCPR, the Rome statute, The United Nations Charter, the Universal Declaration of
Human Rights and all four Geneva conventions,
Fully aware of the desire of both Israel and Palestine for self-determination, and peaceful
coexistence,
1) Demands the compliance with International Humanitarian and Human rights laws,
including the protection of non combatants in accordance to the Geneva conventions and
the principles of the Jus in Bello ensuring the:
a) Safeguarding of medical professionals, and journalists working in conflict
ridden areas,
b) The lifting of restrictions that affect the delivery and reception of
humanitarian aid,
c) Prevention of violations that increase human suffering;
2) Calls upon both Israel and palestine to return all prisoners of war held in custody to their
respective territory under the supervision of the UNITE (elaborated in article 3) ensuring:
a) Complete compliance with international law particularly the Geneva conventions in the
humane treatment of all POW’s,
b) Creation of a UN-facilitated POW exchange mechanism supervised by the UNITE, in
coordination with the International Committee of the Red Cross (ICRC), to verify
identities and ensure safe repatriation,
c) A neutral handover of POW’s overseen by the UNITE to prevent retaliatory action,
3) Calls for an immediate ceasefire between The State of Israel and the Hamas, to be
monitored by the United Nations ensuring:
a) An immediate halt to all military attacks including but not limited to military
operations, rocket fire and armed attacks,
b) The facilitation for access for independent humanitarian organisations like the
Red Cross and the WHO to assess and respond to urgent needs,
c) The deployment of a monitoring mission (UNITE) to oversee the ceasefire
compliance:
1. Constitution of the UNITE ( United Nations International Truce
Enforcement)
a) The UNITE will consist of military observers, humanitarian experts and experienced
lawyers from the United Kingdom as well as any other UN member country willing to
take part,
b) The UNITE would also collaborate with regional organisations like the NATO and the
EU,
2. Monitoring:
a) The UNITE would employ satellite, UAVs and ground based organisation to ensure no
breach of the Ceasefire,
Establishment of communication channels for reporting ceasefire violations confidentially,
3. Reports:
a) The UNITE would conduct mandatory weekly reports to the UN for a period of 3
months,
b) Following that it would report to the UN on a monthly basis
c) The UNITE would also conduct reports online,
4. Protocol in case of violations:
a) Fact finding missions would be dispatched immediately to the areas of suspected
ceasefire breach,
b) Diplomatic mediation teams would de-escalate the tensions
5. Buffer zones:
a) Designation of demilitarized zones patrolled by UNITE forces to avoid conflict,
b) Implementation of weapon free areas around densely populated civilian areas,
6. Israeli Palestine committee:
a) Formation of a bilateral committee with representatives from both Israel and
Palestine alongside UNITE mediators to:
i) Resolve disputes arising from the ceasefire declaration
ii) Coordinating humanitarian efforts
7. Confidence building measures:
a) Prisoner exchanges for the release of non combatants,
b) De-escalation of military positions;
4) Calls for joint economic operations between Israel and Palestine to encourage
economic interests, while fostering peace:
a) Through economic operations between israel and palestine, both sides
could have access to goods and services previously inaccessible,
b) It could decrease the likelihood of conflict by ensuring that both states
strive to maintain cordial relations,
c) Supports employment opportunities to improve the living conditions of
both the citizens of Israel as well as the citizens of Palestine
d) Also supports the collaboration of the Israeli and Palestinian technology
sectors for improvements in fields like agriculture, industry etc,
benefitting both sides
e) Also supports educational exchange programs designed to foster mutual
respect between the two sides, working towards creating a culture of peace
over time
5) Recognises the importance of a lasting solution of the Israel Palestine conflict which
can be brought about by the two state solution through the establishment of two
independent and sovereign states: Israel and Palestine, living side by side in peace and
security, within internationally recognized borders it ensures:
a) The separation will be based on justice equality and respect for human rights of the
people, ensuring that there is the provision of the right to security, freedom and dignity to
the Israeli and palestinian citizens,
b) A commitment to non violence by both israel and palestine that would undermine the
possibility of a solution,
c) The establishment of the Committee for the Peaceful Separation under the UNITE
( hereby referred to as the CPS) for the peaceful distribution of land and the hope of a
lasting solution:
i) Mandate
(1) The CPS shall be tasked with the precise demarcation of borders
between Israel and Palestine based on the principles of
International law historical significance and population,
ii) Composition
(1) The CPS shall compose of representatives of both Israel and
Palestine, being mediated by officials of the UNITE,
iii) Reporting
(1) The CPS shall report to the United Nations Security council
on a monthly basis, detailing the progress it has made
(2) A council of the CPS shall be convened on a weekly basis,
iv) Demarcation of jerusalem
(1) The CPS will work toward an agreement that guarantees
access to holy sites for all religions and ensures that
Jerusalem is a shared capital, with specific safeguards in
place to protect the religious and cultural heritage of both
communities,
(2) It will work to prevent violence related to the status of
Jerusalem,
6) Calls for the independent and transparent investigations into all alleged human rights
violations and violations of international law ensuring:
a) That the findings are legitimate and not biased, which can help bring justice to
those responsible for violations of human rights and international law,
b) That there is no concealment of information,
c) Investigations will be conducted by members of the UNITE, ensuring that they
are free from political interference by any of the parties involved in the conflict,
d) All investigative procedures and findings should be publicly disclosed on an
online forum including methodologies, evidence collected, and the reasoning
behind conclusions,
e) International organizations, such as the United Nations or the International
Criminal Court (ICC), should be given the authority and the means to enforce
cooperation with the members of the UNITE carrying out these investigations;
8) Calls for the establishment of mental health and psychological welfare centres for all citizens
of Israel and Palestine ensuring:
a) All civilians, particularly those in conflict areas have access to counselors,
psychologists, and social workers, free from discrimination,
b) These services are available in multiple formats, including but not limited to
individual therapy, group counseling, and community-based support,
c) Special attention is given to the mental health needs of children, who are often the
most vulnerable in conflict situations,
d) The integration of psychological and mental health services as part of
humanitarian aid,
9) Decides to remain seized in the matter.
