ISRAEL-PALESTINE CONFLICT

Reaffirming UNSC Resolutions 2732, 2730, 2735 and 2712;
Recognizing the urgent need for a comprehensive and sustainable peace agreement
between Israel and Palestine,
Reaffirming the commitment to a two-state solution with East Jerusalem as the capital of
Palestine, as endorsed by various United Nations resolutions and international agreements,
Expressing deep concern over the ongoing hostilities and humanitarian crisis in Gaza,
Stressing the importance of an immediate and comprehensive ceasefire in Gaza, as
discussed in the 9650th meeting of the UNSC and its amendments,
Guided by the purposes and principles of the Charter of the United Nations,
Recognizes the seriousness of the ongoing conflict of Israel and Palestine,
Concerned about the humanitarian situation in Gaza strip and West Bank,
Acknowledging the religious importance of Jerusalem to all the Abrahamic Religions
in the region,
Expecting immediate ceasefire at the militarized zones of Israel and Palestinian
region,
Acting for the security of both Israelis and Palestinians preventing future conflicts,
1. Declares Hamas as not a terrorist organization, stresses that the cessation of all
Hostilities is essential for salvaging the two-state solution, and calls for affirmative
steps to be taken immediately to reverse the negative trends on the grounds that are
imperiling the two-state solution;
2. Demands an immediate unconditional ceasefire according to the IHRP framework in the Gaza
Strip between Hamas and Israel:
a. A UN peacekeeping force to be placed on the borders of the Gaza Strip and Israel to
make sure no aggression from both sides takes place;
b. The Peacekeeping force will have members of UN Peacekeeping force and members
of Military Services of any willing nation wanting to provide;
c. All IDF forces to be removed from the Gaza Strip;
3. Calls Upon the creation of a humanitarian corridor under the IHRP framework from Rafah
crossing to allow humanitarian aid to Gaza:
a. The Humanitarian aid distribution will be done by UN forces particularly UNRWA
Members;
b. A joint fund will be set up named Gaza Relief fund, the following countries will be
providing Humanitarian Aid and funds to Gaza:
i. Russia, China, South Africa, South Korea, Sierra Leone, Saudi Arabia, Iran,
Jordan, Algeria, United Kingdom, Japan, Egypt;
c. The aid includes but not limited to
i. Food, Water, Medicine, Sanitization Products, Tents;
d. Medical staff will also be sent to check and provide health care to those who are sick
and wounded or need medical aid;
e. The aid distribution will be overseen by CERF, UNHCR, UNRWA;
4. Calls upon immediate and comprehensive ceasefire in gaza, as per the Resolution
discussed in 9650TH meeting of UNSC and its amendments in accordance to the
Belt and Road initiative and IHRP framework;
a. Puts forward the three phased proposal of the Global Peace bloc, the Global
peace bloc being Russia, China, Algeria, Egypt, South Korea, Sierra Leone,
South Africa
b. Notes that the implementation of this proposal would enable the following
outcomes to spread over three phases,
i)PHASE 1: Immediate full and Complete Ceasefire,
ii)PHASE 2: Permanent End to Hostilities,
iii)PHASE 3: Multi- year reconstruction Plan,
c. Phase 1: an immediate, full, and complete ceasefire with the release of
hostages including women, the elderly and the wounded, the return of the
remains of some hostages who have been killed, the exchange of Palestinian
prisoners, withdrawal of Israeli forces from the populated areas in Gaza, the
return of Palestinian civilians to their homes and neighborhoods in all areas of
Gaza, including in the north, as well as the safe and effective distribution of
humanitarian assistance at scale throughout the Gaza Strip to all Palestinian
civilians who need it, including housing units delivered by the international
community under the IHRP framework,
(ii) Phase 2: upon agreement of the parties, a permanent end to hostilities, in
exchange for the release of all other hostages still in Gaza, and a full
withdrawal of Israeli forces from Gaza and,
(iii)Phase 3: the start of a major multi-year reconstruction plan for Gaza and
the return of the remains of any deceased hostages still in Gaza to their
families, the plan to be defined in clause 5,
d. Underlines that the proposal says if the negotiations take longer than six
weeks for phase one, the ceasefire will still continue as long as negotiations
continue, and welcomes the readiness of the UNSC to work to ensure
negotiations keep going until all the agreements are reached and phase two
is able to begin;
e. Stresses the importance of the parties adhering to the terms of this proposal
once agreed and calls upon all Member States and the United Nations to
support its implementation;
f. Rejects any attempt at demographic or territorial change in the Gaza Strip,
including any actions that reduce the territory of Gaza during the time of
negotiations;
5. Recognizing the urgent need for comprehensive reconstruction in Gaza as per the
PHASE III and the Belt and Road Initiative and IHRP;
a. Assigns the United Nations Special Coordinator for the Middle East Peace Process
(UNSCO) as the lead coordinating body for the reconstruction of Gaza,
b. Mandates collaboration between UNSCO, the United Nations Relief and Works
Agency for Palestine Refugees in the Near East (UNRWA), and the United Nations
Truce Supervision Organization (UNTSO) to oversee the reconstruction process;
c. Directs a comprehensive needs assessment to be conducted by UNSCO, identifying
priority areas for reconstruction such as infrastructure, housing, healthcare, and
education;
d. Calls for the development of a phased and prioritized Reconstruction Master Plan,
incorporating short-term, medium-term, and long-term goals with clear timelines and
milestone
i) the plan to be provided to the UNSC within 3 weeks;
e. Requests the organization of an international donor conference, coordinated by
UNSCO, to secure pledges from governments such as China and Russia and India,
international organizations, and the private sector;
i)Organisations such as United Nations Development Programme (UNDP)
f. Encourages the identification and mobilization of necessary resources, including
construction materials, skilled labor, and technical expertise, through coordination
with UNRWA and UNTSO;
g. Endorses UNRWA Implementation of peace education programs in schools to foster
a culture of peace, tolerance, and understanding among the younger generations
along with continuing a general education program to foster the mind of young
Palestinians
6. Agrees to send humanitarian aid from Russia, China, South Africa to Lebanon through air crafts to
Beirut-Rafic Hariri International Airport, according to the IHRP framework;
a. The aid includes but not limited to
i. Food, Water, Medicine, Sanitization Products, Tents;
7. Demands an Immediate ceasefire to take place in Ukraine on the following conditions:
b. All NATO forces, weapons, troops will immediately withdraw from Ukraine;
c. A stricter arms embargo to be placed on Ukraine;
d. Rehabilitation and Relocation programs to be set up by the Ukrainian Government for
those affected by the war;
e. All NATO countries will no longer send any military aid to Ukraine;
8. Establishes a precautionary mechanism of defense Incase of Israel violation of the
agreement to halt it’s invasion for the period of the peace talks and ceasefire as per PHASE
I and clause I;
a. Underlines that acts of intimidation should be discouraged by both parties
However, in case of acts of intimidation by the opposite party, Hamas will
respond with an equal resistance but no further acts of invasion or physical
promotion of violence;
b. Affirms that if any act of transgression and invasion is committed by the
opposite party will cause the war to resume and Hamas will have to continue
its military operation to defend the land of Palestine;
i) Emphazises this breach of peace shall halt the peace talks and the
Global Peace Bloc supporting Hamas will declare it in a state of war;
ii) Calls upon the Countries in Global Peace Bloc to express
unanimous support towards Hamas in this breach, not condemning anymore
actions of Hamas;
iii) Notes that external party interfering to provide military aid to the
opposite party will result in countries such as DPRK, Iran and
Pakistan providing military aid to Palestine as well
9. Supports Zoning for humanitarian aid according to the IHRP framework
a. Emphasizes Gaza,Westbank,Rafah as areas where humanitarian aid should
be safely delivered without interference from military operations or political
disputes
b. Ensures the effective and equitable distribution of aid while adhering to
humanitarian principles such as neutrality, impartiality, and independence, the
following monitoring mechanisms will be implemented:
(i) Authorizes independent oversight bodies comprising representatives from
international organizations such as UN Office of Internal Oversight Services
(OIOS) , NGOs, and local communities,
(ii) Conduct regular audits and evaluations by third-party auditors such as
United Nations Board of Auditors (UNBoA) to maintain transparency and
accountability,
(iii) Implement a transparent reporting system to document and to publicly
share all aid distribution activities,
(iv) Deploy on-ground monitoring teams to oversee the actual distribution
process and ensure aid reaches the intended recipients,
(v) Utilize technological tracking systems like GPS and blockchain for
real-time monitoring of aid supplies,
c. Ensures that these zones are protected from military engagements and are
respected by all parties involved in the conflict to guarantee the safety of
humanitarian workers and aid recipients;
10. Recommends outlining solutions for post two state solution to sustain
i) Supports from the international community, including key stakeholders like the
UN, EU, and neighboring Arab states, to support and mediate the peace
process
ii) Promotes regional cooperation frameworks involving Israel, Palestine, and
neighboring countries to address common challenges such as water
resources, environmental issues, and regional security
iii) Promotes responsible media coverage that supports peacebuilding efforts
and counters divisive narratives;
iv) Calls upon the borders to be discussed and formed on the basis of pre-1967
borders with precedence of UN resolutions 242 and 338;
v) Supports from the international community, including key stakeholders like the
UN, EU, and neighboring Arab states, to support and mediate the peace
process,
vi) Promotes regional cooperation frameworks involving Israel, Palestine, and
neighboring countries to address common challenges such as water
resources, environmental issues, and regional security,
vii) Promotes responsible media coverage that supports peacebuilding efforts
and counters divisive narratives;
viii) Calls upon the borders to be discussed and formed on the basis of pre-1967
borders with precedence of UN resolutions 242 and 338,
ix) Affirms that the city of Jerusalem shall be divided as per UNGA 69/17 that the
east of Jerusalem shall be handed over to Palestine and west Jerusalem to
be handed over to Israel and The Al Aqsa compound be made an
international zone under the observation of UN peacekeeping forces,
11. Urges Israel and Palestine to hold peace talks mediated by Moscow and China on the
topic of dividing borders and refugees,
a. Every 10 days, Moscow to host talks between Israeli government and
Palestinian government;
b. After 3 initial meetings in Moscow, the talks to be held in Beijing between
Israel and Palestine;
c. The only states to participate in the talks are to be the:
i. Host;
ii. Israel;
iii. Palestine;
d. These talks may discuss:
i. Demands of both sides and contentions that both sides will present to
discuss
ii. The land borders that are to be set up between the independent states of
Israel and Palestine;
iii. Rehabilitation, Humanitarian Aid, and medical facilities for those
affected by the Hamas and Israel conflict;
iv. Discussion over the Israeli settlements;
12. Demands an arms embargo to be placed on Israel by the UNSC
13. Calls for the establishment of the Gaza investigative team;
a. Decides to establish an investigative team under the UNSC to investigate alleged
war crimes in the Palestinian territories after the cessation of hostilities as per clause
4;
b. Mandates the team to gather and preserve evidence, interview witnesses, and
conduct on-site inspections;
c. Requests the UN Secretary-General to appoint qualified international experts to the
team and provide necessary support;
i) these candidates to have relevant expertise such as investigative and detective
work
d. Calls upon Palestine to grant full access and cooperation to the team;
e. Urges member states and international organizations to support the team;
f. Directs the team to submit a preliminary report to the Security Council within six
months and a final report within twelve months;
g. Authorizes the public release of the final report upon UNSC review;
h. Decides that the UNSC will consider further actions based on the team's findings,
such as prosecution of Hamas or Israeli military operators based on their crimes;
i. Emphasizes the importance of ensuring the team's safety and the protection of
witnesses;
i)Implores the major stakeholders to ensure the safety
j. Encourages voluntary contributions from Global Peace bloc states to support the
team's operation.
