Chapter 3
3.1 Authority of the Directorate:
The authority of the directorate is provided by:
1- The Egyptian Civil Aviation Law No. 28 issued in 1981, gave the Egyptian Civil
Aviation Supervisory Authority (ECASA) the right to define and implement
inspection procedures on air operators, aircraft facilities and personnel that are
practicing activities related to civil aviation.
2- Through the organization structure of ECASA, the Airworthiness Inspection
Directorate (AID) is authorized to practice its responsibilities and duties as prescribed
in this manual.
3- Fees law No. 119 issued in 1983
4- Fees law No. 209 issued in 1991
5- The ECASA order No. 56 issued in 1994
3.2 Responsibilities of the Directorate:
1- Recording, reviewing and processing applications for Certificate of Airworthiness,
renewal of such certificates.
2- Survey of aircraft for issuance, renewal and the subsequent execution of such documents
as appropriate.
3- periodic review of the airworthiness condition and records of each aircraft on the
register to assess the adequacy of their maintenance.
4- Investigation of major defects discovered in aircraft and determination of corrective
action to be taken where airworthiness may be affected.
5- Review aircraft and component manufacture’s S.B.’s and A.D’s issued by foreign
airworthiness authority to determine their applicability.
6- Survey of the maintenance facilities includes maintenance organization maintenance and
quality control procedures of applicant for issuance and renewal of Air Operator
Certificate (AOC).
7- Survey of the facilities and procedures of applicants for issuance and renewal of
certificate of approval to conduct activities affecting the airworthiness of aircraft.
8- Conducting periodic surveillance of facilities, procedures and work conditions of holders
of Air Operator Certificate (AOC) making appropriate directions and recommendations
and approving amendments to the operator’s AOC and his maintenance and quality
control manuals as appropriate.
9- Assessment and approval of the installation of aircraft components and equipment in
aircraft. (Approval of foreign STC)
10- Issuance of approvals for inspection, overhaul, maintenance and repair organization.
11- Conducting periodic surveillance of AOC holders, inspection of aviation support
equipment and procedures carried out by the operator.
12- Approval of aircraft and component maintenance and reliability programs .
13- Investigation of possible violations of national air law or regulations in regard to
airworthiness and initiation of legal or other corrective action if necessary.
14- Review imported aircraft spare parts documents for customs release.
15- Final review and authorization of approvals for the following:
* Operator AOC.
* MEL and CDL
* Noise Certificate
16 -Major repairs, alterations, and modifications.
17 -Operators maintenance control: continuous analysis and surveillance program
18- Monitoring the implementation of relevant airworthiness regulations issued by the
Aircraft Inspection Division or foreign airworthiness authority.

19- Provide support for Flight Safety Standards Sector as required by the director.
20- Recording the collection of fees for certificate of airworthiness, permission for flight,
aircraft maintenance personnel licenses and/or any other airworthiness services
performed.
21- Providing advices and recommendations to other areas of ECASA responsibilities such
as shipment of dangerous goods, certification of operators and any other technical
matters related to aviation techniques.
3.3 Management System and Control
1- The General Manger (GM) of the Airworthiness Inspection Directorate (AID),
supervises the work of subordinate departments, approve work plans, personnel
assignments and carry out necessary follow-ups.
2- The AID-GM reviews department reports, signs or initials and submits them to the
Airworthiness Central Administration (AICA) Administrator.
3- The Senior General Manager assumes the responsibilities of the AICA Administrator
when he is not present.
4- The Senior Department Manager (S-DM) is delegated the authority of the AID-GM
when he is not present.
5- Any of the managers may fill in for the work of inspector(s) when required.
6- The AID-GM prepares the following management reports:
* Bi-weekly achievements report.
* The annual inspection plan.
* The annual inspection achievements report.
* The annual personnel performance reports.
and submits them to the AICA Administrator.
7- The AID-GM provides administration and management of all related staff.
8- The AID-GM makes necessary arrangements to cover directorate requirements for
personnel, and equipment’s.
3.4 The AICA Organization Chart.
The following chart describes how the AICA Administrator is structured to perform tasks and
duties:

3.5 Job Description:
3.5.1 The General Manager (GM) of Airworthiness Inspection Directorate (AID).
A. Responsibilities.

The holder of this position is considered the manager in-charge of all of responsibilities
indicated in paragraph 3.2.
B. Duties
1) Recording, reviewing and processing applications for registration or de-registration.
2) Recording, reviewing and processing applications for Certificate of Airworthiness,
renewals of such Certificates and validations of foreign Certificates of Airworthiness.
3) Survey of aircraft for issue, renewal and validation of Certificates of Airworthiness
and the subsequent execution of such documents as appropriate;
4) Periodic review of the Airworthiness condition and records of aircraft on the register
to assess the adequacy of their maintenance and to assess the competence and
diligence of the persons who perform the maintenance;
5) Investigation, in co-ordination with Airworthiness Manufacturing Department
(AMD), of major defects discovered in aircraft and determination of corrective action
to be taken where airworthiness may be affected. Analysis of defects, experience to
detect and correct any trends and to reveal areas most in need of airworthiness
improvement;
6) Review of aircraft and component manufacturer’s Service Bulletins and
Airworthiness Directives issued by foreign Airworthiness Authorities to determine
their applicability to the national aircraft. Direction of corrective action where
Airworthiness may be affected, in co-ordination with the AMD.
7) Examination of current and new international Airworthiness standards and
determination of the need for adoption of critical features of those foreign standards
to national requirements;
8) Survey of the maintenance facilities including training provisions, organization and
quality control procedures of applicants for issue and renewal of Air Operator
Certificates (AOC) Making recommendations as appropriate with regard to the
applications;
9) Survey of the facilities and procedures of applicant for issuance and renewal of
certificates of approval to conduct activities affecting the airworthiness of aircraft.
Issuance or renewal, as appropriate, of certificate and maintaining records of such
activities;
10) Conduct periodic surveillance of the facilities, procedures and work of holders of
Air Operator Certificates, making appropriate directions and recommendations and
approving amendments to the operator’s AOC and his maintenance and quality
control manuals as appropriate;
11) Assessment of the qualifications of persons for designation as approved persons and
others as alternates, to perform certain Airworthiness functions . Recommendations as
appropriate and monitoring of the activities of these persons periodically;
12) Assessment and approval of the installation of aircraft components and equipment in
aircraft;
13) Providing advice and recommendations to other areas of the ECASA such as
shipment of dangerous goods, and other areas related to aviation techniques, flight
operations and aeronautical engineering;
14) Provision or loan of staff experts to assist in the investigation of aircraft accidents
when required;
15) Recommendation and, issuance of directives concerning the maintenance, overhaul
and repair standards to be met by aircraft and aircraft components and equipment, and
procedures to be followed by the aviation industry to comply with the national air law
and regulations related to airworthiness;

16) Participation in Type Certification Board (TCB) activities to resolve problems of
significance, and to establish overall accomplishment of the type certification
program;
17) Participation in Maintenance Review Board (MRB) activities toward the
development and approval of initial maintenance inspection requirements for air
carrier transport aircraft. These are applicable to newly type certificate aircraft and
powerplants being introduced in service for the first time;
18) Preparation and distribution of advisory material to the aviation industry concerning
Airworthiness practices and procedures where such advice does not warrant
mandatory action but still make a significant contribution to flight safety;
19) Preparation and recommendation of regulatory changes and amendments to the
ECASA from time to time concerning all matters of Airworthiness within the scope
of the functions and responsibilities of the AID;
20) Conferring with national and international organizations on matters related to
the regulations of Airworthiness;
21) Identification and resolution of regulatory problems associated with continuing
airworthiness. Establishing general and technical policies and procedures on which
future airworthiness requirements can be based. Formulation of changes in
Airworthiness policies and requirements with consideration for the economic impact
on the aviation industry;
22) Monitoring of service bulletins from the manufacturer to determine likely effects on
the design and continuing Airworthiness of the aircraft and powerplant and to decide
steps to be taken to avoid or correct difficulties. If as a result of this activity, it is
decided that an inspection and /or modification is necessary to ensure continuing
Airworthiness of the aircraft, a firm and positive direction (in the form of an
Airworthiness Directive) should be published and directed to all operators, and where
the aircraft has been exported to other countries, to the Airworthiness authorities in
those countries.
23) Investigation of possible violations of national air law or regulations in regard to
Airworthiness and initiation of legal or other corrective action where necessary;
24) Issuance of approvals for inspection, overhaul, maintenance and repair
organizations;
25) Maintain a properly organized and administered Technical library to enable all
personnel to keep up-to-date with the maintenance and overhaul practices and with
the regulations of Countries of Manufacture, & ICAO documents.
26) Recording the collection of fees for certificate of airworthiness, permission
for flight, aircraft maintenance personnel licenses and/ or any other
Airworthiness service performed.
27) Provide management and administration for the directorate staff which would
include:
i. Training and upgrading of proficiency level.
ii. Enforcement of disciplinary actions.
iii. Recommendations for incentives.
iv. The personnel annual performance reporting
28) Carry out additional tasks assigned by AICA administrator.
3.5.2 Egypt Air Department Manager (EGA-DM)
A. Responsibility
The holder of this position is considered the manager in-charge of all aspects of
responsibilities, as indicated in 3.5.1-(a) for Egypt Air company.

B. Duties
1) The holder of this position assists the GM in providing management and
administration of the directorate.
2) He fills in the work for the GM when he is not present.
3) Supervises the department activities and subordinates duties in all aspects as indicated
in par 3.5.1-(b) for Egypt Air .
4) Assigns and supervises the work of the department inspection teams and inspectors.
3.5.3 Private And Government Operators Department Manger (P GO-DM)
A. Responsibility
The holder of this position is considered the manager in - charge of all aspects of
responsibilities, as indicated in 3.5.1- (a) for private companies and government
operators.
B. Duties
1) The holder of this position assists the GM in providing management and
administration of the directorate.
2) Supervises the department activities and subordinates duties in all aspects as indicated
in par 3.5.1-(b) for the private companies and government operators
3) Assigns and supervises the work of the department inspection teams and inspectors.
3.5.4 Charter operators and Misr Flying Institute Department (CMFI-DM)
A. Responsibility:
The holder of that position is considered the manager in-charge of all the aspects as
indicated in par 3.5.1 (a) for Charter Operators and Misr Flying Institute.
B. Duties:
1) The holder of this position assists the GM in providing management and
administration of the directorate.
2) He fills in the work for Egypt air department manager when he is not present.
3) He fills in the work for private companies and Misr Flying Institute department
manager when he is not present.
4) Supervises the department activities and subordinates duties in all aspects as indicated
in par 3.5.1(b) - for Charter operators and Misr Flying Institute
5) Assigns and supervises the work of the department inspection teams and inspectors.
3.5.5. Airworthiness/ Avionics inspector:
A. Responsibility:
The AID inspector performs his assigned specific duties with quality and fairness
compatible with the highest level of safety for the aircraft and the public.
B. Duties
1) Conduct inspection and carry out surveillance functions;
2) Prepare detailed reports on inspections and surveillance activities;
3) Promote compliance with Airworthiness regulations and directives;
4) Report breaches of regulations and directives to the appropriate authority within the
ECASA;
5) Report defects noted to aircraft operators / owners and approved Airworthiness
organizations for remedial action;
6) Conduct, in co-operation with members of the ECASA Operations Central
Administration, operator certification inspections;
7) Conduct routine surveillance of work being performed in the hangars, work shops and
repair facilities of approved Airworthiness organizations;
8) Inspection of aviation support equipment and procedures, (e.g. fueling, .... etc.);

9) Monitoring Airworthiness certifications and ensuring that they are carried out by
persons who are properly authorized, and that the certifications made are for the
purpose and in accordance with the requirements of the applicable Airworthiness
regulations;
10) Monitoring the implementation of the relevant Airworthiness regulations issued by
the AID;
11) Familiarizing himself with the content of all Airworthiness Directives Service
Bulletins and similar documents in respect of the aircraft (including powerplants) and
equipment and monitoring the extent of implementation;
12) Reviewing maintenance manuals, making recommendations in respect of
amendments which may be required by the AID prior to approval of the manual;
13) Undertaking liaison with other inspectors regarding recommendations in respect of
issue and renewal of certificates of Airworthiness, checking all documents associated
with the above including the flight manual amendment status and airframe and engine
log book. Checking that all relevant requirements have been complied with, including
correct certification of work carried out, and recommends authorizing release for test
flight of aircraft and avionics installation, ensuring that the resulting reports are
satisfactory and in accordance with the AID requirements;
14) Approval of major alterations and preventive maintenance programs;
15) Monitoring operator approved maintenance training programs;
16) Conduct inspections of operator’s route station facilities.
17) Conduct inspections of operator’s or organizations and make recommendations for:
i- Issuance of flight permits .
ii- Approval of weight and balance reports .
iii- Special flight approvals .
iv- Approvals of flight manuals, MEL, repair schemes and operator’s technical
procedures manuals .
18) Monitoring aircraft engine performance records, reliability programs and extended
range twin engine operations specifications.
19) Participate in incidents/ accidents investigation and analysis.
20) Revise shipping manifests of aircraft spare parts.
21) Carry out any other duties as assigned by the department or general manager.
3.5.6 AID Secretary:
A. Responsibilities:
1) Identification, maintenance and updating of AID files.
2) Keeping reliable back up and updated computer files and programs.
B. Duties:
1) Establish, identify and maintain files both in the computer and hard copies.
2) Tracking and distribution of incoming/ outgoing mail .
3) Typing and saving of documents and messages.
4) Answering telephone calls, facsimile, ......etc.
5) Identifying of AID stationery and other requirements.
6) Report on difficulties encountered and take actions to correct it.
