Chapter 3

General

Manufacturing is a new activity within Egyptian Civil Aviation Supervisory Authority


ECASA so it is continuously developing.

3.1 The Authority of Aircraft Manufacturing Directorate (AMD) is provided by:

1- Order of ECASA Chairman No. 56/1994.

2- Egyptian Civil Aviation Regulation ECAR 21 and 22

3- International Civil Aviation Organization (ICAO), Annexes and Documents.

4- Fees Law No. 119/1983.

5- Fees Law No. 209/1991.

3.2 The Responsibilities of the Directorate:

1- Determination of standards and procedures for the type certification of aircraft


including it’s components, powerplants, propellers, systems, instruments and
equipment in conformity with Annex 8.

2- Processing of applications for issuing a type certificate for an aircraft, powerplant or


propeller designed and/ or manufactured in Egypt through the participation in the
activities of the Type Certification Board (TCB).

3- Validation of aircraft, powerplant or propeller type certificates issued by another


country.

4- Management of Type Certification Board (TCB) activities.

5- Certification of production organizations.

6- Certification of design organizations.

7- Participation in Maintenance Review Board (MRB) activity related to the


development and approval of initial maintenance/ inspection requirements for newly
type certificate aircraft and powerplants being introduced into service for the first
time.

8- Investigation, in coordination with the Aircraft Technical Inspection Department, of


major defects discovered in aircraft and determination of corrective action to be taken
where airworthiness may be affected.

3.3 Management System and Control:
1- The General Manager (GM) of the Airworthiness Manufacturing Directorate (AMD)
supervises the work of principal engineers, approve work plans, personnel
assignments and carries out necessary follow-ups.

2- The AMD-GM reviews, initials and submits directorate reports to the ACA
Administrator.

3- The AMD-GM submits the following management reports to the ACA Administrator:

- The annual achievements report.

- The annual personnel performance reports.

- The BI-weekly achievements report.

4- The Performance Principal Engineer is delegated the authority of the AMD-GM when
he is not present.

5- The AMD-GM in coordination with the AID-GM arranges to fill in for the work of a
Principal engineer when he is not present.

3.4 The AMD Organization Chart:

The following chart describes how the AMD is structured to perform tasks and duties:

3.5 Job Description:
3.5.1 The Airworthiness Manufacturing Directorate (AMD) General Manager

A. Responsibilities:
The holder of this position is considered the manager in-charge of all of responsibilities
indicated in paragraph 3-2.

B. Duties:
1) Records, reviews and processes applications for design organization approval, design
changes, type certificate (TC) (issue or validation). Supplemental type certificate
(STC) and production certificate (PC).
2) Submits reports to the ACA Administrator on subjects related to item (1) above.
3) Investigates, in coordination with the AID, major defects discovered in aircraft and
determines of corrective action to be taken where airworthiness may be affected.
4) Controlling directorate records.
5) Participate in Maintenance Review Board (MRB) activity related to the development
and approval of initial maintenance/ inspection requirements for aircraft.
6) Prepare and recommend in coordination with Airworthiness Regulations Directorate
(ARD), regulatory changes and amendments to national legislation from time to time
concerning all matters of airworthiness within the scope of the functions and
responsibilities of the (AMD).
7) Identify and resolve in coordination with of ARD, regulatory problems associated
with airworthiness manufacturing, establishing general and technical procedures on
which future airworthiness requirements can be based.
Formulation of changes in airworthiness policies and requirements which have a
severe economic impact on the aviation industry.
8) Prepare the following management reports:
i. The bi-weekly achievements report
ii. The annual achievements report
iii. The annual personal performance report
9) Arrange for new activities of the directorate according to the development of civil
aviation production activities in Egypt.

3.5.2 Airframe and engine manufacturing supervisor

A. Responsibilities:
Airframe and engine manufacturing supervisor assumes the responsibilities of AMD-
GM, indicated in 3.5.1, concerning aircraft performance.

B. Duties:
1) Airframe and engine manufacturing supervisor assumes the duties of AMD-GM,
indicated in 3.5.1, concerning Airframe and engine manufacturing.
2) Assists the AMD-GM in carrying out AMD activities.
3) Assumes the responsibilities of the AMD-GM when he is not present.
4) Carry out AMD tasks as assigned in coordination between AID-GM and AMD-GM.
5) Carry out any additional tasks assigned to him by AMD-GM.

3.5.3 Avionics and unites manufacturing supervisor

A. Responsibilities:
The manufacturing supervisor assumes the responsibilities of AMD-GM, indicated in
3.5.1, concerning aircraft avionics avionics and unites.

B. Duties:
1) The manufacturing supervisor assumes the duties of AMD-GM, indicated in 3.5.1,
concerning aircraft avionics avionics and unites.
2) Assists the AMD-GM in carrying out AMD activities.
3) Carry out AMD tasks as assigned in coordination between AID-GM and AMD-GM.
4) Carry out any additional tasks assigned to him by AMD-GM.
