1 PURPOSE AND AUDIENCE


1.1 This matrix has been developed by Shell to specifically provide guidance to Shell Group Owned and Time Chartered DS Global vessels (it is not applicable to
regional DS vessels), and as such is an integral part of the Shell Charterer's Instructions. The guide is also for use by Shell staff employed in the roles of Trading
& Shipping Operators, Supply Schedulers, Marine Technical Advisors and other water-front functions. Where a third party makes use of any Information
contained in this guide then Shell accept no liability in any way whatsoever.

2 SAFETY
2.1 This document does not purport to address all the safety risks involved in cargo storage, transit, and tank cleaning. Tank cleaning methods employed by a given
operator must be carried out as per the vessel operators Safety Management System and in line with recommendations contained within the current issue of the
International Safety Guide for Oil Tankers and Terminals, and Tanker Safety Guide (Chemicals).
2.2. When carrying a chemical cargo consideration should be made to the Shell Cargo Handling Sheets (CHS).

3 SCOPE AND LIMITATIONS


3.1 The guide is limited to dealing with “white-oil” liquid petroleum fuel and component cargoes only, i.e. cargoes that have a colour no darker than 2.5 on the ASTM
or NPA scale.
3.2 The guide does not encompass the loading of LPG, and Black Oils.
3.3 The vessel should inform charterer where a “black-oil”, e.g. heavy fuel oil, dirty condensate and crude oil has been carried in any of the last 10 voyages since a
contamination risk exists and 'special' tank cleaning preparations may be required.
3.4 Where a vessel declares a last cargo as a “black-oil”, then tank cleaning may be considered as a mechanism to render the tank(s) suitable to take the product,
although this is by exception, and should not be conducted without the explicit guidance and permission of the Charterer.
3.5 The use of chemical cleaning agents, such as detergents or caustic soda, is not allowed without the explicit permission of the Charterers.
3.6 The Guide does not take account of products that may be carried in a terminal's multi-product pipelines. Where such pipelines carry aviation grades, FAME and
certain additives may not be permitted in previous cargoes even though the aviation grade is not being carried on board. In these cases, the receiver is
responsible to make such restrictions clear.
3.7 Some products, e.g. ethanol and solvents, are aggressive to epoxy tank coatings and can remain in the coating after discharge. Check instructions issued from
the manufacturer of your coating since ventilation and conditioning of the coating may be required before the next cargo is loaded.

3.8 Cargo tanks with zinc or zinc silicate coatings, or with copper heating coils should not be used for the carriage of aviation fuels. Where this is unavoidable the
charterer should be informed as additional precautions to protect the jet fuel quality may be required.
3.9 Where there is a conflict between advice given in this matrix and that of the Shell Cargo Handling Sheets please seek advice from the Charterer.

4 ALTERNATIVE TECHNIQUES & RESPONSIBILITY


4.1 When considering the recommendations contained in this guide Masters should consider the performance of their vessels stripping systems and experience of
similar operations to determine the most appropriate preparation for a particular change of cargo grades. It is recognised that some vessels, especially IMO Type
2 & 3 product/chemical tankers, are equipped with very effective tank stripping systems (e.g. super stripping) that could substitute washing and/or mopping
procedures for a particular change of cargo grades. It is also recognised that a vessels crew may have specific knowledge of cargo tank preparative procedures,
that are effective, but which may differ from the recommendations herein; for example, experience gained from the frequent transit of cargoes between the same
ports. Notwithstanding, vessel owners and operators are responsible for ensuring that cargo tanks are sufficiently clean to take a nominated cargo.

4.2 Cautionary note: Some cargoes are extremely sensitive to water contamination (for example, base oils, solvents and products containing detergent and/or
lubricity additives). Vessel owners/operators remain liable for ensuring that cargo tanks are sufficiently clean and dry to take a nominated cargo.

5 LOGIC EMPLOYED IN THE GUIDE


5.1 This guide has been generically based upon current knowledge of the different vessel hardware and operational designs employed in the shipping industry.
Therefore the particular guidance may not necessarily be the most appropriate for the operation at hand, and at times may be overly or under prescriptive.

5.1 The guide was formulated with consideration of the following;


a) The typical volumes, per preparation method, of last cargo left in the vessel cargo tanks and lines, post discharge. This includes any Remaining On Board
volume at the tank bottom (ROB), the likely tank wall “clingage” amount and anticipated vapour left in the tank space.

b) The physical and chemical characteristics of both the last cargo and of that to be loaded, particularly those critically affected, such as; flash point, sulphur,
benzene, oxygenates (MtBE etc.), lead, viscosity (clingage), boiling range, colour and odour.
5.3 The logic used in this guide also assumes that all the ships pipelines are fully drained of previous product; that the suggested tank preparations are carried out
effectively; and tanks are fully loaded with the next cargo. Should this not be the case, more stringent preparation (or Seek Guidance) maybe required to prepare
tanks satisfactorily.

6 FURTHER NOTES ON DEFINITIONS


6.1 Where the Matrix states that a product is "Not Compatible" with a tank(s) previous contents, then that product should not be loaded into that tank(s). Tank
cleaning may be considered as a mechanism to render the tank(s) suitable to take the product, but this is by exception, and should not be conducted without the
explicit guidance and permission of the Charterer, or Shell Trading Cargo Operations.
6.2 Where the Matrix states "Not Compatible" with Aviation Grades, the product to be loaded, even after tank cleaning, is still forbidden. At least one acceptable
buffer product cargo should be carried before considering previous cargo compatibility. If FAME, lube oil or veg oils have been carried in the previous 3 cargoes ,
this is a cause for concern. You should seek advice from the Shell Trading Cargo Operations.

product, and may not be fully representative of the actual material at a given production location.

KEY to DEFINITIONS FOR TANK PREPARATIONS

Key Detail and Requirement

Previous cargo is acceptable, so long as the cargo tank, pump columns and pipe lines are "Well Drained" by the ships stripping system to minimise the ROB - any ROB that
WD does remain should only ever be in the pump well. Pump columns, pipe lines and drops should be cleared and drained free of all free-standing product and water.
An ROB volume in excess of 0.05% of the Individual Tank capacity does not meet the well drained criteria (1).

Previous cargo is acceptable, so long as the cargo tank, pump columns and pipe lines are "Super Stripped" by the ships 'enhanced' stripping system to minimise the ROB -
any ROB that does remain should only ever be in the pump well. Pump columns, pipe lines and drops should be cleared and drained free of all free-standing product and
EWD
water.
An ROB volume in excess of 0.0025% of the Individual Tank capacity does not meet the enhanced well drained criteria (1)(4).

EWD-VP Follow EWD procedure. Reduce tank atmospheres to below 2% vol hydrocarbon vapour by means of purging with inert gas .

Clean tank by applying the Ventilation Procedures as per vessel's Procedures & Arrangement Manual, Addendum C, in compliance with SOLAS II-2 regulations applicable to
VENT the vessel and industry guidelines ISGOTT and the Tanker Safety Guide (Chemicals). Check instructions issued from the manufacturer of the tank coating since conditioning
of the coating may be required.

CW Follow the WD procedure, cargo tank(s) and lines are to be "Cold Water Washed" and drained well to remove all free-standing water/product .

CW-VP Follow the WD procedure, cargo tank(s) and lines are to be "Cold Water Washed", drained well to remove all free-standing water/product and either ventilated or purged .

Guidance

EXPLANATORY NOTES
1. ROB
Refers to the quantity Remaining On Board the vessel after discharge of the carried cargo.

2. Purging, Ventilating or Gas-Free


Where a guidance is given to either Purge or Ventilate a tank atmosphere, then the vessel operator should perform one of the following procedures depending on the whether the vessel is
equipped with an Inert Gas System:
— No IGS. if the Vessel is NOT equipped with an Inert Gas System, then tank atmospheres to be reduce to 10% or less of the LEL by means of ventilation
— With IGS. if the Vessel IS equipped with an Inert Gas System, then tank atmospheres to be reduce to 2% vol hydrocarbon vapour by means of purging with inert gas.
— Where guidance is given to Gas-Free a tank atmosphere, then the vessel operator should purge or ventilate the tank to ensure atmosphere is safe for entry, meeting their Safety
Management System requirements and in line with ISGOTT and/or Tanker Safety Guide (Chemicals).
3. Tank Washing on Non-Inerted Vessels
On vessels not fitted with inert gas, ISGOTT guidance 11.3.5.2 MUST be followed and cleaning regimes given here must be modified accordingly. Key modifications include:
— Prior to washing, tank bottoms and all lines to be flushed and drained to slop tank
— Prior to hot washing tanks having contained low flash cargoes should undergo a full cycle cold wash

4. EWD considerations
The success of EWD as a tank preparation procedure is dependant on:
— all the ships pipelines being fully drained of previous product;
— EWD being carried out effectively;
— tanks being fully loaded with the next cargo
Consideration of the sensitivity of the product's characteristics should also be considered, especially when a parameter which is likely to be affected by EWD is close to the specification or
the consequences are deemed significant (for example, borderline flash point or sulphur content).

EWD Note for Charterers:


Success of the EWD process can be established after loading ~30% of next cargo i.e. results from tanks should not be significantly different from the loading quality, although 1st foots
sampling and analysis should also be carried out.
Consideration of the sensitivity of the product's characteristics should be considered, especially when a parameter which is likely to be affected by EWD is close to the specification or the
consequences are deemed significant (for example, borderline flash point or sulphur content).
— —— For flash point a buffer to the specification of 4 oC should be considered.
— —— For sulphur the buffer required will be dependant on the previous cargo sulphur level and that of the product to be loaded (e.g. you should seek further guidance when carrying
out EWD to load a product with a sulphur limit above 7 ppm, when the specification is 10 ppm max.).

An alternative method to EWD which still removes the requirement of man-entry into tanks could be to water rinse, super strip, purge to <2% HC and inert with following precautions:
— All pipelines should be thoroughly drained and blown through.
— Tanks soundings must be checked using dipping rod and oil and water finding from pocket closest to pump stack, to confirm tanks are empty.
— After purging all tanks soundings must be checked again to confirm empty.
Such an approach will increase the chances that the following cargo will experience some contamination with water. Charterers should ensure this can be tolerated.

** Where there is a concern that a product's characteristic, which can be affected by EWD, is at risk of being put off specification (for example, if it is already close to the specification) or the consequences of off specification are deemed especially high (for example, where there are limited mitigation options). EWD may be substituted by water wash, super strip (below 0.0025% of the individual tank capacity), purge to <2% HC and inert. See additional requirements in 'Key to Definitions' tab.

ɣ Cargo tanks with zinc coatings or zinc silicate linings, or with copper heating coils or other copper-containing components, should not be used for transportation of aviation fuel because of the potential adverse impact on stability. Where this is unavoidable, specialist advice shall be sought regarding additional testing requirements.
The previous 3 cargoes carried by the vessel should be considered when assessing the suitability of the tank preparation prior to loading aviation grades especially if veg oil or FAME containing products have been carried.
Loading aviation fuel onto new build; recently dry-docked; VLCC vessels; or vessels with uncoated tanks can present additional product quality risks. Additional guidance should be sought.
◊◊ For condensate to be considered 'clean' the following parameters must be met: ASTM D1500/IP 196 colour should be less than 2.5; ASTM D86/IP 123 distillation residue should be less than 10% at 280 oC; Cloud point should be no greater than -10 oC; and Viscosity at 20 oC should be less than 1.5 cSt. If the previous cargo is typically high mercury (>100ppb) or lead, hot water should be used instead of cold water. For 'dirty' condensate treat as Black Oil.
§ Coating must be resistant to the product (to be) carried. A wall wash test may be required prior to loading. Check with charterers.
θ Coating must be suitable for loaded product
α Naphtha is sensitive to salt and oxygenates. The vessel may need to fresh water rinse and to have carried three oxy-free cargoes prior to loading naphtha. Check with charterer.
β A hot water wash will be required following waxy paraffins, synthetic fuels and FAME when their cloud point exceeds 8 degrees C.
δ Additional checks and cleaning may be required for products that have been dyed or additised whilst on board the vessel. The type of dye used in the previous cargo is also important as liquid dye is generally easier to clean than powdered dye. The location the dye was added may also require additional checks.
