Agenda: Combating The Rise In The Global Hunger Index
1) Recalling Resolution 2417(2018) of the United Nations Security Council(UNSC),
document A/76/L.55, titled “State of global food insecurity” passed by the United
Nations General Assembly (UNGA) and the resolution A/RES/70/1 which established
the Sustainable Development Goals (SDGs), in particular, SDG 2, Zero Hunger,
2) Deeply concerned about the grave threats to food security faced by several developing
and underdeveloped nations,
3) Bearing in mind that the distribution of resources, financial, geographic, and
otherwise, is vastly skewed over the globe,
4) Noting with appreciation the various contributions made by nations towards
improving the situation of global hunger,
5) Noting with deep concern the ongoing humanitarian crises in terms of food security in
certain parts of the world,
a) Recognizing the grave threat posed by rising food inflation and prices,
especially for impoverished nations,

The World Food Programme,
● Recommends that the food and agricultural organisation (FAO) should be the
mediator between the local responders and WFP, modicum of recognition be given to
local responders, along with critical agents, such as farmers, healthcare workers and
first responders, in developing countries as well as countries undergoing armed
conflict and encourage the farmers to grow local crops;[AGREED AD REF]
● Further recommends that adequate resources in terms of finance and material goods
be provided to the said critical agents; [AGREED AD REF]
● Urges anticipatory action and pre arranged funding for disaster risk management to be
supported by scaled-up funding for developing and underdeveloped nations;

● Emphasises the integration of climate science with technological and AI based
mechanisms for better data analysis into future simulations, given the challenges
climate change poses to the food production system of a country for risk analysis and
predicting the likelihood of future extreme events; [AGREED AD REF]
● Proposes that a fund, on similar lines to the Loss and Damage Fund enacted by the
Conference of Parties (COP) 27,
(I) Acknowledging the historic decision of the COP while passing the loss and
damage fund and thereby establishing a system of accountability in terms of climate
change,
(II) Recommending the establishment of a similar fund that would be registered with
the World Bank which would include the funds given by developed and high-income
countries for the benefit of developing and underdeveloped countries along with
low-income nations,
(III)Further Recommending that payments need not necessarily be financial and can
also include food shipments and critical technology transfers, [AGREED AD REF]
● Encourages the setting of a minimum limit of contribution, according to the needs of
countries in food crises along with the contribution power of developed nations, for
higher income nations in line with complete and total scientific research that an
independent body will conduct;
● Bearing in mind the current technologies, we can adopt bio-fortification techniques
which involve the use of GMO and other breeding techniques to enhance the
nutritional content of crops; [AGREED AD REF]
● Recommends the introduction of aquaponic systems in educational institutions and
communities, which integrate aquaculture with hydroponics to efficiently produce
both protein and vegetables sustainably while optimising space utilisation; [AGREED

● Calls upon the Food and Agriculture Organization (FAO) to take charge of
identifying urgent food needs according to the population and data provided by the
Secretary General of UN;[AGREED AD REF]
● Invites member states to contribute additional financial resources to the United
Nations designated for the World Food Programme to ensure the availability of
adequate funding for sustainable food security initiatives;
● Encourages stabilisation of global wheat prices amid Russia Ukraine conflict with
international cooperation for reestablishing disrupted supply chain and ensuring food
security;
